HomeMy WebLinkAboutItem 06.iDate: 29 November 2010 Item No. RESOLUTION APPROVING THE METROPOLITAN COUNCIL MUNICIPAL PUBLICLY OWNED INFRASTRUCTURE INFLOW / INFILTRATION GRANT PROGRAM APPLICATION Proposed Action Staff recommends adoption of the following motion: Resolve to approve the City's application for a Metropolitan Council administered Municipal Publicly Owned Infrastructure Inflow /Infiltration grant program. Passage of this motion allows for the City's application for a competitive grant using state appropriated funds for the correction of inflow and infiltration (I &I) problems in the City's sanitary sewer system. Overview The Minnesota Legislature appropriated to the Metropolitan Council $3 million for a grant program to provide grants to municipalities for capital improvements to municipal wastewater collection systems to reduce the incidence of I &I. The grant provides for 50 percent of the project cost to a maximum of $50,000. Lakeville is eligible to receive grant funding as a past contributor of excessive l &I to the Met Council's metropolitan sanitary sewer disposal system. The City has committed to correcting I &I problems causing the excessive flows through annual system televising and maintenance activities. To participate in the grant program, the Utilities Division has identified approximately $55,000 in eligible pipe and manhole repairs for 2011. The Metropolitan Council, through the I &I Grant Program, requires proper authorization to undertake the grant program and the designation of an individual to apply for and receive funding. Christopher J. Petree, the Operations & Maintenance Director, is the City's point of contact for the grant application process. Staff has reviewed the funding opportunity and recommends approval. Primary Issues to Consider • By not participating in the grant, the City's efforts to correct I &I problems in the City will be reduced and could result in a repeat of prior year excessive I &I flows. Eligible Activities: In compliance with State guidelines, the City of Lakeville proposes the following projects: . Replacing of manhole covers. • Sealing of leaking manholes. . Restoration of a concrete block manhole. . CIPP lining of three pipe sections. 2 ATTEST: Charlene Friedges, City Clerk RESOLUTION NO: CITY OF LAKEVILLE RESOLUTION APPROVING THE METROPOLITAN COUNCIL MUNICIPAL PUBLICLY OWNED INFRASTRUCTURE INFLOW / INFILTRATION GRANT PROGRAM APPLICATION WHEREAS, the City of Lakeville if a municipal corporation organized and existing under the laws of the State of Minnesota, and WHEREAS, the Minnesota Legislature appropriated funding for the Metropolitan Council to provide grants to municipalities for capital improvements to public municipal wastewater collection systems, and WHEREAS, the City of Lakeville is eligible to participate and apply for funds to be used for projects to reduce the amount of inflow and infiltration entering the metropolitan sanitary sewer disposal system, and WHEREAS, the City of Lakeville will be applying for the Metropolitan Council Municipal Publicly Owned Infrastructure Inflow /Infiltration Grant funds to be used for projects eligible as manhole rehabilitation and cured in place pipe lining. NOW, THEREFORE, BE IT RESOLVED that Christopher J. Petree, Operations & Maintenance Director, be designated as the proper authority to apply for and receive grant funding, undertake the grant program and project, and provide certifications required by the program.
