HomeMy WebLinkAbout02-024 CITY OF LAKEVILLE RESOLUTION DATE January 22..2002 RESOLUTION NO. 02-24 MOTION BY Bellows SECONDED BY xieb RESOLUTION RELATED TO A STUDY OF MINERAL RESOURCE EXTRACTION IN EMPIRE TOWNSHIP WHEREAS, the northerly portion of Empire Township contains areas of high quality aggregate resources; and WHEREAS, Empire Township currently has 6,215 acres of land within its Mineral Extraction. Overlay District and is proposing to expand the overlay district in response to recent mineral extraction. proposals; and WHEREAS, communities adjacent to these areas of high quality aggregate resources (Lakeville, Rosemount, Apple Valley, Farmington, etc.) are expected to accommodate a significant portion of the region's growth over the next twenty years; and WHEREAS, the extraction of mineral resources will have a significant impact on existing residential neighborhoods and transportation systems in surrounding communities; and WHEREAS, the extraction of mineral resources produces dust and other airborne emissions, noise, and odor, especially in relation to accessory asphalt production plants and could potentially impact ground and surface water resources; and WHEREAS, the Aggregate Resources Task Force identified the importance of preserving aggregate resource supplies while being sensitive to the impact of resource extraction on surrounding communities and the natural environment, NOW, THEREFORE, BE IT RESOLVED by the Lakeville City Council 1. The Lakeville City Council supports the protection of aggregate resource deposits in the metropolitan area. 2. The Lakeville City Council favors a managed and responsible approach to the extraction of mineral resources. a 3. Considerin the re Tonal si nificance of reservin a re ate resource supplies, the g g g p g g9 g Lakeville City Counci(respectfully requests the Metropolitan Council fund: a study to determine a staging and reclamation plan for the extraction of mineral resources in the northern Empire Township which: will be sensitive to existing land uses, transportation systems and the natural environment.
