HomeMy WebLinkAboutItem 06.j Date November 1, 2010 Item No.______ RECIEVE BIDS AND AWARD CONTRACT FOR 3000 GALLON TENDER FIRE TRUCK Proposed Action Staff recommends adoption of the following motion: Move to accept bids from Custom Fire Apparatus, Fire Safety USA and Midwest Fire Apparatus. Passage of this motion will result in allowing the Lakeville Fire Department (LFD) to purchase a replacement 3000 Gallon Tender Fire Truck for use within the department. Overview LFD started the Capital Improvement budget process for replacing fire vehicles. The current tender has been in service for 31 years and was purchased as a used vehicle in 2000. The tender has served the department well but as with any vehicle, maintenance has become an issue in maintaining the readiness for fire department use. With the age of the vehicle, there are safety concerns with its operation. The tender is used for areas that contain no municipal water supply. The fire department provides fire protection to Eureka Township as well as areas within Lakeville city limits that have no hydrants. The tender becomes a critical piece for fire operations within these areas as well as supporting our surrounding communities through our mutual aid agreements. The replacement tender will have the same replacement plan of 30 years and will meet the needs of the department. Requests for bids were sent out and three (3) competitive bids were received on October 27, 2010. Bidders: Custom Fire Apparatus (Oscelola, WI), Fire Safety USA (Rochester, MN), Midwest Fire Apparatus (Luverne, MN) were reviewed for pricing and accuracy of specifications. Staff recommends the purchase of the 3000 Gallon Tender Fire Truck from Midwest Fire Apparatus for $212,980. Purchase of the tender truck will improve safety and operations at emergency incidents in our community and with our mutual aid partners. Primary Issues to Consider  What was budgeted for this purchase?  What are NFPA standards?  What is the impact if the Tender is not replaced? Council Report Page 2 Supporting Information  What was budgeted for this purchase?  Tender budget is $225,000 for 2011. The committee began researching the replacement of the tender in 2010. They discovered the emission changes that will take effect in 2011 and had to increase the cost of the chassis by approximately $8800. The committee began the research to consider the possibility of purchasing an existing chassis to eliminate the cost increase. Three bids were received and reviewed by the committee with the bid awarded to Midwest Fire Apparatus for $212,980. The project will come in $12,020 under budget.  What are NFPA standards?  The NFPA, National Fire Protection Agency, sets standards for design, safety and operation of fire apparatus’. This is a recognized agency that fire departments use to guide them with building and designing of fire vehicles. The standard used for the tender is NFPA 1901.  What is the impact if the current tender is not replaced?  If the existing tender is not replaced we will continue to operate a vehicle that does not meet current safety standards.
