CHANGE ORDER TO CONTRACT FOR 3000 GALLON TENDER FIRE TRUCK
Proposed Action
Staff recommends adoption of the following motion: Move to accept change order on
the 3000 gallon tender fire truck from Midwest Fire Apparatus.
Passage of this motion will result in allowing the Lakeville Fire Department (LFD) to
purchase a replacement 3000 Gallon Tender Fire Truck for use within the department.
Overview
Council approved on November 1, 2010 to award Midwest Fire Apparatus the contract
to build a replacement tender for the fire department. November 17, 2010 four member
of the tender committee met with Midwest Fire Apparatus at their business to conduct a
pre build meeting. Changes were made to the original specification for the tender that
the committee reviewed and deemed needed changes that resulted in a increase in the
original cost of the tender.

Analysis of Primary Issues:
What was budgeted for this purchase?
Original approved budget from council was $212,980.00, change order increases
amount by $951.00 resulting in an increase to $213,931.00.
CIP budget for the tender was $225,000.00 Tender is still under budget by
$11,069.00
What is the impact if change order is not approved?
If we do not add the water gauge inside the cab of vehicle the passenger and
driver will not have a visual reference for how much water is remaining when off
loading to a drop tank or when using the front bumper turret on a fire. Running a
pump with no water can be destructive to the pump.
Having the siren switch to be used by the passenger allows the driver to
concentrate on operating the vehicle in a safe manner and gives that control to
the passenger.
Covering the entire back of the tender (rear bumper and water tank) with high
reflective chevron striping provides that much more visibility in low light incidents
to alert the public. NFPA standard is 50% of the rear of the vehicle which the
vehicle is being built too this would beyond that standard.
The original specification have the bumper turret on the vehicle there was
concern if the vehicle is hit on the front that this would damage the turret, this is
adding protection around the mounting to front bumper turret.
There are no door pockets or other pockets in the vehicle cab to hold map books
in the vehicle, without the pocket the map books would be placed on the floor.
An adapter for converting from a 4 inch fitting to a 5 inch storz fitting allows the
tender to make the connection to a hydrant faster to fill with water and return to
the scene to maintain the water supply at a fire.

Light bar, the upper level warning package shall be fully NFPA compliant and shall be
certified by the lighting component manufacture to meet all requirements. The front and
front side zones shall be covered by one (1) Whelen model JE2NFPA Justice Series,
Super-LED low-profile 56" light bar mounted on the cab roof. The light bar shall have
four (4) linear corner modules with nine (9) Super-LED light heads per module, and six
(6) CON3 modules with three (3) CON3 Super-LED light heads per module. The driver’s
side of the light bar shall have red lighting with one (1) white forward facing LED light
head and the passenger’s side shall be blue with one (1) white forward facing LED light
head. Activation of the light bar shall be via the control center located in the cab. The
light bar shall be wired in such a manner that the two (2) forward facing white LED light
heads shut off when the air brakes are activated on the chassis. The light bar will also
