ORDINANCE NO. s34
AN ORDINANCE AMENDING ORDINANCE NO. 167, THE LAREVILLE ZONING
ORDINANCE, MODIFYING SECTION 36, THE B-2 ZONING DISTRICT BY THE
ADDITION OF AIITOMATIC CAR. WASHES IN CONJUNCTION WITH CONVENIENCE
STORE FtTEL STATION OPERATIONS AS A CONDITIONAL IISE.
TH8 CITY COUNCIL OF THE CITY OF LAREVILLE, MINNESOTA DOES
HEREBY ORDAIN:
Sectioa i. Ordinance No. 164, Section 36.4 is hereby amended
by adding the following:
6) Commercial Car Washes (automatic mechanical drive through
only) as accessory use associated with convenience store/motor
fuel sales, provided:.
a) The accessory car wash must be on the same parcel of
record as the convenience store/motor fuel sales.
b) The architectural appearance and. functional plan of the
building. and site shall not be so dissimilar to the
existing buildings or areas as to cause impairment in
property values or constitute a blighting influence.
c) Magazine. or stacking space is constructed to accommodate
the maximum number of vehicles which can be washed during
a thirty (30J minute period and shall be subject to the
approval of the City Engineer.
d) Magazine or stacking space must not interfere with on-
site circulation patterns or required on site parking or
loading areas.
• e) At the boundaries of a residential district, a buffer
strip of not less than five (5) feet in .width shall be
landscaped and screened in compliance with Section 9.7 of
this Ordinance.
f ) Each light standard island and all islands in the parking
lot are landscaped or covered.
g) .Parking or car magazine storage space shall be screened
from view of abutting residential districts in compliance
with Section 9.7 of this. Ordinance.
h) The entire area other than occupied by the building or
plantings shall be surfaced with bituminous material or
concrete which will control dust and drainage which is
subject to the approval of the City Engineer.
i) The entire area shall have a drainage system which is
subject to the. approval of the City.
j) All lighting shall be hooded and so directed that the
light source is not visible from the public right-of-way
or from an abutting residence and shall be in compliance
with Section 9.9 of this Ordinance.
k) Vehicular access points shall be limited, shall create a
minimum of conflict with through traffic movement and
shall be subject to the approval of the City Engineer.
1) All signing and informational or visual communication
devices shall be in compliance with Section 16 of this
Ordinance.
m) Provisions. are made to control and reduce noise and
especial precautions shall be taken to limit the effects
of noise associated with vacuum machines.
n) All refuse shall be stored in containers as specified by
City Code. Said containers are to be screened and
enclosed by a fence or similar structure.
o) The location and operation of vacuum machines must not
interfere with magazines or stacking areas on ..site
circulation or on site parking and loading areas.
p) Hours of operation shall be limited as necessary to
minimize the effect of nuisance factors such as traffic
noise and glare upon any existing neighboring residential
uses.
q} The provisions of Section 4.2 (5) of this Ordinance are
considered and satisfactorily met.

Section 2. This ordinance shall take effect upon its passage
and publication.

THE CITY COUNCIL OF THE CITY OF
LAKEVILLE, MINNESOTA DOES HEREBY OR-
DAIN:
Section j. Ordinance No. 164, Section 36.4 is
hereby amended by adding the following:

RATE INFORMATION
(1) Lowest classified rate paid by commercial
users for comparable space: $11.00 per
column inch.
(2) Maximum rate allowed by law for the
above matter: $11.00 per column inch.
(3) Rate actually charged for the above
matter: $6.20 per column inch.
