Mielke City Administrator City of Lakeville Worc( From the Chie_ f I am pleased to present to you the 2010 Lakeville Police Department Annual Report. As the economic challenges of the past few years continue to test the resources of all areas of government, including public safety; the men and women of our Police Department continue to provide the highest levels of public safety services to our citizens. The good news is that we are continuing to maintain Lakeville as one of the safest communities in the metropolitan area as the most serious crimes, Part 1 Crime, decreased by 12 % over the past year. In addition, in spite of an increase in fraud and Internet crimes, Part II Crime also decreased by 1% this past year in Lakeville. At the same time, our officers and detectives brought more criminal investigations to a successful conclusion this year as our overall clearance rates for criminal cases improved over 2009 case clearance rates. This means that the citizens and businesses of our community experienced a reduced risk of being a victim of crime in 2010. This remarkable accomplishment is the product of the hard work and professional dedication, day in and day out, of officers and staff members of this Police Department. Collaboration with our citizens and other social organizations has always been a key to our success in maintaining Lakeville as a safe community. In October of this year, our Police Department was presented with the Board of Governors Emmy Award recognizing our 25 -year collaboration with the B. Robert Lewis House and the Lakeville Government Television in educating and informing our community on the issues of domestic violence. Sadly, this past year held the hardest single day that any police officer could imagine, when our officers responded to a fatal motorcycle crash on the evening of September 1 which tragically took the life of an off duty fellow Lakeville officer, Sergeant Brigham Strole. Sergeant Brigham Strole, in his professional contributions to this community, epitomized the value of providing outstanding public safety service through his twenty years of service to the Lakeville Police Department. This is the reason that we have dedicated this 2010 Annual Report in memory of Sergeant Brigham Strole. Thomas E. Vonhof Chief of Police 1 April, 2011 Word from the Mayor On behalf of the entire City Council and the citizens of Lakeville, I am very pleased to receive the 2010 edition of the Lakeville Police Department Annual Report. Our Police Department continues the proud tradition of providing the highest level of public safety services to our citizens, in the most economical fashion, while working to maintain a high quality of life in our community. The officers and staff of our Police Department have worked hard over the past year to keep our city a safe community to live in and do business for all our citizens. They have dedicated themselves to fighting crime by diligently working to solve the crimes that do occur. Their success this year as a professional Law Enforcement agency was recorded in improved clearance rates of crimes. This year the men and women of the Lakeville Police Department collectively suffered a terrible personal and professional loss in the sudden and untimely loss of one of their own, Sergeant Brigham Strole, in a tragic fatal off duty motorcycle crash. In spite of this tragic loss, they continued to protect and serve all of our citizens and residents and provide the highest level of public safety services to our community this year. Finally, I would like to take this opportunity on behalf of the Lakeville City Council and all the residents and citizens that we represent to recognize the sacrifice and dedication of the men and women of the Lakeville Police Department. It is their hard work, personal courage in the face of danger and professionalism all year long that makes our community a safer place to live and do business. I thank each one of them for their commitment and service to our citizens and community. Sincerely, Mark Bellows Mayor 2 Sergeant Strole was hired on the Police Department in February of 1990 as a Patrol Officer and was promoted to Police Sergeant on October 2" of 2000. Through his career, Brigham held a number of assignments including; Field Training Officer, a member of the MAAG SWAT team, detective, and an instructor in defensive tactics and firearms. Although he held many assignments over the years, Sergeant Strole is best known outside of the Department for his considerable accomplishments as a K -9 officer with his K -9 partner, Blue, over the past seven years. Sergeant Strole was a dedicated and professional police officer that was a mentor to many of our younger officers and was generous in sharing his considerable knowledge and skills about police work with all his fellow officers. Sergeant Brigham Strole's contributions to our Police Department and the community of Lakeville will live on for years to come. With the dedication of the 2010 Lakeville Police Department Annual Report, we remember and honor our brother in arms, Sergeant Brigham Strole, who served this community with distinction and great dedication. This information is then submitted to the federal government for the compilation of the Uniform Crime Reporting statistics for the nation. The statistical information generated in Lakeville is collected and compared with neighboring and similar venues to identify trends, problems, and efficiency. This information aids the department in addressing the needs of the citizens as well as future planning and allocation. Below is a listing of some of the collected data. The new vehicle averaged 18 MPG while the replaced vehicle averaged 12 MPG. The 2009 Ford Escape used 1139 FEWER gallons of fuel than A L(K the old truck saving the city $2,756.38 in fuel based on the average fuel price of $2.42 per BUDGET gallon paid by the city in 2010. The police department continues to search for more fuel - efficient vehicles that will save fuel and be durable enough to last. • Indoor parking continued to save the department 3000 gallons in fuel valued at $7260 • CSO division continued to operate at reduced staffing levels. • .33 FTE salary not used in 2010. Replacement hired in January of 2011. The team is subject to call - outs and is relied upon during complex forensic cases. The team gathers evidence to supplement the case by taking photographs, lifting prints, and gathering other evidence. A number of cases have been successfully prosecuted as a result of the diligent work of the crime scene unit. 15 Lakeville Police Department Evidence Management The Lakeville Police Department implemented an evidence manager and bar coding system in 2007. The program allows the user to better organize property and maintain an accurate chain of custody for evidence. The collection, storage, and a proper chain of custody of evidence have increasingly been the focus point by attorneys during major court cases. The evidence manager and bar coding system allows us the means to demonstrate that evidence collection and storage were done properly. By combining their resources and experience they have become one of the most effective drug task forces in the state and are often viewed as a model for multi- jurisdictional cooperation. The task force's primary function is to work active narcotic cases in all cities and unincorporated areas of Dakota County. Sgt. Strole and "Blue" started as a canine team in March of 2003 and during their seven years of service distinguished themselves through both the assistance they provided to their partners on the street and through participating in official competitions both locally and nationally. Some of their accomplishments include the following: • 14 place individual team at the 2005 USPCA Nationals • Member of the 1st place region team at the 2005 USPCA Nationals 15 place individual team at the 2006 USPCA Nationals Member of the 1st place region team at the 2006 USPCA Nationals Member of the 4th place team in Region 18 in 2006 18 place individual team at the 2007 USPCA Nationals Member of the 2nd place region team at the 2007 USPCA Nationals Member of the 1 place team in Region 18 in 2007 Member of the 3rd place region team at the 2008 USPCA Nationals The team of Blue and Strole raised the expectations of what a canine team can accomplish and has set the bar extremely high for future teams. 20 New addition to thl e .Lakeville Police Department Canine Unit Zeus is the newest addition to the Lakeville Police K -9 unit. Zeus is a 2- year -old longhaired German Shepherd imported from Slovakia and serves as a police service dog trained for tracking, criminal apprehension, evidence search and recovery, building search, and handler protection. Zeus and Officer Jensen graduated from Basic K -9 handler school in May of 2010. In November of 2010 Zeus and Officer Jensen returned to the St Paul Police Training Center for a three -week narcotics detector course. Zeus and Officer Jensen successfully completed training and became a certified narcotics detector team in December of 2010. Zeus is currently trained to detect marijuana, methamphetamine, crack cocaine, powder cocaine, heroin, mushrooms, and ecstasy. In just over four months on the road, Zeus and Officer Jensen have assisted the patrol division with numerous building searches, narcotics searches of vehicles, tracking robbery suspects, apprehension of two parties wanted on multiple felony warrants as well as driver of a stolen vehicle. In 2010 Zeus and Officer Jensen logged over 600hrs of K -9 training and instruction. The K -9 team also attends monthly training to maintain a variety of police K -9 skills. 21 Providing emergency services during a disaster takes practice with severe storms posing the largest threat to the city. On April 12, 2010, city staff participated in a Severe Storm drill. Several months of planning went into the drill that involved 40 participants. Responders were faced with challenges resulting from a severe storm that destroyed areas of the city. Private sector partners from Ryt -Way Packaging were on hand to work with police and fire in dealing with the problem of a collapsed building and chemical spill on the south side of town. At the same time, the Valley Park area of the city required another group of police, fire, and public works to respond to high wind and tornado damage. Five volunteers provided simulated radio and telephone traffic to provide field supervisors with a small dose of realism in the form of blocked streets, injured people and collapsed houses. The city Emergency Operations Center was opened at the police department and department directors and others provided support to the field units. Press briefings were simulated with help from the cable TV department. The two -hour drill was helpful in detecting areas of concern that may arise during an actual emergency. .Lakeville E.M.S. Disaster Drill 22 Emmy awards aren't limited to only television stations and movies. The Lakeville Police Department proved that in 2010 as it received what is believed to be the first Emmy ever won by a police agency in Minnesota. Along with the police department, Lakeville Government Television and 360 Communities received a regional Emmy Award during the banquet of the Upper Midwest Chapter of the National Academy of Television Arts and Sciences held in September at the Pantages Theater in downtown Minneapolis. The three organizations received the Board of Governors Emmy Award, which recognizes partnerships that do outreach in the community. The Lakeville Police Department has partnered with 360 Communities for more than 25 years on domestic violence. Police Chief Thomas Vonhof, 360 Communities President Mary Ajax and Jim Schiffman of Lakeville Government TV accepted the Emmy award. City of .Lakeville Receives Emmys 360 Communitiese Changing lives and strengthening communities to a new degree 23 •�L� l eville Yellow? gibbon City Yellow Ribbon The Lakeville Yellow Ribbon program is a partnership with community members whose mission is to honor, serve, and support military members and their families. The goal is to have volunteers help ease the stress of military deployment by assisting families with home maintenance, providing meals, and running errands. Sergeant Bohlen led the Yellow Ribbon committee in developing goals, establishing protocols, and implementing ideas. His involvement directly led to several training sessions in which groups were educated about military reintegration and how employers, friends, and communities can make the transition back to civilian life smoother for our veterans. On September 22, 2010 Governor Pawlenty recognized those involved in bringing the Yellow Ribbon program to Lakeville. Yellow Ribbon C ommunities 24 AED .Lakeville Town 'Forum &' 'Ceart Restart Lakeville "Heart Restart" was started as a citizen driven cooperative venture with the Lakeville Police Department in 2009 to increase the awareness of sudden cardiac arrest in our community and improve the survival rate by training approximately one quarter of the population of Lakeville (14,000 citizens) in bystander CPR skills and the use of Automated External Defibrillators (AED units). It is estimated that over 300,000 people in the United States suffer from a sudden cardiac arrest each year and nationally, less than 7% of those victims survive. To promote the concept of Lakeville "Heart Restart ", the Lakeville Police Department hosted a Town Forum on April 8 of 2010 to educate the public about Lakeville "Heart Restart" and the risk of sudden cardiac arrest. The Town Forum featured several actual sudden cardiac arrest survivors as well as doctors specializing in cardiac care. There were also two CPR training sessions for the people in attendance. Lakeville "Heart Restart" is made up of concerned citizens, the Lakeville Police Department, Allina Medical Services, the City of Lakeville, and the Lakeville Area Schools. The Lakeville "Heart Restart" effort is supported by donations from private individuals, businesses, and civic organizations such as the Lakeville Lions. Fairview Hospital Foundation has also supported this effort. Lakeville Police Chief Tom Vonhof and Lakeville resident and RN, Kathy Lewis has co- chaired Lakeville "Heart Re start" since its inception. There have been hundreds of training sessions and so far over 5,000 people have been trained in bystander CPR skills and the use of an AED unit. The motto of the Lakeville "Heart Restart" effort is "No Fear CPR" emphasizing the importance of taking action and using your CPR skills in the first few minutes to assist a victim of sudden cardiac arrest. Lakeville "Heart Restart" currently has a website and will continue to train residents and citizens in CPR skills until reaching the goal of training one quarter of the community. R HEA t MINNESOTA / 25 The Lakeville Police Department's K -9 handlers and new K- 9s go through a 12 -week basic handler school prior to starting their new assignment in patrol. When they graduate the new team has the basic knowledge to work the street. On a daily basis the K -9 handler needs to continue this training and prepare the K -9 for the variety of calls he will be exposed to on the street. Both of Lakeville's K -9s are considered "dual purpose" which means they are also trained as narcotic detector K -9s. This adds another dimension of training that the handlers must keep their K -9 proficient in. By policy and United States Police Canine Association Standards (USPCA) K -9 handlers are required to train a minimum of 16 hours a month with their partners. Handlers are also required to keep their certification current every year by participating in a Patrol Dog 1 (PD1) Trial and a narcotics trial. The amount of training to prepare for this certification goes well beyond 16 hours a month. 1C - Unit c PTh Trials Last year at the PD1 Trials Officer Loeffler and K -9 Shadow competed against 95 other teams. Their final score was 685 points out of a possible 700 placing them in 6th place overall. In the individual event of apprehension with and apprehension without gunfire, Shadow received 334 points out of a possible 340 placing him 2nd in this event. Although doing well at trials is important and bringing home a trophy is a bonus the real reason we train our K -9's and use them is to make a patrol officer's job safer and more efficient. During this time he has donated hundreds of hours to the community, and held the rank of Reserve Lieutenant. This past year he has volunteered time as a Reserve Officer at many of the City's most prominent events such as: • High school football games • Ironman • Pan -O -Prog • Fire Department open house. Reserve Officer Almlie has also worked on additional projects for the Reserve Unit and was responsible for coordinating and setting up the recent Reserve firearms training day. Outside of his volunteer service, Jurgan works for Lockheed Martin in Eagan and is a longtime Lakeville resident with three grown children. We applaud his service to the Lakeville Police Department and his community and we are proud to recognize him for being named Reserve Officer of the Year. 31 Lakeville Police Department Administration CHIEF THOMAS VONHOF Serving as Lakeville's sixth Chief of Police since September of 2006, Chief Thomas Vonhof is a 31 -year veteran of the Lakeville Police Department. Chief Vonhof was hired as a patrol officer in January of 1980 and holds the distinction of being the second longest serving police officer in the history of the Lakeville Police Department. Chief Vonhof worked his way up through the ranks in a wide variety of assignments including: patrol officer, crime prevention officer, Cable TV Police Show host, criminal investigator, and undercover narcotics investigator. Chief Vonhof established the Lakeville Police Department's first Field Training Program in 1983 for newly hired officers and over the years was involved in the direct training of 27 police officers. In January 1996, Chief Vonhof left his position as an undercover narcotics investigator with the South Metro Drug Task Force when he was promoted to the rank of Sergeant. As a sergeant, Chief Vonhof returned to the Patrol Division as a patrol shift supervisor. During this time as a street supervisor, Chief Vonhof also started and then supervised both the LPD Bike Patrol and Snowmobile Patrol units. In 2000, Chief Vonhof was promoted to the rank of Lieutenant and served two year consecutive terms commanding both the Patrol and Investigative Divisions of the Police Department. In 2004, Chief Vonhof was promoted to Captain of Support Services in command of the Investigations, Communications, and Records Divisions of the department. In August 2006, Chief Vonhof was appointed as the acting Chief of Police until being formally appointed to the position of Chief of Police in April of 2007. Chief Vonhof is a graduate of the FBI National Academy in Quantico, Virginia, the FBI LEEDS program and holds a Masters Degree from Hamline University in Public Administration. 32 Lakeville Police Department Administration CAPTAIN JOHN ARVIDSON Support Services Captain Arvidson is a 21 -year veteran of the Lakeville Police Department. Captain Arvidson presently oversees the Investigative Division, Records Division, the Administrative Sergeant and the Drug Task Force Sergeant. In 1989, Captain Arvidson was hired as a patrol officer and has worked a variety of supplemental duties over the years including K -9 officer, union steward, field training officer, and investigator. In 2003, Captain Arvidson was promoted to Sergeant and performed the duties of shift supervisor. In 2004, Captain Arvidson was promoted to Captain of the Operations Division, which oversees the activities of the Patrol Division. In mid 2007, he was transferred to the Support Services Division, which oversees the Investigative Division, the Records Division, the Administrative Division, The Drug Task Force representative, and he is currently working in this capacity. Captain Arvidson has a Bachelor's Degree from Saint Cloud State University in Criminal Justice, a Master's Degree from Hamline University in Public Administration, is a graduate of the FBI National Academy and the regional FBI LEEDS program. Captain Arvidson is currently serving as President for the Lakeville Lions Club and is a member of the Fraternal Order of Police. Captain Arvidson is the Vice President on the Dakota County Drug Task Force Board, a member of the Local Government Information Systems Board (LOGIS), and the Criminal Justice Information Integration Network Board (CJIIN). CAPTAIN KEVIN MANIAS Captain Manias has been a police officer with the Lakeville Police Department for over 24 years and is currently serving as the Captain of Operations. In this assignment, he oversees the operations of the Patrol Division which is comprised of 8 sergeants, 31 patrol officers, 23 reserve officers and two chaplains. During his tenure, Captain Manias has served in a variety of capacities within the department including the positions of patrol officer, child protection investigator, South Metro Drug Task Force agent, field training officer, S.W.A.T. team leader with the Mutual Aid Assistance Group, patrol supervisor, and Captain of Support Services. He was an inaugural member of the department's accident investigation unit, was the first Lakeville officer recognized by the Dakota County Chapter of Mothers Against Drunk Driving for his efforts in DUI enforcement, and was an instructor for the Center for Criminal Justice and Law Enforcement for several years. He currently serves on the board of the Mutual Aid Assistance Group (MAAG), the Dakota Communications Center Law Enforcement Operations Committee, and he has overall responsibility for all facets of the Lakeville Police Department's involvement in the City of Lakeville's annual Pan -O -Prog celebration. 33 • March 4, 2010 LAKEVILLE OFFICER INJURED WHEN STRUCK BY VEHICLE A Lakeville police officer was injured this morning and narrowly avoided serious injury when she was struck by a vehicle at the scene of motor vehicle crash at the intersection of 162 Street and Jaguar Avenue in Lakeville. The officer had responded to a property damage crash involving two vehicles at the intersection shortly after 8:00 am this morning and was conducting her investigation when the second crash occurred. The second crash took place when a white 2007 Jeep, driven by Rochelle Haiker, was traveling eastbound on 162 Street and struck a Toyota mini van on the side of the roadway that had been involved in the initial crash at the scene. The officer was standing near the front of the Toyota vehicle on the roadside when it was struck and attempted to leap out of the way, but was hit and injured. The injured officer, identified as Officer Michelle Roberts, a ten year veteran of the Department, was transported to Regions Medical Center by ambulance with non — life threatening injuries. Off cer Roberts was treated and later released. Rochelle Haiker, the driver of the Jeep, was transported to Burnsville Ridges Hospital with non -life threatening injuries. The crash is being investigated by the Minnesota State Patrol. Chief Thomas Vonhof , (952) 985 -2800 Lakeville Police Department Press Releases 35 April 8, 2010 JUVENILE BICYLIST INJURED IN CRASH Lakeville Police responded to a personal injury crash involving a single vehicle and a bicycle at the intersection of Dodd Blvd and Galleon Circle shortly before 5:30 pm this evening. Responding officers found that an 11-year-old bicyclist had sustained head trauma in the crash when the bicycle that he was riding was struck on Dodd Blvd. The bicyclist was rendered first aid by the emergency personnel on the scene and transported by ambulance to Hennepin County Medical Center with serious injuries. Preliminary investigation into the crash indicated that the bicyclist was crossing southbound across Dodd Blvd from Galleon Circle when struck by a 2007 Hyundai traveling eastbound on Dodd Blvd, driven by Johnathan Carlson of Minneapolis. Carlson was uninjured in the crash. Alcohol did not appear to be a Actor in the crash. The juvenile bicyclist was not wearing a helmet at the time of the crash. Responding officers found that a 1995 Honda motorcycle driven by Richard Edmond Bray, age 40 of Belle Plaine, had collided in the intersection with a 2001 BMW sedan driven by a 17 -year -old driver from Lakeville. The driver of the 1995 Honda motorcycle, Richard Edmond Bray, had sustained severe injuries in the crash and was airlifted from the scene to Hennepin County Medical Center. Richard Edmond Bray succumbed to his injuries sustained in the crash later in the evening at HCMC. A passenger on the motorcycle, -- Kimberly Ann Bray, age 39 of Belle Plaine, was also injured in the crash and was transported by ground ambulance from the scene to Hennepin County Medical Center with non -life threatening injuries. The driver of the BMW sedan was uninjured in the crash. Preliminary investigation into the crash indicates that the 1995 Honda motorcycle was traveling westbound on 185 Street proceeding through the intersection with the green light prior to the crash. The BMW sedan was attempting to make a left turn from the eastbound lane of 185 Street to Kenyon Avenue and pulled in front of the Honda motorcycle, resulting in the collision. The intersection is controlled by a semaphore from all directions. The crash remains under investigation by the Lakeville Police Department and the Minnesota State Patrol. Operations & Maintenance Director Chris Petree said that saturated ground and rain totals of three to 'bur inches on Thursday evening into the early morning hours of Friday, on top of four to five inches received on Tuesday this past week led to the flooding. Standing water at County Road 46 east of I 35 and at Cedar Ave and 167 Street was slowly receding through the day. Other flooded areas included County Road 46 — 37 and Kenrick Avenue, the Valley Lake neighborhood, and downtown Lakeville. Roadways surfaces, and in some instances yards and driveways, were flooded in these areas. To prevent water from reaching homes, maintenance crews from several City of Lakeville Departments filled and placed sandbags. Additional sandbags are being filled in case they are needed. "The water is now receding in all areas, " said Petree. Lakeville Police have barricaded streets in affected neighborhoods and will continue to patrol and monitor the area as water recedes. Lakeville Police Chief Tom Vonhof reminded drivers to always use caution whenever approaching a water covered roadway. No significant wind damage or injuries were reported from the storm. The responding officers found that a motorcycle driven by Brigham Scott Strole, an off duty Lakeville Police Sergeant, had apparently swerved and struck the pavement, ejecting Strole. Strole was airlifted from the scene of the crash with serious injuries and transported to Hennepin County Medical Center, where he later succumbed to his injuries and died. A witness to the crash told the responding officers that the motorcycle appeared to sway back and forth right before the crash and then flipped, ejecting Strole. There were no other vehicles involved in the crash. Strole, who was riding the motorcycle alone at the time of the crash, was not wearing a helmet. The crash investigation is being conducted by the Minnesota State Patrol. Sergeant Brigham Strole was a twenty -year veteran of the Lakeville Police Department and had received numerous commendations and awards for his service. Arriving officers found that two vehicles had sustained significant damage when they crashed in the intersection, fatally injuring the driver of one vehicle. Both vehicles involved in the crash were silver Volkswagen Jetta sedans. John Jay Hilla, age 51, of Prior Lake, had been driving a silver Volkswagen Jetta and was found to have been seriously injured in the crash. Hilla was airlifted by North Aircare helicopter to North Memorial Hospital. A short while later at North Memorial Hospital, John Jay Hilla succumbed to the injuries sustained in the crash and died. Hermelinda Martinez, age 46, of Faribault, was also driving a silver Volkswagen Jetta and had sustained non life threatening injuries. Martinez was transported by ground ambulance to Hennepin County Medical Center. There was one passenger in the Martinez vehicle who also had sustained non -life threatening injuries and also was transported to Hennepin County Medical Center. Preliminary investigation into the crash indicated that the silver Volkswagen Jetta driven by John Jay Hilla was traveling eastbound on Dakota County Road 70 into the intersection when it was struck on the left side door by the silver Volkswagen Jetta driven by Hermelinda Martinez. 39 Martinez had been traveling southbound on Dodd Blvd. into the intersection and was attempting to turn eastbound on Dakota County Road 70, just prior to the crash. The intersection is controlled by a semaphore from all directions and a witness told responding officers that the Hilla vehicle appeared to have right of way immediately prior to the crash. Chief Thomas Vonhof said that the traffic is usually very heavy at the intersection during the morning hours as Dakota County Road 70 leads directly into Airlake Industrial Park. Contact: Chief Thomas Vonhof, (952) 985-2800 December 1, 2010 SUSPECT CHARGED IN CONNECTION WITH SIX BURGLARIES age 20, of Prior Lake. .Lakeville Police Department Press Releases Andrew Joseph Fischer was charged last week with six counts of Burglary in the Second Degree by the Dakota County Attorney's Office after being arrested for burglary in Lakeville on November 23, 2010. Fischer and a juvenile were arrested by Lakeville police officers after a residential burglary was reported and a witness observed two suspects in a dark maroon colored Dodge vehicle leaving the scene. About thirty minutes later, a Lakeville patrol officer located and stopped a maroon Dodge Stratus nearby matching the description of the suspect vehicle and the two suspects. The vehicle was being driven by Andrew Joseph Fischer, Officers observed numerous jewelry items and a woman 's purse in plain view in the vehicle and found that Andrew Fischer had a suspended driver's license and his juvenile passenger had a warrant for his arrest. Fischer and the juvenile passenger were placed under arrest by the officers. While in custody, Andrew Fischer and the juvenile admitted to being involved in six residential burglaries in Lakeville between November 15` and November 23 2010. Entry into the homes had been made by 40 breaking basement windows or through garage service doors. The items taken in the burglaries included jewelry, electronics and a credit card. The suspects said the gold jewelry taken from the residences had been sold and melted down. Andrew Fisher also told the officers that he was on probation from Le Sueur County and actually was wearing a home detention ankle bracelet at the time of his arrest. Lakeville Police Chief Thomas Vonhof credited the arrests to the witness calling 911 and providing an accurate suspect description to the responding officers, coupled with the quick action of the officers in locating and arresting the suspects. "The string of events that led to these arrests and ultimately solving these burglaries" Vonhof said, "all started with the witness picking up the phone and calling in to report suspicious activity ".
