CITY OF LAKEVILLE
PLANNING COMMISSION MINUTES
i APRIL 14, 1988
The meeting was called to order by Chairperson MacGibbon at 7:10
p.m. in the Lakeville High School cafeteria.
Roll call of members was taken. Present: Langhorst, Miller,
MacGibbon, Walters, .Whitehouse. Absent: Sizer.
Also present was Alan Brixius, City Planner; Roger Knutson, City
Attorney;. Jim Robinette, Community Development. Director;"Patrick
McGarvey, City Administrator; and Bruce Robertson.,
Administrative Assistant/Recording Secretary.
Chairperson MacGibbon stated to ..the approximately 80 citizens in
attendance that the Planning Commission intended to made a
decision on the project at this meeting. If no decision was
made by a deadline date, the developer could move ahead with the
original proposal and no compromise plan could be reached.
City consultant planner., Alan Brixius .made apresentation in
which he described the original proposal by Goff Development and
four additional concept proposals developed by Northwest.
Associated Consultants, the City's planning consultant. Mr.
Brixius stated that concepts 2 through 5 were staff proposals
only and were not at this point endorsed by Goff Development
. representatives.
The components of the five concepts were as follows.:.
- Concept 1. The original proposal by Goff Development, 252
units in 42 buildings on 24.66 acres of land.
- Concept 2. 22 manor homes, 22 twin homes for a total of 172
units.
- Concept 3. 22 manor homes and 24 single family homes for a
total of 156 units.
- .Concept 4. 48 .twin homes for a total of 96 units.
- Concept 5. 38 twin. homes and 12 single family units for a
total of 88 units.
Mr. Brixius then described the various options the Planning
Commission members could consider in making a motion on the
proposed Lakeview Manor project.. .These included approving. the
original Goff Homes proposal, approving one, or a combination of
the concepts developed by the planning consultant, or finally,
deny the project and suggest a change in zoning of the property.
Commission members were then invited to ask questions of City,
staff regarding the proposed concept plans for the development.

• Mr. Miller asked about a DNR report that had discussed wildlife
concerns on Valley lake, which is right next to the project. ,
Mr. Walters asked if the single family home proposed in Concepts
3 and 5 would have double garages.
Chairperson MacGibbon, at this time, opened the floor to public
comments on the concept proposals developed by staff. Several
citizens made comments on the proposal, which included:
- Statements from a number of residents that- developing only
twin homes and single family homes in comparison to
multi-family manor homes on the site would help maintain
property values in the.Valley Park area.
- Concern over the grading slope required in townhouse
development.
- That a real estate agent should be retained to determine
what effects each of the 5 concepts would have on the.
re-sale value of Va11ey.Park area homes.
- A resident stated that according to the Lakeville Zoning
ordinance, development should not be approved by the City 'if
it would have the effect of depreciating the immediate
• neighborhood's property value.
Chairperson MacGibbon then asked Commission members to present
their recommendations on the project...
Mr. Miller stated that he has noticed there is a real glut of
both twin homes and manor homes vacant and for sale in the
southern Twin Cities area. he went on to state he supports
approval of either concept 2 or 3 if they. were of high quality.
Ms. MacGibbon stated she supports the creation of a buffer
between the existing single family homes of the Valley Park
neighborhood and any new multi family homes in the Lakeview
Manor development. She went on to state that Concepts 2 or 3
would be her preference because of a lower density of homes and
the larger park .dedication.
Mr. Langhorst stated he supported Concept 2 because it allowed
for greater transition from the existing single family homes.
He went. on to state that significant landscaping should also-be
required of the developer.
Mr. Walters stated that both Concept 2 or 3 would help maintain
property values in the neighborhood. Although Concept 3 is`less
preferable because it requires "spot rezoning" and as a result,.
• he would prefer Concept 2.

Ms. Whittingham stated she felt the original proposal .has too
much density and would lower property values. She supported
Concepts 2 or 3 because of the decreased density and adda.tional
park. dedication.
Mr. Whitehouse stated he felt there was no need for this type of
development in Lakeville. He wondered if a market study might
not be a good idea to assist in determining the best building
concept for the property. He went onsto state he felt the best
.compromise for both sides was Concept 5.
88.89 Motion was made by MacGibbon, seconded by Miller to recommend.
that Goff Development's proposed Lakeview Manor project be
developed in accordance with either Concept Plan ~~2 or Concept
Plan 4~3 as prepared by the City's Planning Consultant and in
accordance with all planning and engineering recommendations
applicable to either concept.
Roll call was taken on the motion. Ayes: Langhorst, Miller,
MacGibbon, Walters, Whittngham. .Nay: Whitehouse.
Mr. Whitehouse stated he voted against the motion because of
lack of response or compromise received from the developer.
City Administrator, Pat McGarvey stated that the City Council
will be having a special meeting to discuss the proposed
• Lakeview Manor development which is tentatively scheduled for
Monday, April 25 at 7:00 p.m. at Lakeville High School.
Interested citizens should contact City Hall after April 18 to
verify the date and time of this special .meeting.
At this time, City Administrator, Pat McGarvey made a
presentation on a proposed tax increment financing proposal for
the purchase of three parcels of property near. Highway 50 and
176th Street. he showed two concept plans for the property that
illustrated potential commercial uses for the property. He went
on to describe the Interstate 35 - Highway 50 land use concept
plan which had been approved by the Council in 1984. This plan
was designed to improve the development potential of the area.
He concluded his presentation by stating that if the City
purchased the three parcels proposed in the tax increment
proposal, a more unified commercial development of the property
could be achieved.
Commission members then addressed concerns and questions to City
staff such as
- Poor soil conditions in parts of the property..
The actual land values of the parcel.

- The most beneficial uses of the property.
-The technical definition of tax increment financing,
88.90 Motion was made by Langhorst, seconded by Miller to support the
purchase, by the City, of three parcels of land located near
Highway 50 and 176th Street, utilizing tax increment financing.
Roll call was taken on the motion. Ayes: Miller, Macgibbon,
Walters, Whittingham, Langhorst. Nay: Whitehouse.
Mr. Whitehouse stated that not enough information was available
to vote in favor of the emotion.
88.9E Motion was made by Miller,: seconded by Langhorst to adjourn the
meeting.
Voice vote was taken on the motion. Ayes: Unanimous..

RESOLUTION OF THE LAKEVILLE PLANNING
~ COMMISSION FINDING THE.. PROPOSAL FOR
ESTABLISHMENT OF TAX INCREMENT FINANCING
DISTRICT NO. 9 LOCATED WITHIN
REDEVELOPMENT PROJECT NO. 2 AND PROPOSAL
FAR APPROVAL AND ADOPTION OF THE TAX
INCREMENT FINANCING PLAN RELATING THERETO
TO BE CONSISTENT WITH THE COMPREHENSIVE
PLAN OF THE CITY,
WHEREAS, the Housing and Redevelopment Authority in and for the City of
Lakeville (the "Authority") has (a) .proposed establishment of Tax Increment
Financing District No. 9 located within Redevelopment Project No. 2, all located
within the jurisdictional limits of the City of Lakeville (the "City") and (b) proposed
the creation of the Tax Increment Finaccing Plan (the "Plan") relating whereto,
pursuant to Minnesota Statutes, Sections 469,174 to 469.179; and
WHEREAS, the Plan has. been submitted to the Lakeville .Planning
Commission pursuant to Minnesota Statutes, Chapter 469, et sg.; and
WHEREAS, the Planning Commission has reviewed the .proposed Plan to
.determine the consistency of .the Plan to the Comprehensive Plan of the City..
NOW,. THEREFORE, BE TP RESOLVED- by the 'Lakeville Planning
Commission that the Plan is consistent with the Lakeville Comprehensive Plan and
the Commission recommends approval of the Plan to the Lakeville City Council.
