Meeting Minutes for September 22, 2010
ITEM 1 Call to order
Meeting was called to order at 6:00 p.m.
ITEM 2 Roll call of members

ITEM 3 Approval of the August 18, 2010 meeting minutes
The August 18, 2010 Parks, Recreation & Natural Resources Committee meeting minutes were
approved as presented.
ITEM 4 Citizen comments
There were no citizens present.
ITEM 5 Staff report
Staff referred to the report in the committee packet.
ITEM 6 Vermillion River Corridor Plan
Al Singer, Dakota County Land Conservation Manager presented the Vermillion River Corridor Plan. In
2008, $500,000 was received from the Environmental Trust Fund plus $1.2 million for easements and
management plans. The river is impaired in terms of bacteria, nitrates, turbidity and temperature.
Wildlife habitat, water quality, recreation and conservation are addressed in the plan. The plan divides
the river into districts and public input has been sought on the plan. County staff has found that
people are interested in managing their land, but they need help. The plan has been created to be
landowner -friendly. According to Al, probably the most effective solution is a grass buffer. The habitat
needs to be connected and buffered and uplands need to be created. In regards to recreation, there
is tension between anglers/canoeists, anglers/landowners. In rural portions of the river, there are no
trails planned on private property.
Committee members raised the following questions:
Is there a plan for trails along the river outside of city limits?
Al: The county will defer to local comp plans. They are willing to fill gaps in trails, however it will not
be the focus. Instead the plan will focus on protecting habitat and water quality. Landowners would
be compensated for extra access to their property.
Are landowners cooperating?
Al: Natural resource management on the land requires a minimum of 150' on each side of the river.
They will be flexible in working with landowners.
Are easements in place?
Al: Yes, some easements are in place and will prevent development, altering the surface, mining,
clear -cutting, driving motor vehicles and preventing the construction of power lines.

How many landowners is this affecting?
Al: They will be working with approximately 1,000 landowners over the next 10 years.
Are they working to decrease nitrates?
Al: The buffer will be one solution to the nitrates. They will also work with farmers to reduce their use
of nitrates on their land.
Are there improvements that need to be addressed in Lakeville's portion of the river?
Al: Work to be done in Lakeville includes stabilizing stream banks and dealing with storm water.
ITEM 7 SBF 6th Addition preliminary and final plat
Staff reviewed plat details with committee members. This plat has been changed from the original
plan to allow for combined and shared greenspace. This is another addition as part of a major 500 -
acre development plan. Due to considerable credits still remaining from the original plat, park
dedication fees have already been accounted for. The original approved plat provided for sidewalks
and trail connections as this large plat progressed. All requirements for sidewalks and trails are being
met by the developer. There are recommended modifications to the sidewalk and trail construction
plan, which are all noted in the report.
(10.12) Motion made by Kelly, seconded by Peterson to recommend City Council consider
approval of SBF 6th Addition preliminary and final plat as submitted. The developer will be required to
provide all sidewalks and trails, including recommended modifications by Planning and Engineering
and noted in the planning report.
Finally, the developer is required to follow other recommendations outlined in the Planning and
Engineering reports as they pertain to this plat. The developer is also required to follow the natural
resources requirement detailed in the Planning and Engineering reports associated with tree
preservation, grading, drainage, and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

Motion passed.
ITEM 8 Boulder Heights preliminary and final plat
Staff reviewed plat details with committee members. It will allow the connection of water to a
previous plat nearby. Committee members questioned the safety of access to the development off
202nd Street and if there will still be pedestrian access into the park. Review of the Parks & Recreation
Comprehensive System Plan indicates no park requirements associated with this plat. Those lots
previously platted under Outlot A of Village Creek previously met their park dedication requirements
with the dedication of Village Creek Park. Those platted lots east of Aronson Park will be required to
pay a park dedication fee at the time of final plat. Staff is recommending a 5' wide sidewalk be
installed on the west side of Hampton Avenue. The developer will also be required to construct a 10'
wide trail between lots 5 and 6, plot 3 as depicted on the plat when Outlot A develops. The access
trail will be paid for and restored 100% by the developer. A cash escrow for a future trail along 202nd
St. will be collected as part of the plat when it develops.
(10.13) Motion made by Goodwin, seconded by Lovelace to recommend City Council consider
approval of Boulder Heights preliminary and final plat and easement vacation. No park dedication
requirements will be required as part of this preliminary and final plat. Sidewalks, trails and park
dedication fees will be required of Outlot A when the plat is brought forward and approved by City
Council.

Finally, the developer is required to follow other recommendations outlined in the Planning and

ITEM 9 Discussion of ribbon -cutting ceremony to celebrate installation of new Ipava
wayfinding signs
Staff suggested a ribbon cutting ceremony prior to a future Parks Committee Meeting. Staff will invite
Dakota County Active Livings staff, media and City dignitaries. Committee members agreed.
ITEM 10 Pedal the Parks family biking event at Casperson Park on October 10, 2010
Staff has been working with the Lakeville Friends of the Environment on this event. Everyone is
invited, no pre -registration necessary.
ITEM 11 Unfinished business
