January 3, 2011 Primary Issues to Consider 2011 Costs and Circulation: Paper Thisweek Dakota County Tribune Lakeville Sun Current Legal Newspaper Designation Ad cost per inch $15.40 (e- mailed) $ 9.00 (e- mailed) $ 5.11 (e- mailed) em No 6. g Proposed Action Staff recommends adoption of the following motion: Move to designate the Dakota County Tribune as the City's legal newspaper for 2011. Overview Each year the City designates a newspaper to be used exclusively for the placement of its legal notices. For 2011, bids were received for legal newspaper designation from all three local papers (Thisweek, Sun Current, and Dakota County Tribune). Staff reviews these bids and other factors to recommend the newspaper which provides the best option for City legal notices. For many years, the Council approved Thisweek newspaper as the legal newspaper for the City because it reached the largest number of people. Last year, due to its lower cost and the free subscriptions which were instituted for 2010, staff recommended designation of the Dakota County Tribune as the City's legal newspaper for 2010. Staff recommends continuing with the Dakota County Tribune for 2011. The timeframe between application submittal and submittal to the newspaper for the required publication requirements is more favorable under the Dakota County Tribune publication deadline. Because it is at the mid -range in cost, is available free to everyone, and has a deadline that is more favorable for development projects, staff recommends selecting the Dakota County Tribune as the legal newspaper for 2011. The cost of legal ads in 2010 was approximately $5,000. The 2011 costs would be about the same if the Dakota County Tribune is selected. Please note that the City is required to publish its legal notices in an official newspaper.
