PLANNING COMMISSION MEETING
March 15, 1984
Judy Heald, Vice-Chairman, called the meeting to order at 7:00
p.m. in the Lakeville City Council Chambers.
Roll call of members was taken. Present: Walters, MacGibbon,
Lambert, Langhorst, Heald, Miller. Absent: Sizer.
Also present: Roger Knutson, City Attorney; Alan Brixius, City
Planner; Jim Robinette, Community Development Director; Shirley
Sorensen, Recording Secretary.
Vice-Chairman Heald called for additions or corrections to the
minutes of the March 1, 1984 planning commission meeting.
84.36 Motion was made by Miller, seconded by Langhorst, to approve the
minutes of the March 1, 1984 meeting.
Roll call was taken on the motion. Ayes: Unanimous
Vice-Chairman Heald opened ..the public hearing to consider the
application of Carpet Values for a conditional use permit to
build retail carpet in an unsewered area, south of the intersec-
tion of 162nd Street and Kenrick Avenue.. Mr. Knutson attested to
the proper published and mailed notices having been given for
this hearing.
The applicant, Jennifer Heise, asked the commission members if
they could wait about a year an a half before putting the asphalt
parking lot in, for .financial reasons. Mr. Brixius passed out a
revised drawing showing the front yard setback to be 53 feet now
instead of 46 feet, to accommodate right angle parking.
Mr. Robinette stated that the plumbing inspector has checked out
the on-site septic system that was proposed and found everything
in order.
Mr. Grant Wilson, Twin City Racing, was in attendance to question
the drainage on this property, since he is right next door and
has a lower level in his building that he was concerned about.
He asked about the elevation of the Carpet Values building and
was directed to City Staff for further information.
Discussion followed regarding asphalt requirement, landscaping,
parking, signing, drainage, and right angle parking.
84.37 Motion was made by Miller, seconded by MacGibbon, to close the
public hearing.
Roll call was taken on the motion. Ayes: Unanimous

84.38 Motion was made by MacGibbon, seconded by Langhorst, to recommend
to City Council approval of the .conditional use permit for Carpet
Values store to build in an unsewered area, provided the recom-
mendations in .the planner's report of March 8, 1984. and any other
staff recommendations are met, and that the asphalt parking area
be put in at the time of construction, up to the loading area
driveway.
Roll call was taken on the motion. Ayes: Unanimous
Vice-Chairman Heald opened the public hearing to consider
application of St. Anthony Properties for a mobile home park, to
be known as North Creek Mobile Home Park, and for a minor
comprehensive plan change to include the land in the. 1990 Planned
Urban Service Area, located north of Countryview Mobile Home
Park, off of Pilot Knob Road. Mr. Knutson attested to the proper
published and mailed notices having been given for this hearing.
Ken Grund and Bill Block made the presentation for the appli-
cants. Mr. Block explained the drainage and stated that Barr
Engineering had been working with this. plan, making .sure it would
conform in this flood plain area. Discussion followed regarding
..street widths, street. parking, location of central community
building, centralized parking, landscaping & screening along
Pilot Knob Road, of lots for double wide mobile homes, storm
shelters, traffic, ponding and who maintains it, and accesses.
• Councilwoman Betty Sindt, a resident of Countryview Trailer Park,
brought a list of 11 concerns she has regarding this development,
but most especially regarding Phase 3 hooking up to Countryview.
Trail. She feels when that happens it will put a real burden on
the only access that Countryview has .now.
The developers agree to make changes regarding street widths and
one side on-street parking, thereby requiring an ordinance
change, since we do not address .one side of the street parking in
our ordinances. Mr. Knutson stated that perhaps the engineer
should be .asked to address the traffic problem and perhaps work
something out regarding another entrance, (other than Countryview
Trail).
84.39 Motion was made by Langhorst, seconded by Miller, to continue
this public hearing until April 5th, giving time to draft an
ordinance addressing one side-of-the-street parking only and the
.engineers to review the traffic design.
Roll call was taken on the motion. Ayes: Unanimous
Vice-Chairman Heald opened the public hearing to consider the
application of Dior Development, Inc. for a preliminary plat of
Meadows West, single family, Planned Unit Development conditional
use permit, variance for cul de sac length and minor comprehen-
• sive plan change to include the land in the 1990 Planned Urban

Service Area, located southwest of Jacquard and 205th Street.
• Mr. Knutson attested to the proper published and mailed notices
having been given.
-Jack Lankas, Dior Dev., introduced Rick Sather and Brad Lothrop
to make the presentation .for the Meadows West development. Mr.
Sather showed slides of the area to be developed, area around it
being developed now,. and explained the natural screening, style
of homes, etc. Discussion followed regarding ponding, phases of
building, lot sizes., screening, and accesses.
A gentleman in the audience was very concerned about the cars
going north on Jacquard, on to Co. Rd. 64, and all of the
headlights shining into a resident's home right in line with
Jacquard. Fairly lengthy discussion followed regarding this
matter. Mr. Robinette explained that we do have other situations
such as this in Lakeville, sometimes they can not be avoided., but
have not been a problem. Much. thought and consideration has
already been given as to where this access was to be placed..
84.40 Motion was made by Miller, seconded by Langhorst, to close the
public hearing.
Roll call was taken on the motion. Ayes: Unanimous
84.41 .Motion was made by MacGibbon, seconded by Langhorst, to recommend
to City Council approval of the application of Dior Development,
Inc. for a preliminary plat of Meadows West, single. family,
planned unit development conditional use permit, subject to the
developer working closely with the city when Jacquard Avenue is
graded so as to minimize the inconvenience to the property
directly across the road from that north access, for a variance
in cul de sac length., and minor comprehensive plan change to
include the land in .the 1990 Planned .Urban Service Area; also
subject to any recommendations from City Staff.
Roll call was taken on the motion. Ayes: Unanimous
Vice-Chairman Heald opened the public hearing to consider the
application of Consumers Realty & Dev., Inc. for a preliminary
plat known as Woodridge Estates Second consisting of single
family lots and rezoning to R-6, medium density, on the westerly
portion of the site, at the corner of 185th Street and Highway 50
and for a minor comprehensive plan change to include the develop-
ment in the 1.990 Planned Urban Service Area.
Steve Grohoski of Consumers Realty made his presentation and
prefaced by saying that Staff told him that he need only ask for
R-5 zoning, instead. of R-6, for the westerly portion of the site,
so is asking that his request be changed to R-5.
Discussion,,.followed regarding the exception area, buffering and
transition, grading, easements, density, and rezoning. Grohoski
stated his reason for asking for rezoning now is so that people

buying his lots in Woodridge Estates Second would know that
. townhomes might be .planned in the westerly portion at a later
date, and it is recorded publicly.
Jerry Everson, 9540 210th St., developer of property directly
south of Woodridge Estates Second, would like the planning
commission members. to have. copies of all the letters that
Grohoski's attorney wrote to the City when he was asking for plat
approval several years ago. It took 3-4 years to get it settled,
to where he could begin building in what is now Lakeview Heights,
and he asked the commission to table .any action on Grohoski's
request until these letters were provided.
The consensus of the planning commission members was that the
rezoning should take place at the time they have a plat in front
of them so .they know .just exactly what they are rezoning for.
Grohoski felt this was the most suitable transition from the
P.U.D. across Highway 50 and the B-4 zoning to the south.
Tom Crouch, 12900 Grandview Avenue, Burnsville, was in attendance
as a neighboring R-2 .property owner to the north. He said he did
not object to the rezoning, but felt that the neighbors would
object to Grohoski trying to rezone 3-4 years from now.
84.42 Motion was°made by Miller,. seconded by Lambert, to close the
public hearing.
Roll call was taken on the motion. Ayes: Unanimous
84.43 Motion was made by Miller, seconded by Walters, to recommend to
City Council approval of the application of Consumers Realty for
a preliminary plat. known as Woodridge Estates Second consisting
of single family lots, subject to City Staff recommendations, but
not requiring a twenty foot buffering easement.
Roll call was taken on the motion. Ayes: Unanimous
84.44 Motion was made by Miller, seconded by MacGibbon, to recommend to
City Council approval of a minor comprehensive plan change to
include the development in the 1990 Planned Urban Service Area.
Roll call was taken on the motion. Ayes: Unanimous
Grohoski reiterated that. he was changing his zoning request from
R-6 to R-5, from R-2.
84.45 Motion was made by Miller, seconded by MacGibbon, to recommend to
the City Council denial of rezoning from R-2, single family
residential, to R-5, single family, two family and medium density
residential district, of outlots in westerly portion because it
is too early in concept to be allowed in the area at this time.
Roll call was taken on the motion.. Ayes.: Unanimous

Commissions members are not comfortable with rezoning without a
plan before them.
Vice-Chairman Heald called. for the staff report on Dodd Point
plat. Mr, Robinette stated that Jim Hill has been hired back
again and that they expressed a desire to cooperate with the City
and move ahead with this project.
84.46 Motion was made by Miller, seconded by Lambert, to table further
consideration on the Dodd Pointe plat until the April 5th
meeting.
Roll call was taken on the motion. Ayes: Unanimous
Vice-Chairman Heald called for the recommendation on the animal
ordinance.
84.47 Motion was made by Miller, seconded by Langhorst, to recommend
approval of the draft animal ordinance, copy of which is at-
tached.
Roll call was taken on the motion. Ayes: Unanimous
Under other business Miller asked about the sign ordinance and it
was stated that it would be discussed at our April 5th meeting,
unless it is decided to have a special meeting just for that.
Motion was made by Lambert, seconded by MacGibbon, to adjourn the
meeting.
Meeting was adjourned at 10:55 p.m.

NORTH CREEK MOBILE HOME COMMUNITY
1. Most of the lots in phase three would probably find using Countryview
Trail the most convenient road. This would increase the traffic flow
on the major road in and out of the present Countryview Mobile Home
Park by approximately 1/3. This road currentlg serves as the only
road in and out of Countryview.
2. Most of phase one is below the elevation of the 100.year flood plain.
Elevation on the edge of North Creek in stated as 924 -.this is also
the elevation of the l00 year flood plain. Center of phase one. is as
low as 922.5.. The elevations proposed form a basin.
3. Homes in Countryview that back up to the south side of this proposed
develogmeat historically have had water problems, such as: wet yards
all year around, running water during springtime. Would this
proposed lagout compound these problems?
4. This is proposed as a separate community (not part of Countryview).
Where is the Administration Building?
5. Important that this park have storm: shelters for resideats -what is ~
the location of ghat shelter? Would one shelter be built for the
whole park or will a separate one be built with-each phase?
6. All manholes but one, is phase one, are. below flood plain level..
7. What method would be used to cross North. Creek at Europa and Country-
view Trail? If bridged,. what would be the. elevation of those
bridgesT
8. Will North Creek be cleaned out?
9. Distance between two roads on to Pilot Knob Road?
10. How does flood plain (North Creek) relate to phase two and threeT
