PLANNING COMMISSION MEETING
May 3, 1984
Steve Sizer, Chairman,. called the meeting to order at 7:00 p.m.
in the Lakeville City Council Chambers.
Roll call. of members was taken. Present: Walters, Sizer, Heald,
MacGibbon. Absent: Langhorst, Miller, Lambert (Arrived at 7:10
g.m.)
Also present: Roger Knutson, City Attorney; Alan Brixius, City.
Planner; Jim Robinette, Community Development Director; Shirley
Sorensen., Recording Secretary.
Chairman Sizer asked if there were any additions or corrections
to the minutes of the April 19, 1984 planning commission meeting.
84.71 Motion was made by Heald, seconded by,Walters, to approve the
minutes. of the April 19, 1984 meeting.
Roll call was taken on the motion. Ayes: Unanimous
Chairman Sizer. opened the continued public .hearing on the
application of Consumers Realty & Development Co., Inc. for the
preliminary plat for Ridgeview, a single family subdivision of
approximately 92 lots to be located north of 175th Street and
west of Ipava Avenue.
Jack Lynch, Westwood Planning, went over the changes that had
been made, and specifically addressed the ponding and drainage,
explaining in detail. Mr. Brixius reiterated that the suggested
changes had been made and they recommend approval, as long as
easements are provided along 175th Street, of thin preliminary
plat.., stating that a variance will be necessary for .the long
cul-de-sac in the northwest corner of the plat and should be
granted. Their recommending approval is based on engineer's
recommendations being met.
The- Natura~ Resources Committee meeting minutes of 5/1/$4
pertaining to the Ridgeview plat were read, stating they were
recommending approval in accordance with DCSWCD requirements.
Mr. Steve Grohoski, Consumers Realty, explained the 60 foot
easement through this property and said that a release would be
recorded at Dakota County at the time of the final plat for
Ridgeview.
Mr. Brixius stated that the street on the Barrett plat .that was
to go through to this plat would end in a cul-de-sac, agreed
to by the Barren's. Also, the sidewalk will be placed within
the l00 foot right-of-way which exists along 175th Street.

84.72 Motion was made by Heald, seconded by Lambert, to close the
public hearing.
Roll call was taken on the motion. Ayes: Unanimous
84.73 Motion was made by Heald, seconded by Sizer, to recommend to city
council. approval of the preliminary plat for Ridgeview, subject
to
1. Staff recommendations from planners.& engineers reports.
2. Addition. of sidewalk along 175th Street.
3. Granting a variance for the cul-de-sac length on Street
G.
4. Access to the Girl Scout property being addressed prior
to Phase. 2 final platting.
5. A comprehensive plan amendment change be made prior to
final ..platting of Phases 2 and 3.
Roll call was taken on the motion. Ayes: Unanimous
Chairman Sizer opened the continued public. hearing on the
application of Castlewood Arabians. (Autumn Winds) for rezoning..
from-R-1, low density single family, to R-A, single
family-agricultural, and a conditional use. permit for the
operation of a commercial stable at 19198 Judicial Road.
Mr. Brixius explained the study they have done in that area, the
proposed use, study area boundaries, Comprehensive Plan/Land Use,
standards, utilities, and traffic generation. Commission-members
felt this report was very well done. Mr. Brixius went on to say
they recommend approval of the R-A zoning and the commission's
recommendation should be contingent on seeing a parking plan.
They would recommend. blacktopping of parking lot, .but. dust and
drainage must be addressed.
Mr. Roger Hauge, president of Castlewood Arabians, stated
they have already set up their waste disposal system and it is
working very well.
Ms. Sharon Sinner, 19376 Judicial Road, was. concerned about the
area that maybe rezoned in the future. Mr. Brixius explained
that if the whole area is rezoned everyone affected would be
notified. Ms. Sinner also was-wondering how soon Judicial Road_
would be blacktopped. Mr. Robinette stated we really don't know,
that it depends a lot on Scott County..
Ms. Sinner asked about parking and Mr. Hauge said that they will
be taking care of that, there is plenty of room for parking lots.
84.74 Motion was made by Heald, seconded by Walters, to close the
public hearing.

84.75 Motion was made by Heald, seconded by Walters, to recommend to
city council approval of rezoning from R-l, low density single
family, to R-A, single family-agricultural, of the property at
19198 Judicial Road for Castlewood Arabians.
Roll call was taken on the motion. Ayes: Unanimous
84.76 Motion was made by Heald, seconded by Lambert, to recommend to
the city council approval of the conditional use permit for the
operation of a commercial stable at 19198 Judicial. Road, subject
to the planner's report of April 26, 1984, as follows:
1. The. applicant must receive approval of the PCA feedlot
permit.
2. The applicant provide a waste disposal plan for City review
and approval.
3. Limit the number of horses to be kept at the facility to
60.
4. Applicant to provide off-street parking plan for staff
review and recommendations.
5. Review and approval of the parking area drainage by the
City. Engineer.
b. Applicant provides a landscape plan for areas surrounding
the parking for City review.
7. Any other Staff recommendations.
Roll call was taken on the motion. Ayes: Unanimous
Chairman Sizer opened the public hearing to consider application
of Dallas Development for vacation of drainage and utility
easements in Block 2, Lots l through 4, Argonne Park Plat located.

Mr. Bernie Fry represented the developers and showed drawings. of
.what they are proposing for this area. He said marketing studies
have been done and-they feel there is a need for this type of
shopping center in this area. He said they are calling it
Southfork Center and explained what they hope to put in, as far
as type of businesses, etc. However, tonight this hearing is
only for the-vacation of drainage and utility easements by the
city.
84.77 Motion was made by MacGibbon, seconded by Walters, to close the
public hearing.
Roll call was taken on the motion. Ayes: Unanimous
84.78 Motion was made by Lambert, seconded by Walters,. to recommend to
the. city council vacation of the city's own drainage and utility
easements in Block 2, Lots l through 4, Argonne Park.

Chairman Sizer opened the public hearing to consider the applica-
tion of Eleanor Sullivan for a preliminary plat known as Sullivan
Estates Second Addition, a subdivision of approximately 70 single
family lots and to be included in the 1990 Planned Urban Service
Area, near the intersection of Jacquard Avenue and 210th Street.
Mr. Dick Sullivan represented his mother, Eleanor Sullivan, and
explained that there has .been a water problem in the past, in
this area, they have. made provisions for a Swale to be put in
to .help. the existing lots, they would be putting in drain the in
the. back .yards of homes in Sullivan's First Addition, storm sewer
would be put in, and all. the streets would be drain tiled.
Outlot A would be designated as a water detention facility.
Mr. Brixius went over the points brought out in the engineer's
report and stated the engineer recommends approval.
Ms. Carol. Veber, 20833 Jacquard, asked about the size of the
lots, covenants on the property, and when they might be starting
.construction, if approved..
Mr. Joel Frank,. Jacquard & 2 Oth Street, wanted to know where the
sanitary sewer would be coming in and if it would be available to
him .
84.79 .Motion was. made by MacGibbon, seconded by Heald, to close the
public hearing.
Rolf call. was taken on he motion. Ayes: Unanimous
84.80 Motion was made by Walters, seconded by Lambert, to recommend to
city council approval of the application of Eleanor Sullivan for
a preliminary plat known as Sullivan Estates Second Addition, a
subdivision of approximately 70 single family. lots located near
the intersection of Jacquard Avenue and 210th Street, and to be
included in the 1990 Planned Urban Service Area.. Also, subject
to any. Staff recommendations.
Roll call was taken on the motion. Ayess Unanimous
Chairman Sizer called for presentation of the final plat of Cedar
Highlands Sth Addition.
Mr. Robinette explained that this is an old plat, of which this
is the fifth phase. The cul-de-sacs will be shown on the
construction plans.
84.81 Motion was made by Lambert, seconded by Walters, to recommend to
city council approval of the final plat of Cedar Highlands 5th
Addition.

Roll call. was taken on the motion. Ayes: Unanimous
Chairman Sizer asked for any other business.
Mr. Robinette explained a little bit about Lake Marion, what the
problems are.,. the roads that are under water, and what. we are
trying to do to alleviate this problem. The beach may be closed
for the summer, possibly no permits issued for waterski events,
etc., and perhaps the whole lake will be a no-wake zone.

Voice vote was taken on the motion.
Chairman Sizer adjourned the meeting at 8:45 p.m.
