Proposed Action
TEMPORARY ON -SALE LIQUOR LICENSE FOR LAKEVILLE
ROTARY CLUB — TASTE OF LAKEVILLE
Staff recommends adoption of the following motion: Move to approve the issuance of a
temporary on -sale liquor license to the Lakeville Rotary Club.
Passage of this motion will result in the ability of Lakeville Rotary Club to serve alcoholic
beverages at the Taste of Lakeville event on Thursday, May 12, 2011.
Overview
The Lakeville Rotary Club submitted an application for a temporary on -sale liquor
license and an application for an outdoor entertainment permit for the 9 annual Taste
of Lakeville event. The event will take place at the Lakeville Area Arts Center and will
include two live bands and approximately 35 food vendors. The entire area will be
enclosed by a steel fence, with only one access point. The event will be restricted to
only those persons of legal drinking age. No one under the age of 21 will be allowed
into the event. An outdoor entertainment permit has been approved by the Police
Department, pending approval of the temporary liquor license by the Lakeville City
Council and State of Minnesota Alcohol & Gambling Enforcement Division.

Analysis of Primary Issues
➢ The Lakeville Rotary is a 501(c)(3) non - profit organization and provides financial
support to the Lakeville area community through scholarships and community
projects.
➢ The Lakeville Rotary has provided a certificate of liability insurance naming the
City of Lakeville as additional insured.
➢ Lakeville Rotary will work with the Police Department to provide adequate police
services at Rotary's expense. Perimeter security will be provided by Rotarians.

This applicant is hereby granted permission to hold the outdoor entertainment
event as stated in the application and in accordance with all attachments
submitted with the application, except as modified herein, and SUBJECT TO
THE SPECIAL CONDITIONS PROVIDED IN THIS PERMIT. The applicant
agrees that the outdoor event chairperson or other person heading such activity
shall carry the outdoor event permit upon his or her person during the duration of
the outdoor event.

SPECIAL CONDITIONS:
The rotary will provide a member to check identification at the time of
access to the event or at the time of ticket sale to insure no one under 21
years of age gains access to the event. The Rotary will also provide
perimeter security Rotarians. The site plan, as presented, will be
constructed and perimeter security will be maintained. The applicant will
insure that the outdoor PA system sound complies with with City's noise
amplification ordinance. The Rotary will work with the Police Department
to provide adequate police services at their expense.
