Proposed Action Staff recommends adoption of the following motion: Move to accept bids for the City Hall HVAC Upgrades Project and award the contract to SCR, Inc. Passage of this motion enables upgrades to the City Hall HVAC system to improve its energy efficiency and the staff working environment. Overview The importance of the City Hall HVAC upgrade project focuses on two key segments of the system. First, it replaces the pneumatic controls with digital controls and it replaces a majority of the variable air volume (VAV) boxes throughout the building. These two upgrades will reduce maintenance costs and improve the energy efficiency of the HVAC system. Selected alternates improve boiler efficiency. The return on investment is 10 to 12 years based on both energy savings and reduced maintenance costs. The pneumatic controls regulate the HVAC system opening and closing dampers, valves, and VAV boxes to heat and cool to the offices. It is an outdated system that is expensive to operate and maintain. The VAV boxes regulate the amount of heated or cooled air delivered to a particular office or area. They are an older design with controls on the inside of the box that require recurring maintenance to adapt to seasonal changes. Staff opened bids from six companies on 26 January 2011; the City's consulting engineer evaluated the bids and provided a recommendation to accept the bid from the lowest responsible bidder, SCR, Inc. Staff has reviewed the bid and recommends approval of this motion. Primary Issues to Consider • The need for a HVAC upgrade. The change to digital controls simplifies system operation and reduces the energy used for heating and cooling. Replacing the VAV boxes improves overall HVAC operation, reduces maintenance needs, and reduces the overall cost of system maintenance. WHEREAS, notices to bidders for the acceptance of sealed bids for the City Hall HVAC upgrade project were officially published on 30 December 2010, and WHEREAS, sealed bids for were opened at 1:00 p.m. on 26 January 2011, and WHEREAS, the lowest responsible bidder for the City Hall HVAC upgrade project is SCR, Inc, St. Cloud, MN with a base bid of $191,900.00 for the HVAC upgrade, a bid of $4,500.00 to update boiler controls, and a bid of $3,495 to add variable frequency drives to the boiler pumps. NOW, THEREFORE, BE IT RESOLVED, that the bids are accepted for the City Hall HVAC upgrade project and the contract is awarded to SCR, Inc. Attached is a bid tab for the results of the opening of the bids. The apparent low Bidder is SCR Inc. We have called and talked to Jeff Hanson to make sure he has included everything and is comfortable with his bid. This firm did the temperature controls at the Arts Center project for you and has maintained the temperature controls at several of your buildings. After talking with Jeff Hanson we feel very comfortable in recommending that the City accept the bid from SCR Inc and award the project to them. We would also recommend that the City accept Alternates No. 3 (Boiler Controls) and No. 4 (Pump VFDs) if funding is available. SCR Inc did not submit a price for Alternate No. 1 as they are using the specified temperature control system. We do not recommend accepting Alternate No. 2 (Different Shift) as we feel that number is excessive. Lastly as a cost saving measure we would recommend that the duct cleaning be deleted from the project and the 13 VAV boxes that are installed in the addition be changed from a replacement to a retrofit as these boxes have the external damper operators that we have requested thru out the remainder of the project. If the City is in agreement with all of the above please let me know and I will proceed with all the paperwork and contracts necessary to get this project under contract with the contractor. Alternate #3 controls the boilers to allow dampers to close when the boiler is not running, reducing heat loss, and adds electronic ignition to the boilers, eliminating a standing pilot light, to reduce energy use. Alternate #4 adds variable frequency drives to the boiler pumps to better maintain the static pressure in the lines, reducing noise and energy consumption. The deduct removes duct cleaning from the contract as well as 13 newer VAV boxes in the new addition to City Hall that do not need to be replaced. Completion of the HVAC upgrade requires removal of the carpet replacement for the Engineering and Inspection offices from the current fiscal year.
