Roll call of member was taken. Present:. Heald, Lambert, Langhorst, MacGibbon, Miller, Sizer., Walters Also present:.....Roger Knutson, City_Attorney; David_.Licht, City Planner;'Pat McGarvey, City Administrator; Jim Robinette, Community Development Director; Shirley Sorensen.,. ..Recording Secretary.. _ .Chairman Sizer cal ed for additions.or_correctons to the minutes of the August_16, 1984 planning commission meeting. 84.143 Motion was made by_Langhorst, seconded by Walters, to approve the minutes<of the. August 16, .1.984. meeting. Roll call was taken on the motion.. Ayes: Unanimous Chairman Sizer called .for final plat_agproval of :Dodd Pointe lst Addition and Mr. Harold Petersen of James Hi11 Associates was in attendance, representing the-applicant, to_answer questions. 84.144 Motion was made by Heald., seconded by_Miller, to recommend to city council approval of he final plat of Dodd Font lst Addition, subject to the engineer's report dated August 30, 1984 and any other staff recommendations. Roll call was taken on the motion. Ayes: Unanimous Chairman Sizer opened the public. hearing_,to_consider the application of Cross_Nurseries, Inc. for rezoning from R-2, Single Family Residen ial, to R-A, Single Family,Agricultural, of property at 19774 Kenwood Trail. Mr. Knutson stated that the proper mailed and published notices ,have been given for this hearing. Mr. Dave Licht gave the commission members a history of this property and tated.that they recommend approval of this rezoning request.. 84.145 Motion. was made by Miller, seconded,by MacGibbon, to close the .public hearing. Roll call was taken on the motion. Ayes: Unanimous • Planning Commission Minutes September 6, 1984 Discussion followed and Mr. Donald Cross stated that he .intends to stay in the area where the buildings. are now, with any future building. 84.146 Motion was made by Langhorst, seconded by Miller,;to recommend to city council approval of ..the-applca ion of Cross Nurseries for rezonng,:from R--2, Single Family.. Residential, to R-A, Single Family Agricultural, of groperty at 19774 Kenwood Trail, subject to the planner's report of .August 29, 1984. Roll call was taken on the motion. Ayes.:. .Unanimous Chairman Sizer called for the ,review and recommendation on the application of ,lack Lankas Homes for a planned unit development conditional use permit for.. multiple dwellings in a subdivision known as Meadows. North-.and a minor .comprehensive plan change to include it in_ he 1990 Urban Service Area. Mr. Rick Sather,_architect for .Jack Lankas Homes, stated that they hoped the commission would reconsider this development and that they have made. some changes. He went-on to explain hese changes, namely 4-unit buildings in place of 8-unit buildings on the property abutting single family homes, additional parking, • more :green°spaces, number of total units, no access to Zake Marion, and price range of proposed units. Mr. McGarvey explained the ax increment financing that, perhaps, will be done on part of this parcel of land__ Mr. Lankas explained what happens on rental units in this price range, that most people who purchase them live in them, cannot afford to rent them out: If approved building would probably start in the spring. 84.147 Motion was made by MacGibbon, seconded by Langhorst, to recommend to city council approval. of .the application of Jack Lankas Homes for a-planned unit development conditional use permit for mul iple dwellings in a subdivision known as Meadows North and a minor comprehensive plan change to include it in the 1990 Urban.. Service .Area, subject to any staff-recommendations. Roll call was .taken. on the motion, .Ayes: Unanimous Chairman Sizer_called for review of ..the sign ordinance. Mr. Licht went .over a few points and .explained how this draft was arrived at. Mr._McGarvey then gave his_comments_, most of which Mr. Licht had covered. . Discussion followed. 2 Planning Commission Minutes September 6, 1984 • Mr. Knutson suggested that we could .put into the .draft ordinance that no new billboards could be put up in .the Ci y, that you can only put up one new, large .billboard if .two (2) smaller ones (close together) are_ aken down. It was also suggested that maybe some sort of minimum spacing should be included.. 84.148 Motion was made by Sizer, seconded by Walters, to_recommend to city council approval of the draft sign ordinance, subject to cleaning up the anguage,_typo errors,.. and incorporating of Mr. Knutson suggestion. Roll call was taken on the motion. .Ayes: Unanimous Under other busine s Mr McGarvey passed out to planning commission. members some information that he had run across recently regarding what the_Lakeville Center group of business- men had planned .for the City of Lakeville some years back, for the downtown area. He pointed out_that quite a bit of it had come to pass already,. .and has been for .the good of the downtown. area.. He .stated-there. s.a need for more off-street.. parking downtown. Also.. under other business JoAn Lambert said she was resigning . because of a.teaching commitment on Thursday. nights. She.. stated she. has enjoyed being a member of the :planning commission. The commission members said they had been glad to have her. on the commission and wished her well in her teaching. endeavor. 84.149. Moton.was_made by Lambert,. seconded by_Miller, to adjourn the mee ing.
