HomeMy WebLinkAbout01-018 CITY OF LAKEVILLE DAKOTA COUNTY, MINNESOTA Date February S, 2001 Resolution o1-18 MOtIOn By Luick Seconded By Mulvihill RESOLUTION OPPOSING LEGISLATION ALLOWING THE SALE OF WINE-1N GROCERY STORES AND AUTHORIZING THE PAYMENT OF AN ASSESSMENT TO MINNESOTA MUNICIPAL BEVERAGE ASSOCIATION RECITALS A. Lakeville Municipal Liquor Stores have an exemplary history of regulating and controlling the sale of alcohol B. Management and staff are well trained. in providing responsible • customer service. Adherence to and enforcement of liquor laws is a high priority. C. Legislation has been proposed that would authorize the sale of wine in grocery stores, convenience stores, gas stations and other similar retail outlets. D. The minimum age to purchase alcohol in Minnesota is 21 years old. Lakeville does not allow persons under 21 to enter the premises,. unless accompanied by a parent or legal guardian. Grocery stores do not restrict accessibility of minors. Hence regulation and control of wine in grocery stores would be significantly more challenging. E. The sale of wine in grocery stores and other retail establishments. could cause excessive drinking by youth and subsequent increase in the cost of police protection. F. The net income from the Lakeville Municipal Liquor Operations provide a vital revenue resource that enables the City to build and maintain its municipal facilities such as police stations, fire stations, ambulance quarters, parks, City Hall .and public works facilities. A significant loss of net income as a result of wine in grocery stores would result in significant increase in property taxes to finance the construction and • maintenance of public facilities. 91243.01 1 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville, Minnesota: 1. The City of Lakeville opposes legislation that would allow the sale of wine in grocery stores. 2. Payment of an assessment of 510,000 to the Minnesota Municipal Beverage Association, Inc. to be appropriate for activities related to defeating the proposed legislation is approved.
