i Planning Commission Meeting
3 September 1981
Chairman Patrick Harvey called the meeting to order at 7:35 p.m. in the Lakeville
City Council Chambers.
Roll call of members was taken: Present: Geisness, Antolik, Harvey, P1i11er.
Absent: Johnson, Rice.
Also present: Roger Knutson, City Attorney; Sid Miller, City Building Official;
David Licht, City Planner; Nancy Enright, City Council; Robert PJelson, City
Council.
The Chairman requested a review of the Planning Commission meeting minutes of
20 August 1981. P1r. Harvey noted that on page 3 under the discussion of the
Koinonia Baptist Church the third item should read "...the set back..." not
"...the set backing...".
81.156 Motion was made by Antolik, seconded by Geisness to approve the 20 August 1981
Planning Commission meeting minutes as amended.
Roll call was taken on the motion. Ayes: Unanimous.
The Chairman opened the continued public hearing on the application of Koinonia.
Baptist Church for a conditional use permit to place a 24' x 24' building on
the property for classroom use at 7570 210th Street t-Jest. Reverend Dennis
Kolbrek appeared on behalf of the applicant. Chairman Harvey asked if there
were any questions. Mr. Geisness stated that he did not see any way in which
the City could deny the request. He, however, felt that the. building was not
attractive, but that the City should not get into the business of Tegisiating
personal taste. Pastor Kolbrek stated the Church would attempt to make the
building as attractive as possible.
81.157 Motion was made by Miller, seconded by Geisness, to close the public hearing.
Roli call was taken on the motion. Ayes: Unanimous.
Mr. Antolik questioned the construction of the structure and if there could. be
some assurance of eventual removal of the building. P1r. Knutson stated that
placing time limits on conditional use permits has not been the City's policy.
Mr. Antolik questioned if the structure met the State Building Code. Mr. Sid
Miller stated that on a temporary basis and through a special exemption that
it did. He provided the Commission with a copy of the provision from the
Code which Mr. Harvey read aloud. Pastor Kolbrek stated that the building
would be used for one hour on Sundays and one and one-half hours on tJednesday
evenings. Mr. Harvey stated his concern was not the use as proposed, but
the potential use. He stated protection of the City was the .issue as too many
times stipulations which are part of a conditional use permit are not followed
through. Pastor Kolbrek stated there were limiting factors governing the

Church's operation which would protect the City. Mr. Geisness suggested a
review of the conditional use permit in forty-eight months. Reverend Kolbrek
stated that this would be no problem.
81.158 Motion was made by Geisness, seconded by Antolik, to recommend to the City
Council approval of the application of Koinonia Baptist Church far a con-
ditional use permit to place a 24' x 24' building on the property for class-
room use at 7570 210th Street West contingent upon the following stipulations:
1. .That the conditional use permit and operation be re-evaluated by the
City forty-eight months after approval;
2. That the building be setback ten feet from the parking lot and not be
placed on the drainfield;
3. That the loading area be allowed-at a reduced 9 foot by 20 foot dimension;
4. That if the use of the building is discontinued for a six month. period
that it be removed from the property;
5. That use of the building for other than classrooms be subject. to review
and approval by the City.
Roll call was taken on the motion. Ayes: Unanimous
Pastor Kolbrek was advised that the request will come before the Gity Council
at their 8 September meeting.
The Chairman directed the staff to provide the Commission with an update on the
status of the Comprehensive Plan. Mr. Knutson and Mr. Licht outlined the revisions
and concepts which are presently being considered.
Mr. Harvey noted that with the appointment of Mrs. Enright to the City .Council,
the Planning Commission is short one member. He stated he hoped the City
Council would proceed immediately to fill the vacancy.
81.159 A motion and resolution 'was introduced by t1r. Geisness, seconded by Mr. Harvey,
that the Planning-Commission wished to recognize Nancy Enright's diligent and
faithful service to the citizens of Lakeville through her past four years of
service on the Commission. Furthermore, the Commission wishes her well in
her new position as City Council member and is hopeful that she will continue
to serve the community through the exercise of her good and informed judgement.
Roll call was taken on the motion and resolution. Ayes: Unanimous

81.160 Motion was made by Antolik to adjourn the meeting.
Voice vote was taken on the motion: Ayes: Unanimous
Chairman Harvey adjourned the meeting at 8:20 p.m.
