HomeMy WebLinkAbout03-07-94CITY OF LAKEVILLE HOUSING AND REDEVELOPMENT AUTHORITY MEETING MARCH 7, 1994 The meeting was called to order at 8:55 p.m. by Vice Chair Sindt. Roll call was taken. Present: Commissioners Johnson, Zaun, Sindt, Mulvihill and Harvey. Also present: B. Erickson, Executive Director; R. Knutson, City Attorney; M. Sobota, Community & Economic Development Director; C. Friedges, City Clerk. MINUTES The minutes of the January 3, 1994, HRA meeting were approved as presented. ITEM 3 Mr. Erickson presented a resolution prepared by the City Attorney which would allow the HRA to provide financial assistance in the form of a $35,000 loan to acquire the redevelopment parcel for the purpose of constructing a parking lot to serve the Lakeville Mall. If the developer constructs the parking lot according to specifications outlined in the development contract, the loan will convert to a grant. This action is required for the Authority to utilize excess increment from the Holyoke Professional Building Tax Increment Financing District to fund this eligible project. Commissioner Sindt asked if there are any relocation costs involved with this redevelopment project. Mr. Erickson stated the City will not have an interest in the redevelopment parcel or any responsibility for owner /occupant related expenses. 94.3 Motion was made by Johnson, seconded by Zaun to approve Resolution No. 94 -1 concerning the redevelopment of property located at 207th Street and Holt Avenue for parking purposes. Roll call was taken on the motion. Ayes, Johnson, Zaun, Sindt, Mulvihill, Harvey. ITEM 4 Mr. Erickson presented a resolution which identifies certain remnant parcels adjacent to County Road 46 and authorizes the HRA Attorney to cooperate with the County Attorney in acquiring the remainder of the parcels required for right -of -way within the County Road 46 improvement project. 94.4 Motion was made by Mulvihill, seconded by Johnson to approve Resolution No. 94 -2 authorizing acquisition by condemnation of certain remnant parcels adjacent to County Road 46. Roll call was taken on the motion. Ayes, Zaun, Sindt, Mulvihill, Harvey, Johnson. HOUSING AND REDEVELOPMENT AUTHORITY MEETING March 7, 1994 Page 2 ITEM 5 Mr. Erickson requested the Commissioners authorize the HRA Vice Chair to sign an agreement between the Dakota County Highway Department and City of Lakeville for the acquisition of the aforementioned right -of -way for Dakota County Project 46 -05, which is part of Lakeville Project 91 -3. 94.5 Motion was made by Zaun, seconded by Mulvihill to authorize the HRA Vice Chair to sign the agreement between Dakota County, Lakeville HRA and City of Lakeville for Dakota County Project No. 46 -05, State Aid Project 188 - 122 -03 and part of Lakeville Project 91 -3. Roll call was taken on the motion. Ayes, Sindt, Mulvihill, Harvey, Johnson, Zaun. Commissioner Zaun inquired about the historical ownership of the residence (General Vessey). The Commissioners held a discussion regarding the destruction of old structures within the City that may have some historical value. 94.6 Motion was made by Harvey, seconded by Mulvihill to direct staff to investigate a source of funding to identify historical structures located within the City.
