HomeMy WebLinkAboutItem 06.gMarch 2, 2011 Item No. Proposed Action Staff recommends adoption of the following motion: Move to approve the donation from Richard Jackson, owner of Green Planet Car Wash and Joel Booth, owner of Lakeville Super America for automated car washing services for the City of Lakeville Police Department vehicles for the remainder of 2011. Passage of this motion will result in the donation of automated car washing services for the City of Lakeville Police Department vehicles for the remainder of 2011. Overview The Lakeville Police Department needs access to an automated car washing facility to efficiently and quickly wash the exterior of their vehicles. Staff sent requests for quotes to all ten of the automated car washing facilities within the City. The City received a total of five quotes with prices ranging from no cost to $4.00 per wash. Richard Jackson, the owner of Green Planet Car Wash at 20275 Heritage Drive, said he would donate interior and exterior car washing services for Police Department vehicles at no cost for the remainder of 2011. Joel Booth, the owner of the Super America at 17546 Kenwood Trail quoted $3.50 per wash and also stated in his quote that he would match or beat any other quote. After reviewing the Green Planet Car Wash quote, Mr. Booth also offered to donate exterior car washing services for Police Department vehicles at no cost for the remainder of 2011. Primary Issues to Consider • How will the use of the car washes be regulated by the car washing facilities and the Police Department? Police Chief Vonhof has issued a Special Order that provides written direction to the Police Department staff on the use of the car washing facilities. In addition, each facility has agreed to keep a log of all car washes provided to the Police Department. Police Officers will be required to sign and date the log and include their badge and car number prior to each car wash. The logs will also supply the City with the total number of washes provided to the Police Department annually. Supporting Information Ilyn `. RESOLUTION ACCEPTING DONATIONS FROM RICHARD JACKSON THE OWNER OF GREEN PLANET CAR WASH AND JOEL BOOTH THE OWNER OF THE LAKEVILLE SUPER AMERICA WHEREAS, Richard Jackson, the owner of the Green Planet Car Wash located at 20275 Heritage Drive and Joel Booth, the owner of the Lakeville Super America at 17546 Kenwood Trail, have offered to donate car washing services to the Lakeville Police Department for the remainder of 2011. WHEREAS, Minnesota State Statute 465.03 requires that all gift and donations of real or personal property be accepted only with the adoption of a resolution of the governing body. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville that the donation of car washing services for the Lakeville Police Department for the remainder of 2011 is hereby accepted; and BE IT FURTHER RESOLVED that the City of Lakeville sincerely appreciates and thanks Richard Jackson, the owner of the Green Planet Car Wash and Joel Booth, the owner of the Lakeville Super America for their generous donations to the City of Lakeville Police Department. We would propose the following wash package for the Lakeville PD: • Complete wash and dry of the vehicle • Surface protectant • Spot -free rinse • Vacuum seats and floors • Dust off dash and console We believe this is the most complete wash service the Lakeville PD will find in the City. For all of 2011, the washes will be performed at no charge. We understand the economic times we are currently facing and the budget constraints all businesses and municipalities are trying to manage. The quoted price is for the Ultimate Wash, which includes: Hand prep, pre soak, undercarriage, triple foam, wax, Rain X, air dry and chamois dry. We would also like the opportunity to beat lower quotes to keep the Lakeville Police Department with our store as they have been for so many years. The following vendors provided the service at the lowest bid. Effective February 25, 2011, following Lakeville City Council acceptance of the car washing bids, members of the Lakeville Police Department are authorized to use the following vendors for exterior washing of police vehicles; Super America Gas Station Car Wash, 175 at CR 50 Green Planet Car Wash, 20275 Heritage Drive Department employees shall provide in a legible form on the sign in sheet the correct date, their name, badge number and vehicle number being washed. Department members shall not wash their assigned department vehicle more than 1 time per shift at the above vendors. Police Department or Public Works facilities should be used in the event a second wash is desired or needed. At no time shall non department vehicles be washed under tens of the city contract.
