Planning Commission Meeting
19 March 1981
Chairman Pat Harvey opened the Planning Commission meeting at 7:30 p.m. in the City
Council Chambers.
Roll call was taken: Present: Antolik, Harvey, Johnson, Enright, Rice, Miller.
Absent: Geisness.
Also Present: Roger Knutson, City Attorney; Sid Miller, City Building Official;
David Licht, City Planner.
Mr. Harvey asked for a review and comment on the Planning Commission meeting minutes of
5 March 1981. Mr. Harvey noted that the figure in the last line of the first paragraph on
page 3 should read $9/square foot, not $3/square foot.
81.44 Motion was made by Enright, seconded by Rice to approve the Planning Commission meeting
minutes of 5 March 1981 as amended .
Roll call was taken an the motions Ayes: Unanimous
Chairman Harvey opened the public hearing on the application of Naegele Outdoor
Advertising Company to rezone a portion of a parcel of property from R-1, low density
single family, to R-b, medium density residential, located west of I-35, north of 210th
Street and south of 205th Street. Mr. Knutson advised the Commission that the hearing was
duly advertised and notices provided. Mr. Licht advised the Commission that the applicant
had requested an extension on the hearing relative to the platting of the property. Mr.
Tuma appeared and asked what was being considered as he has received notice of four
hearings. Mr. Licht explained the applicant had withdrawn his request for B-4 and ICD
zoning. on the westerly portion of the site and had filed a new application for R-b zoning
on the Land .
81 .45 Motion was made by Rice, seconded by Enright to close the public hearing on the application
for B-4 and ICD rezoning of the Naegele Outdoor Advertising Company property located
west of 1-35, north of 210th Street and south of 205th Street due to the applicant`s with-
drawing .the .request .
Roll call was taken on the motion: Ayes: Unanimous
Mr. Cooley appeared and stated that due to his having to contact twelve property owners
to investigate the feasibility of public sewer and water service to the site, he requests that
the hearing on the plat for the Naegele Outdoor Advertising Company property be continued
for at least one month .

81.46 Matron was made by Rice, seconded by Enright to continue- the public hearing on the
preliminary plat for the Naegele Outdoor Advertising Company's land until the applicant
has concluded evaluation of public utility service to the site and request that the discussion
be reopened .
Roll call was taken an the motion: Ayes: Unanimous
The Chairman asked for further comments from the audience. None were received.
81.47 Motion was made by Enright, seconded by Rice to close the public hearing on the application
of Naegele Outdoor Advertising Company to rezone a portion of a parcel of property from
R-1, low density single family, to R-6, medium density residential, located west of (-35,
north of 210th Street and south of 205th Street .
Roll call was taken on the motion: Ayes: Unanimous
$1 .48 Motion was made by Enright, seconded by Rice to recommend to the City Council approval of
the application of Naegele Outdoor Advertising Company to rezone a portion of a parcel
of property from R-1, low density single family, to R-6, medium density residential,
located west of I-35, north of 210th Street and south of 205th Street based upon the findings
that the existing zoning pattern allows incompatible land uses adjacent to one another and
that the proposed R-6 zone allows a wide variety of housing densities to ensure an
adequate transition zone .
Roll call was taken on the motion. Ayes: Unanimous
The applicant and audience were advised that the matter would be considered by the City
Council at their fi April 1981 meeting.
Mr. Knutson advised the Commission that the application of Clark J. Johnson for an
administrative subdivision of Lot 13, Block 21, Lenihan's Lots, Antlers Park, located on
Jasmine Avenue West was a matter which can be handled by Mr. McGarvey without formal
action by City Advisory Bodies or the City Council . Mr. Johnson, who was at the meeting,
was advised to contact Mr . McGarvey to determine the status of the matter.
Mr. Licht stated that little change had resulted in the Metro Council's review of the Lakeville
Comprehensive Plan since their last meeting. More information would, however, be available
for the Commission at their 2 April meeting.

Mr. Rice advised the Commission that he would be absent from the two meetings in April .
Mr. Harvey stated that he and Commissioner Johnson had met with the Park and Recreation
Committee on 1$ March to discuss coordination of activities. A suggestion of a joint
committee of two Planning Commission members and two Park and Recreation Committee
members had been proposed. The Commission and staff discussed the possible need for such
an additional body and concluded coordination could possibly be improved through admini-
strative means by the staff.
Commissioner Miller raised the issue of use of the swimming pool in Valley Park. After some
discussion, it was concluded that this matter should be taken to Steve Michaud and the Park
and Recreation Committee if Mr. Miller was interested in pursuing this matter further.
Commissioner Johnson questioned Mr. Knutson on the status of the Speedy Market lawsuit
against the City. Mr. Knutson stated nothing new had develoiled.
81.49 Motion was made by Rice, seconded by Johruon to adjourn the meeting.
• Voice vote was taken on the motion: Ayes.:. Unanimous
Chairman Harvey adjourned the meeting at $:35 p.m.
