HomeMy WebLinkAboutItem 06.kDate: 15 February 2010 Item No. RESOLUTION ACCEPTING BIDS AND AWARDING THE CONTRACT FOR THE LIGHTING RETROFIT PROJECT TO SEAFORTH ELECTRIC INC Proposed Action Staff recommends adoption of the following motion: Move to accept bids for the Lighting Retrofit Project and award the contract to Seaforth Electric Inc. Passage of this motion enables the retrofit of parking lot and exterior building lighting at the Central Maintenance Facility (CMF), the Water Treatment Facility (WTF), and Fire Station 4. Overview The lighting retrofit project is one of the five activities planned within the City as part of the Energy Efficiency and Conservation Block Grant Program. It proposes to retrofit the existing parking lot and exterior building lighting with Light- Emitting Diode (LED) lighting at the CMF, WTF, and Fire Station 4. This installation is focused on saving energy and reducing electrical costs for the City. The City worked with a consulting engineer to determine the best products that would meet the lighting needs for the parking lots as well as the energy efficiency goals established by the project. Due to expected costs, bids were broken down into a base bid for the CMF and alternates for the Fire Station 4 and the WTF. Grant funding will enable installation at all three facilities. Bids from five companies were opened on 26 January 2011 and evaluated by the City's consulting engineer, resulting in a recommendation to accept the bid from the lowest responsible bidder, Seaforth Electric Inc. Staff has reviewed the bid and recommends approval of this motion. Primary Issues to Consider • The need for a lighting retrofit. The purpose of the retrofit is to reduce energy consumption at the three facilities; it also corrects parking lot fixture design deficiencies at the CMF. NOW, THEREFORE, BE IT RESOLVED, that the bids are accepted for the Lighting Retrofit Project and the contract is awarded to Seaforth Electric Inc. Five bids were received, including the apparent low bid submitted by Seaforth Electric, of Pine Island, Minnesota. It is our recommendation that the city accept the low base bid of $76, 100.00, as submitted by Seaforth Electric as this bid is within the project budget. We further recommend that the project alternates to be accepted be determined by city staff at a future date when a final determination can be made as to rebate funds etc being available.
