PLANNING COMMISSION:MINUTES
FEBRUARY 18 , 1988
The meeting was called to order by Diane MacGibbon, Chairperson
at 7:00 p.m. in the Airlake Council Chambers.
Roll call of members was taken. Present: Whitehouse,
MacGibbon, Whittingham, Walters. Absent: Langhorst, Sizer,
Miller.
Also present .was Roger Knutson, City Attorney, Alan Brixius,
City Planner, Jim Robinette, Community Development Director and
Mira Holliday, Recording Secretary.
88.28. Motion was made by Walters, seconded by Whittingham to approve
the minutes of the February 4, 1988 Planning Commission meeting.
Roll call was .taken on the motion. Ayes: Unanimous.
.The final plat of Lake Villa Golf Estates was reviewed by Alan
Brixius. He recommended approval subject to the recommendations
in the Planner's report of 2/10/88. William Maurer of Probe
Engineering .was. present representing the developer. Discussion.
was held .among Commission members, including:
- Drainage into Lake Marion and .Orchard Lake
- Kingsway Path as a minor collector
- Keokuk Avenue being a major collector street
There were no citizen comments.
.88.29 .Motion was made by Whittingham, seconded by Walters to approve
the final plat of Lake Vi11a Golf Estates 2nd Addition subject
to the Planner's report of 2/10/88 a~ 8$, recommendations
of the Natural Resources Committee. and-any other recommendations
of .City staff.
Roll. call was taken on the motion. Ayes.: Unanimous.
Alan Brixius gave a review of the final .plat of Lynwood Third
and Fourth Additions. He recommended approval subject to
recommendations outlined in the Planner's report of 2/8/88.
Scott Johnson of Arcon Construction was present and questioned
the additional easement for a twenty foot pedestrian
right-of-way between Lots 1 and 2 of Block S in Lynwood North.
Third Addition. He stated this. was a natural trailway and was
in an outlot. Alan Brixius stated, this being the case, it
would not be necessary to expand the easement.

88.30 Motion. was made by Whitehouse, seconded by MacGbbon to approve
thefinal plat of Lynwood 3rd and 4th Additions subject to the
Planner's report... of 2/8/88 with the deletion of recommendation.

The public hearing to consider the application of Brandt
Engineering and. Surveying for a subdivision of 86 single family.
lots, to be known as Cherry Highland, with R-2 .zoning was
opened. The City Attorney attested that all legal notices had
.been duly published and mailed.
.Alan Brixius,gave a review of the plat and recommended approval
subject to the Planner's report of 2/16/88. Mr. Al Hermann was
present andstated that he had recently. purchased the adjacent
property and had concern over street connections. He requested.
that approval of Cherry Highland be condit~:oned on the developer
of Cherry Highland and the developers of he surrounding
property work together. Ray Brandt, representing the developer
of Cherry Highland was present and indicated that he had no
problem with Mr,. Hermann's request.
A discussion was held among Commission members, staff:, and
developers.
88.31 Motion :was .made by .Walters, .seconded by Whitehouse to close the.
public hearing.
Roll call was taken on the motion. Ayes: Unanimous,
88.32 Motion was made by Walters, seconded by MacGibbon to recommend
approval of the .application of Brandt Engineeringand Surveying
for a subdivision of 86 single family lots,. to be known as
Cherry Highland, with R-2 zoning subject to the planners report
of 2/16/88 and 12/21/88 with the addition of recommendation
number 7 being that the developer and the neighboring develop.-
ers work together concerning .street."and utility. accesses 'and
also with the stipulation that. if there are any significant
.changes, the plat must come back to the Planning Commission.
Roll: call was taken on .the. motion. Ayes: Unanimous..
The public hearing to consider the application of Goff Homes,
Inc. for 42, 6 unit condominium buildings to be known as
Lakeview Manor was opened. The City Attorney attested that all
legal notices had been duly published. and. mailed.

Alan Brixius gave a review. of the plans and recommended approval
subject to the recommendations in the Planner's report of
2/2/88. Pat Goff, the developer was present and gave a
description of the buildings and the materials that would.: be
used. He also described the market predictions of the project.
There were nineteen residents from the Valley Park area present
to ask questions and voice their disapproval. Their concerns
included:
- parking lots facing residential areas
- the number of children that would be added to the area
- concern of the park (with increased children)
concern over the need for additional patrol of the park
- what percentage would turn out to be rental units
- parking space for additional residents of the units
- safety of children..once the area became such high density
-.traffic problem on area streets
- drainage
- the low cost of the units ($50,000)
Several citizens requested information on how to request that.
the area be rezoned for single family only. The City. Attorney
addressed this.
Discussion was held concernin the above matters and several

Commission members also had concern over the traffic situation,
parking, drainage andsnow removal.
Mr. Robinette discussed the traffic issue and future plans..
Mr. Goff was asked to provide information concerning the
Homeowners Association that would govern the project.
88..32 Motion was made by Whittingham, seconded by Whitehouse to
continue the public hearing pending further information from the
developer.
Roll call was taken on the motion. Ayes: Unanimous.
The public hearing to consider the application of the City of
Lakeville fora Zoning. Ordinance revision.. addressing boat_
docking facilities in the City was opened. The. City Attorney
.attested that `all legal notices had :been duly published and
.mailed.
Jim Robinette requested that the public hearng_be continued'
until the Commission reviews a letter received from the Division
of Natural Resources on 2/18/88.

88.33 Motion was made by Walters, .seconded by Whittingham to continue
the public .hearing.
Roll call was taken on the motion.. Ayes:. .Unanimous.
The public hearing to consider the application. of the City of
Lakeville for an amendment to .the Zoning Ordinance addressing.
.temporary structures was continued from the 2/4/88. meeting.
88.34 Motion was made by Walters, seconded by MacGibbon, to continue
the public hearing pending further revisions to the. amendment by
the Planner.
Roll :call was taken on-the motion. Ayes: Unanimous.
A public hearing-date was set for April 7, 1988 for::
1. Farms as permitted uses.
2. Residential area sign.
3. Cul-de-sac: lengths.
4. Business Campus District.
There was no other. business.
88.35 Motion. was made by Whttingham, seconded by Walters to adjourn
the meeting.
Voice vote was taken on the motion.
