HomeMy WebLinkAbout04-01-85. V� ' HOUSING AND REDEVELOPMENT AUTHORITY MEETING APRIL 1, 1985 The meeting was called to order at 9:16 p.m. by the Chairman, Patrick Harvey. Roll call was taken. Present: Commissioners Nelson, Zaun, Sindt, Enright and Harvey. Also present: Patrick McGarvey, Executive Director. 85.1 Motion was made by Sindt, seconded by Enright to approve the minutes of the December 3, 1984, H.R.A. meeting. Roll call was taken on the motion. Ayes, Zaun, Sindt, Enright, Harvey, Nelson. At this time the chairman opened up the meeting for nominations of officers of the H.R.A. Commissioner Enright nominated, and it was seconded by Commissioner Zaun, Robert Nelson for the position of Chairperson of the H.R.A. 85.2 Motion was made by Zaun, seconded by Sindt to close the nominations for chairperson of the H.R.A. Roll call was taken on the motion. Ayes, Sindt, Enright, Harvey, Nelson, Zaun. 85.3 Motion was made by Sindt, seconded by Zaun to appoint Robert Nelson as Chairperson of the H.R.A for the term of one year effective March 11, 1985. Roll call was taken on the motion. Ayes, Enright, Harvey, Nelson, Zaun, Sindt. At this time the new Chairman, Robert Nelson, took over the meeting. Mr. Zaun nominated, and it was seconded by Commissioner Harvey, Nancy Enright to be Vice Chairperson of the H.R.A. 85.4 Motion was made by Harvey, seconded by Sindt to close nominations for vice chairperson of the H.R.A. Roll call was taken on the motion. Ayes, Harvey, Nelson, Zaun, Sindt, Enright. 85.5 Motion was made by Harvey, seconded by Zaun to appoint Nancy Enright by acclamation to the position of Vice Chairperson of the H.R.A. for a one year term effective March 11, 1985. Roll call was taken on the motion. Ayes, Nelson, Zaun, Sindt, Enright, Harvey. ri HOUSING AND REDEVELOPMENT AUTHORITY MEETING April 1, 1985 Mr. Zaun nominated, and it was seconded by Commissioner Harvey, Betty Sindt for the position of Secretary of the H.R.A. 85.6 Motion was made by Harvey, seconded by Zaun to close the nominations for the position of Secretary. Roll call was taken on the motion. Ayes, Zaun, Sindt, Enright, Harvey, Nelson. 85.7 Motion was made by Harvey, seconded by Zaun to appoint Betty Sindt by acclamation to the position of Secretary of the H.R.A. for a one year term effective March 11, 1985. Roll call was taken on the motion. Ayes, Sindt, Enright, Harvey, Nelson, Zaun. At this time the Executive Director stated that there had been a report prepared on the status of the tax increment districts in the city, which would be sent out to the H.R.A. members by staff. The Executive Director also talked about the need to establish a tax increment district in the vicinity of I -35 and Trunk Highway 50 to assist in the appropriate planning, redevelopment and development of that area of Lakeville. The Executive Director also advised the H.R.A. members that the fea- sibility of converting the cement silos in downtown Lakeville from grain storage into rental apartment units or condominiums is seri- ously being studied by the owner and his architect, and that if the market feasibility proves satisfactory to them, they would most likely be approaching the City for assistance through tax increment financing for redevelopment of that area and the complex. 85.8 Motion was made by Sindt, seconded by Zaun to receive the quotes from the staff for the removal of the Jemm building in the Meadows North tax increment financing project and authorize award of the contract for removal of the building to Tillges Excavating in the amount of $8,343.00. Roll call was taken on the motion. Ayes, Enright, Harvey, Nelson, Zaun, Sindt. 85.9 Motion was made by Sindt, seconded by Harvey to adjourn the H.R.A. meeting. Roll call was taken on the motion.
