PLANNING COMMISSION MEETING
February 2, .1984
Steve Sizer, Chairman, called the planning commission meeting to
.order at 7:00 p.m. in the Lakeville City Council Chambers.
Roll call of members was oaken. Present:_Walters, MacGibbon,
Sizer, Lambert, Langhorst, Heald, Miller.
Also present: Roger Knutson, .City. Attorney.; David Licht, City
Planner; Frank Kriz, City Engineer; Jim Robinette, Community
Development .Director; Shirley Sorensen, Recording Secretary.
Chairman Sizer asked if there were any additions or corrections
to the minutes of the January 19, 1984 planning commission
meeting.
84.1T Motion was made by Miller, seconded by Walters, to approve the
minutes of the January 19,..1984 meeting.
Roll call of members was taken. Ayes: Walters, MacGibbon,
Miller, Sizer, Lambert, Langhorst. Abstain: Heald
Chairman Sizer :opened the public hearing to consider the applica-
tion of Registered Properties Corporation for a Comprehensive
Plan change for a preliminary plat and rezoning of Outlots B & C
from R-2 to muptiple family and commercial, and rezoning of the
westerly portion .from B-4 to R-2, a conditional use permit for
P.U.D. and .variances for cul-de-sacs and length of .blocks for
Alpine Village located south of 165th Street, east of Kenrick
Avenue. Mr. Knutson stated that the proper mailed and published
notices have. been given for this hearing.
Mr. Jack Lynch, Westwood Planning & Engineering Co.,made the
.presentation for Registered Properties and stated it consisted of
220 acres, made. up of mostly of single family homes, with small
segments of multi-family housing, offices and. commercial units.
Mr. Lynch made an excellent presentation, showing and explaining
large drawings with detailed information regarding layout,
traffic flow, utilities, drainage, etc.. for .the members of the
public in attendance ..(see attached list) as well as commission
members and. staff to see. Mr. Dietrich, with Registered Proper-
ties, stated. this is a mixed use development, similar to one they
have built in Brooklyn Park,. very successfully. He stated that
it takes a special piece. of property to develop with several
different types of housing, to meet all needs.
Chairman Sizer called on Dave Licht to give his report regarding
this plat.. He stated the rezoning is an acceptable. approach and
the P.U.D. goes together. with the plat, allowing. a variation in
the unit type. Frank Kriz stated that most of the issues they
have brought up have .been covered or taken care of already, in
some places the topography warrants special attention at the time
a building permit is issued. Traffic flow would be looked into
in the future, as well as the trunk sewer facility.
Mr. Joe Kuka, 10598 173rd St W, asked about the easement already
being paid for on Joplin Avenue and why Jonquil Ave was shown as
the street going out on the south of the plat.
Mr. M. J. Helkenn, 17805 Junelle Path, asked why there was one
large park instead of several small ones in a plat as large as
this. Mr. Robinette explained that the Comprehensive Park Plan
was drawn up a few years ago because of difficulty in upkeep with
a lot of small parks.
Mr. Tom Green, Mills Properties, owner of .property next to this
plat explained that they would give the proper easements to put
the street in on the north side of their property, they are in
full support of this project, but. do want some screening on the
backside of the homesites abutting their commercial property.
Mr. Robinette stated that the Dakota County Soil and Water
Conservation District has seen this plat and have worked with the
developers on some potential problems.
Other items discussed: Drainage, schools handling the numbers of
children generated by a plat of this size, traffic study, sewer
maximums, center islands & cul-de-sacs.
84.18 Motion was made by MacGibbon, seconded by Lambert, to close the
public hearing.
Roll call was taken on the motion. Ayes: Unanimous
Mr. Licht stated that there should be a transition between this
plat and the Mills Properties .Development.
84.19 Motion was made by Heald, seconded by Lambert, to recommend to
City Council approval of the rezoning of Outlots B & C from R-2
to R-6 and B-4 and .rezoning of the westerly portion from B-4 to
R-2 for Alpine Village, located south of 165th Street, east of
Kenrick Avenue.
Roll call was taken on the motion. Ayes: Unanimous.
84.20 Motion was made by Heald, seconded by Langhorst, to recommend to
City .Council approval for a Comprehensive Plan change, to put it
in the 1990 Urban Service Area.

84.21 Motion .was made by .Lambert, seconded by Walters, to recommend to
City Council approval of the preliminary plat, a conditional use

permit for P.U.D. and variances for cul-de-sacs and length of
blocks for Alpine Village, subject to Planner's Reports dated
Jan. 16th and 26th, 1984, Engineer's Report dated Jan. 25, 1984,
.and any recommendations of the.. Attorney or City Administrator.
Roll call was taken on the motion. Ayes: Unanimous
Chairman Sizer called on the attorney to make his presentation
and Mr. Knutson stated that zoning must. be consistent with the
Comprehensive Plan. If plats meet all. of our requirements, they
must be approved or specific reasons for denial given. He con-
timed with a comprehensive analysis of law .relating to planning
considerations.
Mr. Licht then gave a presentation on planning, and told how
.Lakeville got started. He explained the Comprehensive planning
process, planning tactics, planning inventory, Policy Plan
Framework (most important document), plans, projects, programs,
implementation of guidelines, zoning districts and ordinances,
and P.U.D. by conditional use permit.
Chairman Sizer thanked both gentlemen for their informative
presentations.
84.22 Motion was made by MacGibbon, seconded by Langhorst, to close the
meeting.
. Chairman Sizer adjourned the meeting at 10:15 p.m.
