HomeMy WebLinkAbout06-09-80HOUSING AND REDEVELOPMENT AUTHORITY MEETING June 9, 1980 The regular meeting of the Lakeville H.R.A. was called to order at 7:30 p.m. by Chairman, Gerald Spande. Roll call was taken. Present: Commissioners Lekson, Spande, Zaun, Sindt, and Nelson. Also present: David Licht, Planning Consultant; Patrick McGarvey, Executive Director. 80 -22 Motion was made by Commissioner Zaun, seconded by Commissioner Sindt to approve the minutes of the May 12, 1980 meeting. Roll call was taken on the motion. Ayes, Commissioners Lekson, Spande, Zaun, Sindt and Nelson. 80 -23 Motion was made by Zaun, seconded by Nelson to approve the list of claims for payment as presented. Roll call was taken on the motion. Ayes, Spande, Zaun, Sindt, Nelson and Lekson. At this time Mr. Licht presented and explained the June, 1980 redevelopment plan and program document. He also explained what is the legal meeting for a redevelopment district versus a tax increment district. Mr. Licht recommended that the commissioners approve the redevelopment plan and program with the four districts but with the understanding that the tax increment financing district and plan would only be prepared for the CBD District at this time. 80 -24 Motion was made by Zaun, seconded by Lekson to adopt and approve the June, 1980 redevelopment district plan and program. Roll call was taken on the motion. Ayes, Zaun, Sindt, Nelson, Lekson and Spande. At this time Mr. Licht presented a report dated June 4, 1980 giving test calculations on the tax increment plan involving the City and Despatch Industries. The plan indicated that it was feasible for the City to pursue the sale of the present City Hall -Fire Station to Despatch Industries and the construction of a larger new fire station, and that Despatch Industries be responsible for replacing a like amount of square footage of the present facility in the new facility. 80 -25 Motion was made by Commissioner Zaun, seconded by Commissioner Nelson to authorize the Executive Director and other appropriate City officials to pursue negotiations to acquire a development contract with Despatch Industries on the proposed project. Roll call was taken on the motion. Ayes, Sindt, Nelson, Lekson, Spande and Zaun. At this time Mr. Licht presented a report dated June 6 on the possible acquisition of the Milwaukee Railroad property in downtown Lakeville and how the redevelopment of that property might work. It was pointed out that the H.R.A. had already gone on record favoring City acquisition and involvement in the redevelopment of the railroad property. Mr. Licht also recommended that the commissioners approve and authorize the Executive Director and consultant to investigate the potential of receiving a community development block grant to assist in the redevelopment of the railroad property and other possible sites in the CBD District. 80 -26 Motion was made by Lekson, seconded by Zaun to 4uthorize the Executive Director to investigate the possibility of making application for a community development block grant with HUD for the CBD District. Roll call was taken on the motion. Ayes, Nelson, Lekson, Spande, Zaun and Sindt. At this time Mr. Licht recommended that the H'.R.A., or City, attempt to acquire a grant from the Metropolitan Council for the costs of planning the assembling of substandard size lots such as exist on the south shore of Orchard Lake into a enough land parcel to be replatted and developed in an economical and feasible manner. -1- HOUSING AND REDEVELOPMENT AUTHORITY MEETING June 9, 1980 80 -27 Motion was made by Commissioner Zaun, seconded by Commissioner Lekson to authorize the staff to explore and file application for a 701 Planning Grant with the Metropolitan Council for the above planning. Roll call was taken on the motion. Ayes, Lekson, Spande, Zaun, Sindt and Nelson. 80 -28 Motion was made by Commissioner Zaun, seconded by Commissioner Nelson to adjourn the H.R.A. meeting. Roll call was taken on the motion. Ayes, Commissioners Lekson, Spande, Zaun, Sindt and Nelson.
