HomeMy WebLinkAbout04-07-83 Lakeville, rtinnesota Planning .Commission meeting S April 7, 1983 Steve Grohoski, Chairman, called the meeting, to order at 7:0(l p.m, in the Lakeville Gity Council Chambers. Roll call of members was taken. Present: Heald, ILiiller, Sizer, Johnson, Grohoski. Absent: Geisness, Rice Also present: Roger Knutson, City Attorney; Anne Bronken, City Planner; Jim Robinette, Public Works Director; Patrick McGarvey, City Administrator; Shirley Sorensen, Recording Secretary. Chairman Grohoski introduced tir. Steve Sizer and welcomed him as a new member of the planning commission. Chairman Grohoski then called on the City Administrator, Pat P1cGarvey, to .administer the oath of office to Miller, Heald, Grohoski, Johnsonand Sizer as members of the planning commission. Chairman Grohoski asked if there were any additions or corrections to the minutes of the march 3, 1983 planning commission meeting. Kice arrived at 7:~0 p:m. Johnson asked that the second sentence in the fourth paragraph from the .bottom of page 1 be changed to: 'NIr. Johnsoncaas concerned that parks and park accesses were inherently a part of good Manning etc.' .Grohoski stated that the word 'taxes' in the top line on page 3 should be changed to .'assess- ments.' 33.34 notion was made by Rice, seconded by Johnson, to approve the Ptarch 3, 1983 planning commission minutes as amended. F.oll call-was taken on the motion. Ayes.: Heald:, stiller, Grohoski, Johnson, Rice. Abstain: Sizer Chairman Grohoski. opened the public hearing for comprehensive plan>change for Barrett First Addition. rir. Knutson attested to this being a duly publicized hearing, 83.35 Motion was made by Heald, seconded by Rice, to close the public hearing. .Roll callwas taken on the motion. Ayes: Unanimous 83.3 6 Motion was made by I•tiller, seconded by Rice, to recommend to the City Council approval of the comprehensive plan .change for }3arrett First Addition. Roll call was taken on the motion.. Ayes: Unanimous Chairman Grohoski opened the public hearing on the rezoning and approval of conditional use permit for South Twin Cities Church of Christ. Mr. Knutson Lakeville, Minnesota ' Planning Commission Meeting April 7, 1983 attested to this being a duly publicized hearing. Pis. Bronken stated that PIr. Licht had talked to someone associated with the church and thev had agreed to change the driveway access, but P1r. Gus Uehlerking, in attendance at this meeting, said he had not talked to Dave and didn't know anything about agreeing to make this change. rir. Uehlerking stated that they did not wish to move the building back, that the small amount of traffic to be gene- rated here did not warrant it. He asked the planning commission to accept. the plan. as it is .presented. Pir. Robinette stated that the easement access to the north would be a tem- porary one .and could. have to be taken out at any given time. Commission members. were somewhat concerned about this access and whether or not the builders of the. shopping center had been contacted. 83.37 Motion was made by Puller, seconded by Johnson, to close the public hearing. Roll call was .taken on the motion. .Ayes: Unanimous Discussion followed regarding getting the parties concerned together to discuss this access and Pr. Robinette stated that he had talked to some of the concerned people and didn't feel that there was any problem in that • xegard. 83.38 )viotion was made by Iieald, seconded by riiller, to recommend to the City Council approval of the rezoning from B-t+ to P.-2 for the South .Twin Cities Church of Christ. Roll call was taken on the motion. Ayes: Unanimous 83.39 notion was made by Rice, seconded by Sizer, to recommend to the City Council approval of the conditional use permit for the South Twin Cities Church of Christ, subject to the resolution with the property owner to the north of the access question, either the realignment or elimination of the. .access to .the north parcel... Roll call was taken on the motion. Ayes: Unanimous Discussion followed and Grohoski stated that resolution_of that problem should take place prior to the city council meeting at which time this item would be heard, which would be the 18th of April. Grohoski also mentioned the required screening. -Chairman Grohoski opened the continued public hearing on preliminary and final. plat approval of Valley Christian Church, rir. Y.nutson attested to this being a duly publicized hearing. Pir. Bob Yates, Valley Christian Church, was in attendance to answer questions. 183.40 Piotion was made by Rice, seconded by Miller, to close the public hearing. Ro1lcall was taken on the motion. Roll .call was taken on the motion. Ayes: Unanimous Discussion was held regarding the-proposal received to allow sale of agri- cultural products .primarily grown. on site, property Pir. Ross Nelson owns near the intersection of Dodd and 185th.. Commission members feel they need more information before a decision can be made. P-ir.'Knutson stated that this ,cannot come in under our present ordinance, an amendment would have to be .made in order to allow this use. Mr. ttacklin,:representing t•ir. Nelson, should be told that the. consensus of the planning. commission members is that they would probably nat consider `changing the ordinanceA Right now. this body would not be in favor of recom- mending approval: of this proposal. 83.42 ALotion was made by Grohoski, seconded by Rice, .stating ..that we have received this proposal from Mr. Bill riacklin, dated Piarch-29, 19$3, for rir. Ross . Nelson's proposed sale of agricultural products, for the record. Roll call was taken on the motion. Ayes: Unanimous .Going back to item 4~4 on the agenda., Chairman Grohoski .asked if the represen- tatives had arrived yet. They had not, but some residents Caere inattendance and wanted to know a littlebit about it. Pfr. Robinette stated that rir. Bob Lurtsema might try and build some condominiums (townhomes), he had had 'a .sketch plan drawn. Iir. Lurtsema would tear down the Sea Girt Inn, cabins, etc. There was no official application submitted and rir, Lurtsema was going to con- tact some of the neighbors. ris. Ylancy Galchutt said that she knew of only ,two.... neighbors that .had .talked to Mr.Lurtsema, perhaps in a store, or informally. Grohoski explained that developers sometimes bring in a sketch plan dust to get a consensus from the planning commission, to see if it is worthwhile to .make a formal application. If formal application is made there would be a public hearing, published notices and all neighbors within 350 feet of the site would be notified and made aware of what was going on.
