Our mission focuses on two specific goals; “…providing public safety education and
professional emergency response”. Our commitment to that mission has remained
strong since we made this our focal point six years ago.
Our 2010 LFD Annual Report is a reflection of that commitment to the community we
serve. It is filled with statistics and information that identifies ways in which we con-
tinue to successfully meet our mission.
Our successes are due to the dedication of all the members of the Lakeville Fire De-
partment, the support of our community and its leaders. We couldn’t meet our mission
without this dedication and support.

ADMINISTRATION
From Chief Meyer…
In 2010, the Lakeville Fire Department was faced with a change in its leader-
ship with Scott Nelson announcing his retirement in June. I accepted with
honor and privilege to serve as the fire chief of Lakeville. Since joining the fire
department in 1995 it has become my passion as well as the members of this
department to serve our community. We are a motivated group of individuals
that wake up in the middle of the night or drop whatever is happening in our
lives to come together as a team to help our community during those times
we are needed.
There were 3 internal candidates for the chief position and that shows the dedication and
training of our personnel to the department. As we move forward, we have made changes to the
department and our organization. Currently, the Assistant Fire Chief position is not filled and the
duties have been redefined and divided amongst the three district chiefs and station officers.
We continue to monitor how we respond to calls and closely watch response times to
ensure that we are meeting the needs of our community in the services that we provide. We are
seeing the results from the changes in our response to medical calls that were made in 2009. It
has decreased our departments call volume and associated costs. In 2010 we received mutual
aid from Apple Valley, Farmington and New Market for 6 of our fire calls. We provided mutual
aid to our surrounding communities on 17 calls for assistance. We will continue to monitor and
make adjustments so that we serve our community in the best possible manner.
The monthly newsletter was renamed this fall to the Lakeville Fire Tones which was se-
lected by the department members. The newsletter is distributed at the end of the month to
keep all active and retired members informed of what is happening in the department. One item
I would like to highlight is that retired members are working on setting up a quarterly luncheon in
2011 which we will support and hopefully have some active members attend. As a fire depart-
ment we must never forget where we came from and who we serve. This will be a great oppor-
tunity for new members to learn some history from the retired members.
Items to note in 2010...we have purchased replacement Self Contained Breathing Appa-
ratus (SCBA) for the department. Our current SCBA’s are 10 plus years old and no longer meet
safety regulations. Training is underway for all members of the department before the SCBA’s
will be placed in service in early 2011. A replacement tender was also purchased in late 2010 to
replace the department’s current tender. The purchase was made early to save on chassis
costs and to avoid a new emission standard that would take effect in 2011. The current tender
is 30 years old and has reached the end of its service life for our department; we will take deliv-
ery of the new tender in January 2011.

It is part of our Mission Statement to provide the best public safety education we can to the com-
munity and that requires us as a department to be involved in our community. Fire prevention is
a critical part of our mission. Lakeville firefighters get the message out to reduce fires and other
emergencies in a wide variety of ways through our "On Call" cable TV show, station tours, Pan-
O-Prog, Night to Unite, and other local events. As firefighters and a department, we pride our-
selves on being able to help spread that message and enjoy participating in the events in our
community.
On Call
On Call” airs every other month and is always a fun project that City of Lakeville Cable Pro-

ducer Tim Klausler and Public Information Officer Taber Akin produce and host.
The duo regularly invites guests to assist in providing relevant and interesting content. The
show starts with an informational segment that focuses on how firefighters train and the work
that Lakeville firefighters do. They also provide specific information related to fire prevention
or home and workplace safety.
Scratch the Fire Dog hosts “Kid’s Korner” and he never fails
to provide interesting information in a way that adults and
children find entertaining. The program has been honored
with the 2010 MN State Fire Chiefs Association’s Public Fire
Safety Education Award.
Station Tours
With four fire stations in our city there are plenty of places to
visit and we have plenty of requests for tours.
The tours are never the same, but firefighters always cover
general fire safety basics including checking smoke detec-
tors, changing smoke detector batteries, and creating an es-
cape plan.
Participants are always grateful for the time firefighters donate to do the tours. The firefight-
ers are always willing to give their time for these important opportunities to spread the word
about fire prevention.
In 2010, firefighters volunteered their time for
31 station tours.

Parades
Participation in local parades is always fun and Lakeville
firefighters families are eager
to get a fire engine on the
road, show it off to neighbor-
ing communities and interact
with the community mem-
bers.
In 2010, Lakeville firefighters participated in area parades in-
cluding: Farmington Rambling River Days, Apple Valley Free-
dom Days, and the Burnsville Fire Muster.
Pan-O-Prog
For the citizens of Lakeville, Pan-O-Prog is a great time to
celebrate our community. Lakeville firefighters are an integral
part of this participation and do a lot of behind the scenes work
to make the event a success.
Firefighters participate in July
Fourth fireworks, Cruise Night,
and the Pan-O-Prog parade,
but the most well known activ-
ity is the Belgium Waffle Breakfast.
For six years, the Lakeville Fire Department Relief Associa-
tion has hosted the Waffle Breakfast with some help from Dad’s Waffles to produce an all-
you-can-eat breakfast for the department’s only fundraiser. This breakfast features Belgium
waffles with an endless supply of toppings, hot sausage, juice
and coffee.
Dad’s Waffles looks forward to this event, as it is the biggest
event they work and the citizens of Lakeville continually give the
firefighters and Dad’s Waffles crew a workout. The money
raised by the Lakeville Fire Department Relief Association is
used to support the firefighters.

Minnesota Nite to Unite
Nite to Unite (formerly National Night Out) is a chance for neighbors to get together, meet
each other and meet members of the community who may not
live next door, but are always nearby and ready to assist.
Nite to Unite finds all four of Lakeville’s fire stations empty for
awhile as all of the fire apparatus are out in the neighborhoods.
Firefighters open the
trucks, explain the equip-
ment, provide reminders
about fire safety, turn
down offers to spray the crowd and then pack up, turn
on the lights and siren and head off to the next
neighborhood.
With over 66 visits during Nite to Unite, Lakeville fire-
fighters stay very busy and look forward to the next
year.
Mock Crash
Lakeville firefighters team up with the Lakeville Police Department, Allina Medical
Transportation and the Lakeville School District to perform a “mock crash” that is viewed
by the high school students.
This empowering mock crash is to educate all students on the dangers of drinking and
driving and the importance of proper seat belt use.

Fire Inspection
The fire prevention staff continues to minimize the loss of life and prop-
erty through education, inspections and code enforcement. With the
continued downturn in the economy, prevention staff is able to focus
on achieving code compliance within existing buildings. We continue to
strive to inspect all commercial buildings within a 2 year cycle.
In addition to commercial buildings, we also inspect all “licensed” day-
cares throughout our service area. This includes residential properties
as well as day care centers. We also inspect all buildings/tents on an
annual basis which sell/store fireworks.
Fire Investigation
We continue to strive to determine
cause and origin of all fires as re-
quired by state statue. The majority
of our fires continue to occur in
residential properties (1 and 2 fam-
ily dwellings). The 3 leading causes
of fires (cooking, heating, arson)
has remained constant throughout
the last several years. We continue
to focus our educational efforts to
reduce the number of fires caused
“preventable”
by these 3 actions.

From Fire Inspector Jay O’Connell…
Fire Prevention Open House
The Lakeville Fire Department hosted its Fire Prevention Open House
on the evening of Tuesday, October 5, 2010 which was during Na-
tional Fire Prevention Week. The open house allowed community
members a chance to see a demonstration how one fire sprinkler head
releases water to hold a trash can fire from spreading. Children were
encouraged to practice a fire drill in the safety trailer and to see how
they would react when they open their eyes to a smoke filled bedroom.
While parents are waiting for their children to escape out the window
and down the escape ladder, firefighters advised the family members
to select a meeting place at one of the neighbors’ house. This allows firefighters to be noti-
fied that everyone escaped from the house safely.
Fire Prevention Month Poster Winner
During Minnesota Fire Prevention Month in October, the Lakeville Fire Department sched-
ules activities throughout the month to educate the community about fire safety and fire pre-
vention. The national theme for 2010 was “BEEP! BEEP! BEEP! Smoke Alarms: A sound
you can live with.”
The Fire Department held many activities for students at the city’s 13 elementary schools.
These fire-safety and prevention activities included the annual poster contest for fourth
graders. We talked to 1,095 fourth grade students and presented the fire prevention poster
contest rules. During the contest, one winner was selected from each elementary school to
receive a trophy and become one of the city-wide finalists. From those finalists, Lauren
Nida of Lakeview Elementary designed the winning Lakeville fire prevention poster. Her en-
try will now go on to compete with other fourth grade entries for the state of Minnesota win-
ner.

On September 27, the Lakeville Fire Department started visiting elementary school class-
rooms and daycares and we completed 61 presentations by the first week of November.
More than 20 firefighters took time out of their personal schedules to help with the fire safety
activities.
Fire Extinguisher prevents fire from spreading in a multi-family complex
The Lakeville Fire Department was dispatched to a kitchen fire in a multi-family residence.
As fire units arrived, residents stated that they had extinguished a grease fire on the stove
top. Both residents were treated and released for minor smoke inhalation. Fire crews in-
vestigated and found a pan of oil on the stove that was left unattended. The unit suffered
moderate smoke damage.
Kitchen fires have remained the leading cause of structure fires for many years. Most often,
they are a result of people multi-tasking and not paying attention or forgetting what is on the
stove. This particular fire was just seconds from consuming the cupboards above the stove.
The success story of this fire was the fire extinguisher that the landlord provided within the
unit. Not only did they provide the extinguisher, they took a couple of minutes of their time to
explain its proper use to the tenant. This unit would have had major damage if it were not for
the quick thinking of the tenant.

ANNUAL AWARDS BANQUET
The fire department’s 2009 Annual Awards Banquet was held on April 10, 2010 at Brack-
ett’s Crossing Country Club. Once a year, the firefighters and their spouses are granted
an evening where we can thank them for all their time and dedication to our community
and department.
Seven firefighters received awards for seven years of service. Steve Glinski was awarded
2009 Firefighter of the Year and Jim Griffin was awarded 2009 Rookie of the Year. Phil
Leibfried was honored for his 10 years of service on the Relief Board.

RETIRED FIREFIGHTER & NEW ROOKIES
Jim Qualley served the Lakeville Fire De-
partment for 20 years as a firefighter. He was
hired in 1987 and was one of the first mem-
bers to be staffed at the newly constructed
station 3. Thank you Jim for your dedication
to the department and community.
Station 3 not only lost one firefighter
to retirement, but also two other firefighters
left the department prior to reaching 20 years
of service in 2010. The department recruited
four new firefighters just for station 3 due to
minimal staffing numbers. The four rookies
below have completed their first year of train-
ing and begin their second and final year in
2011. Each rookie is being mentored by a
firefighter from station 3 that was a rookie the
year before. They are there to assist with
training and to answer questions as needed.

The End of Probation
In 2008, fourteen new firefighters joined the Lakeville Fire Department family. They spent
the next two years learning all the basic skills to become a firefighter from class room training
to hands on training. They learned that the fire department is more than just putting out fires.
When someone does not know who to call to help them, the fire department is first on that list
to provide help. The most important lesson they learned is that they cannot be a Lakeville
Firefighter without the support from home. Congratulations to the class of 2008.

A Team that Serves
In February, a team of firefighters participated in the annual Cystic Fibrosis Foundation Climb
for a Cure that is held at the IDS building. Everyone on the team completed the climb and
they raised the most out of any team that participated in the event. Team LFD climbed 50
floors or 1280 steps to raise $3,060 for a great cause.

man, and Todd Ruhland. Plans are already in the works to repeat the event for
2011.
In 2010, the Lakeville Fire Department said goodbye to fellow firefighter
Bill Hoffbeck, a 20 year veteran, retired Farmington Fire Chief Ken
Kuchera, and our fellow police officer Brigham Strole.
