PLANNING COriMISSION MINUTES
JANUARY 7, 1988
The meeting was called to order by ?ennis Miller, .Chairman at
7:00 in the Airlake Council Chambers..
Roll call of members was taken. Present: Langhorst, MacGibbon,
Sizer, Miller, Whittingham and Walters. Absent: Whitehouse
.Also present was Alan Brixius, City 'Planner, Roger Knutson, City
Attorney and Mira Holliday, Recording Secretary.
87.01 .Motion was made by Sizer, seconded by Langhorst, to approve the
minutes of the ?ecember 17, 1987 Planning Commission meeting.
Roll call was taken on the motion. Ayes: Langhorst, Sizer,
Miller, Whittingham and Walters.. Abstain: MacGibbon
Chairman Miller called for the election of officers for 1988.
87.02 Motion was .made by Sizer, seconded by Walters, to nominate ?iane
MacGibbon for Chairperson.
Voice vote was taken on the motion. Ayes: Unanimous.
87.03 Motion was made by Sizer, seconded by Whittingham, to nominate
Terry Langhorst for Vice-Chairman.
Voice vote was taken on .the motion. Ayes: Unanimous.
.Whitey Whitehouse arrived at 7:U5 p.m.
87.04. Mation was made by Whittingham, seconded by .Sizer to nominate
Whitey Whitehouse for Secretary.
Voice vote was taken on the motion. Ayes: Unanimous.
87.05. Motion was made by Sizer, seconded by Whittingham to close the
nominations and appoint the new officers as norninated.
Voice vote was taken on the motion. Ayesf Unanimous.
Chairperson MacGibbon took over the meeting.
The public hearing to consider the application of William 0.
Cooley fora subdivision, planned unit development-conditional
use permit for 16 commercial lots and two outlots and vacation
of Keokuk Avenue between County Road. 70 and County Road 64, west
of L-35 was opened. Roger Knutson, City. Attorney attested that
all legal noticeshad been duly published and mailed..

Alan Brixius gave a review of the plans and recommended approval
subject to the Planner's report of 1/5/88. Ken Gust, engineer
representing William Cooley was present and answered. various
questions by the Commission.
Several neighboring residents were present to voice their
concerns over night lighting, berming, drainage and traffic.
problems on Highway 70.
88.06 Motion was made by Miller, seconded by Whittingham, to closed
the public hearing.
.Roll call was taken on the motion. `Ayes: Unanimous.
88.07 Motion waa made by Miller, .seconded by Sizer, to recommend
approval of a subdivision, planned unit development-conditional
use permit for 16 commercial lots and two outlots and vacation.

The public hearing to consider the application of Central
Telephone Company for a zoning ordinance text amendment to
Section 18, Ordinance 167 addressing essential service lots and..
a conditional use permit for a telephone. switching facility was
opened. Roger Knutson, City .Attorney. attested that all legal
notices had been duly published and mailed.
Alan Brixius gave a review of the site plan and recommended.
approval subject to the Planner's report of 1/6/88. Tim Graft,
representing Central Telephone Company was present and ques-
tioned recommendation number 5 which pertains to park dedication
requirements in the above mentioned report. Alan Brixius stated
that the park dedication requirement did not pertain to this
situation and therefore the recommendation should be deleted.
A lengthy discussion was held concerning. the lots size,
drainage, screening, potential nuisance (noise), setbacks,
security of the building, and .reuse of the property.
88.09 Motion was made by Langhorst, seconded by Miller to close the
public. hearing.
Roll .call was taken on the motion. Ayes: Unanimous.
88.10 Motion was made by Langhorst, seconded by Walters, to recommend
approval of a zoning ordinance text amendment to Section 18,
Ordinance 167 addressing essential service lots.
Roll call was taken on the motion. Ayes: Whitehouse,
Langhorst, MacGibbon, Whttingham and'Walters. Nays:. Sizer and
Miller.

The reason for Sizer's na was he feels that. the needs ex ressed

by Central Telephone Company can. be met through a utility
easement and this would set a bad precedent..
..The reason for Miller's nay was he felt a bad precedent would be
set and the zoning should not change from R-2 to a substandard
lot.
88.11 .Motion .was made by MacGibbon, seconded by Langhorst, to
recommend approvai of a conditional use permit for a`telephone
swtchingfacilityfor Central. Telephone Company.
Roll call was taken on the motion.- Ayes: Langhorst, MacGibbon,
Whittingham and Walters. Nays: Whitehouse, Sizer and Miller.
'The reason. for Whitehouse's nay was he felt .the applicant should
be required to meet. the park dedication requirements.
The reason far Sizer's nay was he felt .this would set a bad
precedent.
The reason for Miller's nay was he felt the lot is to small.
88..12. The.. public' hearing to consider he application of the City of
Lakeville for acomprehensive plan amendment to update the 19$1
Lakeville Comprehensive Plan through the year 200 was continued
from the. December 17, 1987 meeting.
Alan Brixusgave:a review of the proposed generalized .Land use
and answered questions that were .raised at the last. meeting.
88.13 Motion was made by Miller, seconded by Sizer to continue the
publir_hearing.
Ro11.ca11 was taken.. on the motion. Ayes:. Unanimous.
88.14 Motion was made by Sizer, seconded by Miller to authorize that a
portion of the Lakeville Comprehensive. Plan (pages 91 -107)
concerning the land 'bank be sent to the Metro Council mined-
ately for .review.
Rol call was taken on the motion. Ayes: Unanimous..
88.15. Motion was made by Sizer, seconded. by Whittingham to adjourn the
meeting.
Voice vote was taken on the motion. Ayes: Unanimous.
