HomeMy WebLinkAboutItem 06.sDecember 13, 2010 DECEMBER 20, 2010 CITY COUNCIL AGENDA ITEM RENEWAL OF STANDARD ENGINEERING AGREEMENTS FOR 2011 Proposed Action Staff recommends adoption of the following motion: Move to renew the Standard Engineering Agreements for 2011. Overview The City of Lakeville has a standard Engineering Agreement with Barr Engineering, Short Elliott Hendrickson, Inc., SRF Consulting Group, Inc., Toltz, King, Duvall, Anderson and Associates and WSB & Associates, Inc. The Agreements are to be renewed annually to reflect any changes in rate schedules charged by the various consultants. There are two sections of work in these Engineering Agreements. Section 1 applies to engineering for typical improvement projects. Under this section, payment for all work is expressed as a percentage of construction cost based on a fee curve recommended by the American Society of Civil Engineers. This section remains unchanged from last year. Section 2 of the Engineering Agreement deals with special studies and construction services that are paid for at an hourly rate rather than a percentage of construction cost. Construction services such as surveying and inspection fall under this category. For Barr Engineering, SRF Consulting Group, Inc., Short Elliot Hendrickson, Inc., and TKDA and Associates, hourly billing is a fixed multiplier times the salary of the actual individual being paid. The fee schedule from WSB and Associates is different; whereas, personnel are billed based on position; i.e. principal, senior engineer, designer, technician, etc., rather than on an individual basis. WSB, Barr Engineering and SRF Consulting held their 2011 fee schedules at the same rate that they provided in 2010. SEH's rates have remained relatively stable since last year. TKDA's rates increased only slightly from the rates they held unchanged for the previous three years. All fee schedules will be effective January 1, 2011. Primary Issues to Consider None.
