RESOLUTION ESTABLISHING HUNTING COMMITTEE AS A SUBCOMMITTEE OF
THE PARK AND RECREATION COMMITTEE AND ADOPTING
BY-LAWS FOR THE PARK AND RECREATION COMMITTEE
WHEREAS, the Hunting Committee was originally established in 1984 and reactivated
in 1991 to monitor hunting activities in Lakeville to ensure safe hunting practices and designate
hunting zones within the City limits; and
WHEREAS, the areas in which hunting is still permitted have been reduced as have the
issues that the Hunting Committee must consider; and
WHEREAS, the Hunting Committee members support consolidating the committee into
a subcommittee of the Park and Recreation Committee; and
WHEREAS, the City Council has determined that the Hunting Committee be a
subcommittee of the Park and Recreation Committee; and
WHEREAS, the Hunting Subcommittee shall consist of three (3) members and .one
alternate and would continue to meet on an as-needed basis.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Lakeville:
1. The attached by-laws for the Park and Recreation Committee are hereby adopted.
2. The unnumbered resolution adopted March 3, 1975 which created the Park and
Recreation Committee is hereby repealed.
ADOPTED this 17th day of April , 2000, by the City Council of the City
of Lakeville.

PARK AND RECREATION COMMITTEE
BY-LAWS
GOALS:
The primary purpose of the Park and Recreation Committee is to act in an
advisory capacity to the Lakeville City Council in the formulation of ahigh-quality life for
.Lakeville citizens through the protection of its natural resources, its scenic, historical,
and aesthetic values, and by the development of compatible recreation facilities for
public enjoyment.
RESPONSIBILITIES:
1. To act in an advisory capacity to the Council regarding park ordinances.
2. To make recommendations regarding development and maintenance of all parks. .
3. To review and make recommendations to each newly proposed plat or subdivision
for future development of parks and recreational purposes.
• 4. To develop and continuously review a comprehensive plan, both of long. and short
range development, for a park system and recreation program.
5. To form any committees within its .own body necessary. to perform functions and
duties of a park committee.
6. To work in an advisory capacity with the Park and Recreation Director in the
formulation of a budget (which may have been submitted by department heads), to
.include operation, maintenance,. acquisition and development of parks, also
recreational programs.
7. To work with the Park and Recreation.. Director in the development and review of a
capital improvement budget and other long range plans.
8. To review all proposals for parks and. recreation as authorized by City Council
9. To work in conjunction with all other committees and organizations to develop
cooperation and efficiency within the City of Lakeville.

input to all parks and recreation matters.

11. To make recommendations to the City Council concerning hunting. Prior to making
• a recommendation, input of the Hunting Subcommittee may be solicited and
considered.
MEMBERSHIP:
1. The Park and Recreation Committee shall be composed of seven (7) members
appointed by he City Council for a term of three (3) years.
2. The seven member committee shall serve without compensation. However, the
Park and Recreation Committee. may, with the consent of the City Council, ,incur
expense that is deemed necessary..
3: Any member of-the Park and Recreation Committee may be removed from office
.with or without cause by a 4/5 vote of the entire City Council
4. Any member of the Park and Recreation Committee who .misses three. (3)
consecutive meetings or a total of one-third of all meetings. in a calendar year, due to
unexcused absences,. shall automatically be removed from: office without City
Council action, and the City Administrator shall notify the member. of his or her
removal. Excused absences include: a serious personal or family medical
condition, death in the immediate family, or unanticipated. work-related commitment.
It shall be the duty of each member to notify the staff liaison or recording secretary if
the member will be unable to attend a meeting.
5. One alternate member shall be appointed by the City Council to the Park. and
Recreation Committee. The terms of office for alternate members shall be for one
year. Alternates are encouraged to attend all meetings and take part in discussions.
Alternate members shall act as regular voting members in the absence of any
regular member.
6. The Committee shall elect a chairperson, vice-chairperson, secretary, and other
subcommittee offices from among its appointed members, for a term of one (1) .year,
also any additional committee assignment as may be deemed necessary.
PROCEDURE:
1. All proposals to be submitted to the Committee shall normally. be in two .weeks in
advance of-the next meeting and shall be placed on the agenda of a regular
Committee meeting. Additional information. of any proposal shall be supplied at the
request of the Committee.
2. Recommendations of the Committee shall be made as soon as possible.
3. Special meetings may be called by the chairperson of the Committee. The
• chairperson shall make a sincere effort to contact all members.

. 4. Agenda shall be prepared, published, and sent to .Committee members five (5) days
before the next regular meeting.
5. A Committee quorum shall consist of a minimum of four (4) members.
6. The Committee shall normally hold at least one regular meeting each month. It shall
adopt rules for the transaction of .business and shall keep a record of its resolutions,
transactions, and findings, which record shall be a public record.
HUNTING SUBCOMMITTEE:
1. Establishment: A Hunting .Subcommittee of the Park and Recreation Committee is
established.. The purpose. of the subcommittee is to advise the Park and Recreation
Committee and City Council on hunting related issues, including the establishment
of hunting zones.
2. Appointment: The City Council shall appoint three (3) members and one alternate to
the subcommittee. Subcommittee members need not be members. of the Park and
Recreation Committee.. The Chief of Police shall be the City staff liaison to .the
subcommittee. The alternate member of the subcommittee shall vote and act as a
member of the subcommittee in the absence of any. regular member.
• 3. Office Terms: Terms of subcommittee members shall be two (2) years, except that
the term of the alternate member shall be one year.
4. Removal from Office:
a. Subcommittee members may be removed from office with or without
cause by a 4/5 vote of the entire City Council

2. Meetings shall be held in the City Council Chambers.
3. A quorum shall consist of a simple majority of the number of duly appointed
members. A quorum shall be .necessary to conduct regular meetings.
4. Roberts Rules of Order, Revised, shall govern the conduct of meetings, .except
where these rules shall conflict. In the event of conflict, these rules shall take
precedence.
