Meeting September 15, 1983 83.151 Motion was made by Rice, secoaded by Sizer, to recommend approval of the application of Getty Oil for a variance for setback for an overhead canopy to corer fuel pumps at the service station at 167th Street .and Cedar Avenue, subject to the three recommendations from the Planner's Report dated Sept- ember 8, 1983 as follows: 1. Permanent removal of the.. temporary signs which are in violation of the Sign Ordinance. 2. Planting of natural screening. materials to the south side of the site. 3. Enclosing the dumpster in a wood fence. And, that they be completed before the canopy permit be issued.- Miller wished to amend the motion to give them a year to get the conditions done and that they post a $500 bond. Rice did not. want it in the motion,. so was dxopped. Roll call was taken on the motion.. Ayes: Unanimous Mr. Leu wanted. the commission to know that he may not have the dollars to meet the conditions, therefore the deal would fall .through. . Chairman Grohoski called for discussion of The Meadows Fifth. Addition prior to final plat approval. 83.152 Motion was made by Rice, seconded by Geisness, to recommend approval to the City Council of the final plat of The Meadows Fifth. Addition as presented, with correction of the typos and any recommendations from the City Engineer, City Planner, City Attorney or City Administrator. Roll call was taken on the motion. Ayes: Unanimous Chairman Grohoski called for continued discussion on the proposed wind gene~- anon ordinance.. There are strong conflicting opinions from commission members and the general consensus was to do nothing at this time. 83.153 Motion was. made by Rice, seconded by Sizer, recommending that we table this matter indefinitely, until such. time. as we feel a greater need. for a wind generation ordinance. Roll call was taken on the motion. Ayes: Unanimous Mr. Licht stated that he feels this matter is still experimental and there will be changes made, and improvements made, before it becomes a proven procedure. Mr. Knutson said that we needn't be concerned with whether it is something that works or not, that we are only concerned with the zoning or permits required for them. • riiller is going along with this tabling due-to the comments and information brought forth this evening. .2_ Lakeville,. Minnesota Planning Commission Meeting September 15, 1983 Steve Grohoski, Chairman, called the meeting to order at 7:00 p.m. in the Lakeville City Couneil Chambers. Roll call of members was taken. Present:. Geisness, Miller, Sizer, Johnson, Grohoski, Rice. Absent: Heald Also. present: Roger Knutson, City Attorney;. David Licht,. City Planner; Frank Kriz, City Engineer; Shirley Sorensen, Recording Secretary. Chairman Grohoski asked if there were any additions or corrections to the minutes of the September 1, 1983 planning commission meeting. 83.149 Motion was made by Geisness, seconded. by Miller, to apgrove the minutes. of the September 1, 1983 planning. commission meeting as read. Rohl call was taken on the motion. Ayes: Miller, Geisness, Grohoski, Johnson. Abstain: Sizer, Rice Chairman Grohoski opened the public hearing on the application of Getty Oil requesting a variance for setback of an overhead canopy to cover fuel pumps at the service station at 167th Street and Cedar Avenue. Mr. Knutson attes- ted to the proper mailed and. published notices having been given. Mr. Walter Leu from the Engineering Department of Getty Oil was in attendance to explain what they are trying to do and to answer .questions regarding this application. Discussion followed on the three recommendations in the Plan- - ner's Report dated September 8,..1983. Ms. Pam Laffrenzen, 7448-167th. Street, who lives directly adjacent to this .site, was present and felt the canopy would stick. way out, and. not line up at all with the houses down the block. They showed her pictures of what is being proposed. She. was also wondering about the noise, saying that the station is kind of a hangout, with cars starting up under the canopy and the noise coming back down again. She also feels it would be good to have a fence or hedge on the south side of the station, to keep trash from blowing around so much. Mr. Leu explained they only wanted to put the canopy in and wouldn't. have any more money to spend, for fence or plantings and enclosing the dumpster. Chair- man Grohoski didn't feel these were costly items. Miller said he had contacted the manager of the station regarding the use. of the west curb. cut and was told .that 250 out of 285 cars that came in the station that day used that west drive- way. Chairman Grohoski mentioned that the curb cut issue will be taken up at such time as there is a request. for rezoning. It was. discussed whether we should give them a certain length of time to meet these conditions or ask them for a performance bond, or both. 83.150 Motion was made by Rice, seconded by Miller, to close the public hearing. Roll call was taken on the motion. Ayes: Unanimous. y ~ ~ Lakeville, Minnesota Planning Commission Meeting. • September 15, 1983 Geisness asked again about. plantings at Bethlehem Lutheran Church and the secretary has been asked. to check this out. The commission: was led to believe that the church was to have done this.. Chairman Grohoski gave commission members an update on the Nicholas R. Wolf application, saying the Council had approved his application, but with 16 conditions.. The City Council tabled the South Creek plat, for further study. Future agenda items: 1. Johnson storage. building 2. LaFavor storage building 3. Amendment detailing accessory buildings in excess of 1000. sq. ft. 4. Horse and dog requirements.. 83.154 Motion was made by Rice to adjourn the meeting. Voice vote was taken on the motion.
