DECEMBER 20, 2010 CITY COUNCIL AGENDA ITEM
RENEWAL OF STANDARD ENGINEERING AGREEMENTS FOR 2011
Proposed Action
Staff recommends adoption of the following motion: Move to renew the Standard Engineering
Agreements for 2011.
Overview
The City of Lakeville has a standard Engineering Agreement with Barr Engineering, Short Elliott
Hendrickson, Inc., SRF Consulting Group, Inc., Toltz, King, Duvall, Anderson and Associates and
WSB & Associates, Inc. The Agreements are to be renewed annually to reflect any changes in
rate schedules charged by the various consultants.
There are two sections of work in these Engineering Agreements. Section 1 applies to
engineering for typical improvement projects. Under this section, payment for all work is
expressed as a percentage of construction cost based on a fee curve recommended by the
American Society of Civil Engineers. This section remains unchanged from last year.
Section 2 of the Engineering Agreement deals with special studies and construction services that
are paid for at an hourly rate rather than a percentage of construction cost. Construction
services such as surveying and inspection fall under this category. For Barr Engineering, SRF
Consulting Group, Inc., Short Elliot Hendrickson, Inc., and TKDA and Associates, hourly billing is
a fixed multiplier times the salary of the actual individual being paid. The fee schedule from WSB
and Associates is different; whereas, personnel are billed based on position; i.e. principal, senior
engineer, designer, technician, etc., rather than on an individual basis.
WSB, Barr Engineering and SRF Consulting held their 2011 fee schedules at the same rate that
they provided in 2010. SEH's rates have remained relatively stable since last year. TKDA's rates
increased only slightly from the rates they held unchanged for the previous three years. All fee
schedules will be effective January 1, 2011.
Primary Issues to Consider

Re: 2011 Rate Schedule
Dear Mr. Nelson:
As a Minnesota -based engineering firm, we partner with our clients and the State of Minnesota to encourage economic
development and job growth, We support our clients by providing value through our expertise, while minimizing the
cost of our services. It is always challenging to do more with less, yet all of us are doing just that. We have developed
new approaches that allow us to deliver services more quickly and efficiently while maintaining a high level of quality.
Like you, we are finding ways to reduce our non - essential costs. We have chosen not to reduce investment in
education or our hardware /software because we believe . that these investments are critical in allowing us to continue to
provide top level infrastructure engineering services. That said, we will again, for the third straight year, hold our
fee schedule to a zero percent increase. While this is very difficult for us, we recognize that you have to make the
same decision on behalf of your constituents. WSB & Associates, Inc. has been, and will continue to be committed to
our clients well being,
We hope that you will consider WSB & Associates, Inc. for any project that you may have in 2011. We guarantee that
you will be pleased with our work product, staff and customer service.
We continue to deliver our services with passion and value. We appreciate having you as our client! Remember, any
firm can deliver engineering services, but firms who deliver with passion and value make your job much easier! Have
a great 20111
Sincerely,
WSB & Associates, Inc

Dear Keith:
Enclosed please find our updated Rate Table for 2011. The Rate Table shows the Classification
descriptions and the corresponding Hourly Billable Cost Range broken down on a more in -depth basis
than in years past to give a more accurate reflection of the costs by discipline.
Many of the billing rates have incurred little or no increase, a reflection of our efforts to hold our costs
flat during these difficult economic times.
We appreciate the working relationship with the City of Lakeville in the past and look forward to
continuing our relationship in 2011 and beyond.
