HomeMy WebLinkAbout08-20-81 Lakeville, Minnesota Planning Commission Meeting 20 August 1981 Chairman Harvey called the meeting to order at 7:30 p.m. in the Lakeville City Council chambers. Roll call of the members was taken. Present: Miller, Geisness, Antolik, Harvey, Enright. Absent: .Rice, Johnson. Also present: Roger Knutson, City Attorney; Frank Kriz, City Engineer; Sid Miller, City Building Inspector. The Chairman requested a review of the 6 August 1981 Planning Commission meeting minutes. Mr. Harvey noted the following errors. Page 1, paragraph 11 should read: Roll call was taken on the motion: Ayes: Antolik, Harvey, Enright, Rice, Miller. Abstain: Geisness, Johnson. Page 7, paragraph 7 should read: Vote is a protest of the seemingly needless expenditure of public funds. 81.150 Motion was made by Enright, seconded by Miller to approve the 6 August 1981 Planning Commission minutes as amended. • Roll call was taken. on the motion: Ayes: Miller, Geisness, Antolik, Harvey, Enright. Chairman Harvey opened the public hearing on the application of Koinina Baptist Church for a conditional use permit to place a 24' x 24' building on the property for classroom use at 7570 210th Street West.. Mr. Knutson stated the hearing was duly advertised. Mr. Miller, City Building Inspector, stated that he had no problems with the site plan. Chairman Harvey read the letter of Laurence Schweich of August 10, 1981 and a letter from the Building Inspector dated. August 20, 1981. Mr. Geisness asked if a sewage problem would be noticed on one visit. Mr. Harvey stated that serious problems would have. lasting effects. Mr. Kriz said he was not sure if a problem could be noticed on one visit. Mr. Miller said that if there were a problem, there would be a need for more drain field. The distance to Cedar is so great that it is hard to believe sewage could reach Cedar. Mr. Harvey said that he visited the site and observed no sewage. Mr. Kriz recommended approval subject to inspection again before the matter goes to the Council. Mr. Harvey stated that the problem noted in the planning report had been taken care of except for off-street loading. • Mr. Harvey suggested tabling the matter to later in the meeting pending arrival of Mr. Licht. s. 81.151 Motion was made by Enright, seconded by Antolik to table the matter to later in the meeting. Roll call was taken on the motion: Ayes: Miller, Geisness, Antolik, Harvey, Enright. Chairman Harvey opened the public hearing on the application of Dennis Kalmes to build a garage over 1,000 square feet in size at 16912 Pilot Knob Road. Mr. Knutson stated the hearing was duly advertised. It was noted that the proposed 24' x 30' garage is a second garage. Mr. Miller stated that he inspected the site and said it meets the. set-back requirements. It will be located north and east of the present garage and back of the house. Mr. Harvey stated that he also visited the site. Mr. R. Jerome Trevis asked what. the garage would be used for. Mr. Kalmes replied that it was only to be used for storage, not for business. 81.152 Motion was made by Antolik, seconded by Enright, to close the hearing. Roll call was .taken on the motion: Ayes: Miller, Geisness, Antolik, Harvey, Enright. 81.153 Motion was made by Miller, seconded by Enright, to approve the applica- tion, subject to no home occupation in the building. • Roll call was taken on the motion: Ayes: Miller, Geisness, Antolik, Harvey, Enright. The matter will be set on the City Council Agenda for 8 September 1881. Chairman Harvey opened .the public hearing on the application of Northland Mortgage Company for a preliminary plat located north of Foxborough Addi- tion on the west side of Cedar Avenue consisting of single family and duplex lots. Mr. Knutson stated the hearing was duly advertised. Northland is developing 53 acres with .152 duplex units. Northland will put in 80-foot collectors instead of 60 foot as indicated. The pond to the south is for storm water. Northland will be donating additional land for park and ponding consisting of 8 acres.. Northland's representative said there are no problems with respect to Mr. Licht's report. Lots 25 and 26 have plenty of room and will be enlarged to make them comply. The cul-de-sac is 570 feet in length with a flat grade. A variance will have to be obtained or the cul-de-sacs must be changed.. Northland agreed to prepare an E.A.W. Mr. Harvey stated that he should check with the City Engineer if necessary. Mr. Kriz asked what the green area on the plat was. Mr. Tauer stated that it was park land and pond. Mr. Kriz stated the plat had to be reviewed by the Parks and Recreation Committee. Mr. Harvey stated that -2- it had not been reviewed by Parks and Recreation yet. Northland's repre- • sentative said that there would be .the same covenants on the 2nd addition as on the lst. Mr. Kriz said the outlot for storm water should be through the pond, not through the park. Mr. Tauer said this would be done. Mr. Antolik asked if the cul-de-sac could be shortened. Mr. Tauer said they could shorten it, but not without great difficulty. Mr. Harvey asked if their present plat design would lock the adjacent land owner into install- ing a collector street. Mr. .Kriz said it is the logical plan for a collector and would be built there in any event. Mr. Tauer said the twin homes. would sell for $67,000.00 and the single family for $79,000.00. Mr. Tauer said .the density was 3.05 units per acre. Mr. Tauer said Northland does not build homes. He said they select several builders to get a variety. Mr. Antolik suggested the developer work with the engineer on the design of the cul-de-sacs.. Mr. Antolik asked if sidewalks would be put on the cul-de-sacs. Mr. Tauer said no. Mr. Geisness expressed concern about the one short street on the plat with a 90° angle. Mr. Tauer said that was the only possible design because of the distances between the streets. 81.154 Motion was made by Mr. Geisness, seconded by Mr. Antolik to continue • the public hearing. Roll call was taken on the motion: Ayes: Miller, Geisness, Antolik, Harvey, Enright. Chairman Harvey opened discussion again on the Koinina Baptist Church request. Mr. Geisness noted that Mr. Licht's report said certain problems had not been solved. Mr. Harvey noted the set backing had been taken care of by the new place- ment of the building. They have identified a loading dock. Mr. Harvey asked Mr. Miller if the building was okay. Mr. Miller said it was acceptable on a temporary basis. The church spokesman said it would be used for two years. Mr. Miller said it would be set on concrete piles. There would be no bath- room in the building. The children would have to use the bathrooms in the church. Mr. Geisness said he wanted to hear from the planner before acting. Mr. Harvey said he was concerned about the temporary nature of the build- ing. Mr. Miller said he did not think there would be any sewer problem because it is on a 10-acre site. Mr. Miller stated that the building would • comply with the Uniform Building Code. If it is to be a permanent structure, it .should have two bathrooms. -3- t Ms. Enright said she wanted to hear from the planner before making a • decision. 81.155 Motion by Enright, seconded by Miller, to continue the public hearing to September 3, 1881. Roll call was taken on the motion: Ayes: Miller, Geisness, Antolik, Harvey, Enright.
