RESOLUTION SUPPORTING METROPOLITAN COUNCIL
REDISTRICTING PUBLIC COMMENT OPTION 2
RECITALS
A. Minn. Stat. § 473.123, Subd. 3a provides "the legislature shall redraw the boundaries
of the Council districts after each dicennial federal census so that each district has substantially
equal population." .The option endorsed by the Metropolitan. Council has a 5% deviation among
districts. This option would not create districts of "substantially equal population" as mandated by
statute.. Public comment option 2 with only a 3% deviation more closely achieves the statutory
mandate.
B. Lakeville, a growth city, does not have a commonality of interest with the rural cities
and townships of Scott and Carver counties. The option endorsed by the Metropolitan .Council
places. Lakeville in District 4 with these communities. Lakeville shares a commonality of interest
with other growth communities in Dakota County . Regional infrastructure essential to the growth
of Lakeville, such as wastewater treatment, is closely aligned with Dakota County, not Scott and
Carver counties. Public comment option 2 placed Lakeville in District 16 with the other growth
communities of Dakota County.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
LAKEVILLE, MINNESOTA:
1. The City of Lakeville urges the legislature to adopt redistricting public comment
option 2 attached hereto.
2. The City Clerk is directed to distribute copies of this resolution to area legislators
and appropriate legislative .committees.
ADOPTED this 9th day of December , 2002, by the City Council of the City. of
Lakeville, Minnesota.

Districts have up to 3% variation in population, but preserve several communities of interest
