HOUSING AND REDEVELOPMENT AUTHORITY MEETING
SEPTEMBER 6, 1994
The meeting was called to order at 6:45 p.m. by Chair Harvey. Roll call was
taken. Present: Commissioners Johnson, Zaun, Sindt, Mulvihill and Harvey.
Also present: R. Knutson, City Attorney; B. Erickson, Executive Director; D.
Feller, Finance Director; M. Sobota, Community & Economic Development
Director; C. Friedges, City Clerk.
MINUTES
The minutes of the July 18, 1994, HRA meeting were approved as presented.
ITEM 3
Mr. Sobota presented a resolution adopting a modification to Airlake
Redevelopment Project No. 1 and establishment of Tax Increment Financing
District No. 15 for Century Refining, Inc. The company is proposing to
construct a 22,000 square foot office and recycling /refining operation in Airlake
Industrial Park. A 15 year renewal and renovation tax increment district would
be created for Century Refining. The City would provide land write -down,
storm sewer area charge and clean fill assistance in the estimated amount of
$120,000. The City's obligation will be completed before the sixth year of the
TIF District, thereby avoiding an LGA penalty. The Economic Development
Commission and City staff recommend approval.
94.16 Motion was made by Sindt, seconded by Mulvihill to approve Resolution No.
94 -7 adopting a modification to Airlake Redevelopment Project No. 1 and
establishment of Tax Increment Financing District No. 15 (Century Refining), to
be located within the redevelopment project and the proposed approval and
adoption of a modified redevelopment plan and tax increment financing plan
relating thereto.
Roll call was taken on the motion. Ayes, Johnson, Zaun, Sindt, Mulvihill,
Harvey.
ITEM 4
Mr. Erickson presented letters from the Lakeville Community Corporation,
Lakeville Hockey Association and Independent School District No. 194
regarding a name for the new Lakeville civic arena. He stated all entities
agree on the importance of recognizing Richard Ames of Ames Construction,
on behalf of the Ames family, for its generous contribution toward construction
of the arena. It was recommended that the arena be named "Lakeville Ames
Arena ".
94.17 Motion was made by Johnson, seconded by Mulvihill to name the new arena,
"Lakeville Ames Arena ".
Roll call was taken on the motion. Ayes, Zaun, Sindt, Mulvihill, Harvey,
Johnson.
There being no further business, Chair Harvey adjourned the meeting at 6:55
p.m.

Dear LHRA Directors:
The current construction of an ice arena facility to serve our community is
the culmination of years of work by numerous dedicated individuals and
organizations. This has been a project that displays what community pride,
commitment and involvement can accomplish.
The Lakeville Community Corporation (LCC), along with the Lakeville Hockey
Association (LHA), shared a fundraising responsibility of obtaining over $600,000
in contributions. The LCC has always been aware that a major contributor would
be needed to recognize the completion of this valuable community project. As you
are aware, Mr. Richard Ames and the Ames family have stepped forward with the
major funding necessary to provide our community with a first class public
facility.
We are all most appreciative of what the Ames family has contributed to see
this community project completed. Without their contributions, we doubt that
this project could have been completed. The Ames family's deep roots in
Lakeville have proved to be a tremendous benefit to this community.
Recognition of the Ames family efforts would be appropriately recognized by
placing their name on this fine arena facility. We would recommend the name
"Ames Arena ". Lakeville has a history of recognizing the individuals that have
stepped forward to meet community needs. Most recently, the new Quigley -Sime
ballfield complex reflects the name of the land donor.
The Lakeville Community Corporation feels strongly that the arena name is
the appropriate manner of community recognition that the Ames family so deeply
deserves. This certainly does not detract from all of the other individuals,
organizations and businesses that have made this possible. Naming the arena
after the Ames family simply recognizes the outstanding contribution that the
Ames family has made to the residents of Lakeville and ISD #194. It only seems
appropriate that the community be gracious by placing the name Ames Arena on this
fine facility.
Stage II of the Ames Arena construction will add the amenities to complete
the arena. However, the community has an opportunity to recognize the importance
of those who provide community facilities. Future contributors to our community
will be aware of the importance and thanks that we attach to their contributions
and efforts. The Ames Arena sets a path for the future.

Dear Mr. Harvey:
The School Board of Independent School District #194 has observed with
interest the excellent progress being made on the construction of the community ice
arena adjoining Lakeville Senior High School. The District is excited about the use of
this new facility during the coming school year and believes that it will be an asset to
the District and its programs for years to come.
It is our understanding that the name for the new ice arena has not been
finalized. Although several individuals and organizations have contributed to this
project, the primary burden for securing financial contributions for the arena's
construction has been undertaken by the Lakeville Community Corporation and
Lakeville Hockey Association. The possibility of naming the arena after an individual
or organization as a result of a substantial contribution to the project was discussed
with the School Board during the arena's fund - raising phase.
The District is now aware of the significant financial contribution made by the
Ames family toward helping the ice arena become a reality. In recognition of this
contribution, it would seem appropriate to proceed as suggested in selecting a name
for the arena. In addition to demonstrating symbolic respect for this family's
generosity, this action would establish a pattern for naming an additional ice arena
facility should that be needed in the future.

The Board's Building and Sites Committee and the full Board have discussed
the selection of a name for the arena. Through its representative on the Ice Arena
Advisory Committee, Fred Nelson, the District will indicate its unanimous support for
naming the community ice arena after the Ames family.

Re: Naming of civic arena
Dear Directors of the HRA:
This matter regarding the name of the new civic arena in Lakeville has been discussed by members of the
Board of Directors of the Lakeville Hockey Association. We have considered the various options open in
this regard and feel strongly that the Ames family needs to be recognized on the building.
The manner in which we have financed this building involved predominately private citizen participation.
This participation was in the form of personal contributions by a large portion of the LHA membership
several years ago and on- going, as well as their organized fund raising activity. This activity coupled with
the efforts of the Lakeville Community Corporation have brought the prci ect forward. The City and School
District involvement has been important from an oversight perspective, with little in the way of financial
contributions.
The LCC secured private business and community donations. Most significant of these provided by Dick
Ames and family. Although all other activity pushed us close to realizing success with this prof ect the Ames
contribution and the influence it had on others was the pivotal piece. Without it we may still be looking at
empty land where we see a civic arena today. It is our feeling that the Ames name belongs on the building
we and the other citizens of Lakeville should be proud to have it there!
Given the absence of significant tax payer participation in this effort we see no reason for this facility to
assume a name that would imply something that is short of reality, that this is a publicly sponsored facility.
The name should recognize and pay tribute to the most significant ofthis buildings many benefactors!
