HomeMy WebLinkAbout01-03-11CITY OF LAKEVILLE COUNCIL MEETING MINUTES JANUARY 3, 2011 Sheriff Don Gudmundson administered the oath of office to Mayor Mark Bellows, Council Member Matt Little and Council Member Colleen Ratzlaff LaBeau. Mayor Bellows called the meeting to order at 7:10 p.m. The pledge of allegiance to the flag was given. Present: Mayor Mark Bellows Council Member Laurie Rieb Council Member Kerrin Swecker Council Member Matt Little Council Member Colleen LaBeau Also Present: Roger Knutson, City Attorney Steve Mielke, City Administrator Tom Vonhof, Police Chief Keith Nelson, City Engineer David Olson, Community & Economic Development Director Dennis Feller, Finance Director Daryl Morey, Planning Director Steve Michaud, Parks & Recreation Director Chris Petree, Operations & Maintenance Director Charlene Friedges, City Clerk Presentations /Introductions Representative Mary Liz Holberg congratulated and welcomed Mayor Bellows and Council Members LaBeau and Little. Chris Petree presented the December monthly report of the Operations & Maintenance Department. Citizens' Comments Mayor Bellows announced that citizens will no longer be limited to three minutes for comments. Richard Henderson, 20664 Jutland Place, presented a petition from residents of Jutland Place expressing opposition to the City of Lakeville granting approval to the land owner (Malt -O -Meal) to encroach upon or CITY OF LAKEVILLE COUNCIL MEETING MINUTES JANUARY 3, 201 1 Page 2 vacate the existing conservation easement. He also expressed a concern on the lack of additional communications from Malt -O -Meal. Mr. Mielke stated representatives of Malt -O -Meal are planning to hold a follow -up neighborhood meeting later in January to present their findings. Following that meeting, staff hopes to schedule something for the Council's review and discussion. Bob Helman, 11 333-178th Street W, commended the city maintenance department for its snow removal efforts. Council Member Little suggested the City stream the Council meetings on- line live to allow for more interaction by the public. He suggested allowing real -time comments as well, perhaps even anonymously. He further suggested reformatting the Council's work sessions to improve public participation and the use of new media to communicate with younger residents, i.e. YouTube and Facebook. Consent Agenda 11.01 Motion was made by Swecker, seconded by Rieb to approve the consent agenda items as follows: a. Claims for payment. b. Minutes of the December 20, 2010 City Council meeting. c. Resolution No. 1 1 -0 1 accepting donations to the Parks & Recreation Department. d. Resolution No. 11-02 approving lawful gambling by the Lakeville Hockey Association at Babe's Sportsbar & Grill. e. Renewal of tree work license for Roggenbuck Tree Care, Wright Tree Service, The Tree & Stump Company, Sherwood Tree Service, Bartlett Tree Expert Company, and Natural Elements Lawn & Landscape. f. Joint Powers Agreement between Dakota County and City of Lakeville to conduct a transportation study at 185th Street West and Kenwood Trail, Improvement Project 09 -07. CITY OF LAKEVILLE COUNCIL MEETING MINUTES JANUARY 3, 201 1 Page 3 g. Designation of the Dakota County Tribune as the official City newspaper for 2011. Roll call was taken on the motion. Ayes, unanimous. Council Member Little abstained from voting on Item 6d. Item 7 - D & D Restaurants, LLC On -Sale and Sunday Liquor License Mayor Bellows opened the public hearing on the application of D & D Restaurants, LLC for an on -sale and Sunday liquor license at Molly Cools, 17516 Dodd Boulevard. The City Clerk attested to legal notice publication. Sergeant Kornmann stated background checks were completed on the President of D & D Restaurants, Mr. Tim Hasse. The Police Department has no concerns related to the issuance of an on -sale and Sunday liquor license. There were no public comments. 11.02 Motion was made by Swecker, seconded by Rieb to close the public hearing. Voice vote was taken on the motion. Ayes, unanimous. 11.03 Motion was made by Swecker, seconded by Little to grant an on -sale and Sunday liquor license to D & D Restaurants, LLC, d.b.a. Molly Cools, 17516 Dodd Boulevard. Roll call was taken on the motion. Ayes, unanimous. Item 8 - Appointment of Acting Mayor 1 1.04 Motion was made by Swecker, seconded by LaBeau to appoint Council Member Rieb as the Acting Mayor for 201 1. Voice vote was taken on the motion. Ayes, unanimous.
