HomeMy WebLinkAboutItem 11March 3, 2011 Proposed Action Overview Item No. RESOLUTION ORDERING DISTRIBUTION AND PUBLISHED NOTICE OF THE AIRLAKE 70 INDUSTRIAL PARK DRAFT ENVIRONMENTAL ASSESSMENT WORKSHEET Staff recommends adoption of the following motion: Move to adopt the attached resolution ordering the distribution and published notice of the Environmental Assessment Worksheet (EAW) for Airlake 70 Industrial Park located east of Cedar Avenue and south the extension of County Road 70. Passage of this motion will result in the distribution of the draft EAW for the proposed Airlake 70 development to the required review agencies and publication in the Environmental Quality Board (EQB) Monitor. Review agencies will have 30 days in which to comment. Airlake Development Inc. owns 66 acres of property located southeast of the intersection of Cedar Avenue (CSAH 23) and the future extension of 215 Street (future CSAH 70) east of Cedar Avenue. Airlake Development Inc. is proposing to develop up to 916,000 square feet of light industrial / warehouse development on this property. Minnesota Rules require that warehousing or light industrial developments that exceed 450,000 square feet complete an EAW. Representatives of the Airlake Development will be present at the meeting to give a brief overview of the project. The City is the Responsible Government Unit (RGU) in the preparation and review of the proposed EAW. City staff and staff at WSB Engineering have coordinated with Airlake Development's consultant, RLK Inc. on the preparation of the Draft EAW. A copy of the complete EAW is included in the Council's packet. Staff recommends that the Council approve the resolution ordering distribution and publication of the Airlake 70 EAW. Primary Issues to Consider • Is the proposed development of this property consistent with the City's Comprehensive Plan? The type of development being proposed is consistent with the current and proposed Comprehensive Plans. RESOLUTION APPROVING THE DISTRIBUTION OF AN ENVIRONMENTAL ASSESSMENT WORKSHEET FOR THE AIRLAKE 70 INDUSTRIAL PARK WHEREAS, MN Rules 4410 establishes the requirements for the preparation of an Environmental Assessment Worksheets (EAW); and WHEREAS, Airlake Development, Inc., the project proposer, has initiated an environmental review due to the project exceeding the minimum threshold for a mandatory EAW as required by MN Rule 4410.4300 Subpart 14. WHEREAS, Airlake Development, Inc. has submitted data for an EAW to the City; and WHEREAS, the City has reviewed the submitted data and determined to the best of the City's knowledge that the EAW is complete and accurate; NOW, THEREFORE BE IT RESOLVED, that the Lakeville City Council approves the distribution of the Airlake 70 Industrial Park EAW for public comment as required by MN Rules 4410.1500.
