METAL ELEVATOR BLIGHTED CONDITIONS FINDING
WHEREAS, the Lakeville Housing and Redevelopment Authority (the "Authority ")
having been duly organized and possesses all of the powers and duties of a
Municipal Housing and Redevelopment Authority under the provisions of the
Municipal Housing and Redevelopment Authority Act, Minnesota Statutes
§462.411- 462.711; and
WHEREAS, one of the goals and objectives of the Authority under the Municipal
Housing and Redevelopment Act is the elimination of blighted, deteriorated or
deteriorating areas located within the City of Lakeville, Minnesota; and
WHEREAS, one of the sources of funding utilized by the Authority to accomplish
such goals and objectives is funding made available by the United States
Department of Housing and Urban Development Block Grant program; and
WHEREAS, the Authority desires to undertake a program utilizing Community
Development Block Grant funds involving the elimination of blighted and
deteriorated areas, including the property described on the attached Exhibit A
of this Resolution, located within the City of Lakeville in Dakota County,
Minnesota.
NOW, THEREFORE, BE IT RESOLVED BY THE LAKEVILLE HOUSING AND REDEVELOPMENT
AUTHORITY BOARD OF COMMISSIONERS as follows:
1. That the real property described in Exhibit A to this Resolution constitutes
a blighted or deteriorated area in that such property includes buildings or
improvements which, by reason of dilapitation, obsolescence, overcrowding,
faulty arrangement or design, lack of ventilation, light, and sanitary faci-
lities, excessive land coverage or deleterious land use or obsolete lay out,
or a combination of these or other factors, is detrimental to the safety,
health, morals, or welfare of the City of Lakeville and the County of
Dakota, Minnesota.
2. That the expenditure of Community Development Block Grant funds to eliminate
such blight and deterioration is beneficial to and is in the interest of the
residents of the City of Lakeville and the County of Dakota, Minnesota.
Adopted by the Board of Commissioners of the Lakeville Housing and Redevelopment
Authority this 15th day of December , 1986.
