RESOL UTIONESTABLISHING RESIDENT/NON-RESIDENT
REGISTRATIONPOLICYAND TOUCH TONE REGISTRATION
WHEREAS, the Parks and Recreation Department has determined a need,
through its mission. statement, to provide recreation programs for the residents of the City
of Lakeville; and
WHEREAS, a policy needs to be established to assure that residents are assured
priority registration consideration.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Lakeville that the following policies are hereby accepted.
Resident priority registration:
Residents are defined as youth, families and adults living within the corporate limits of the
City of Lakeville. For all general programs, residents will be given priority registration for
an established time frame of two weeks immediately following delivery of the recreation
program brochure. During that registration time, non-residents will be allowed to register
but will be placed on a waiting list in the order they were received. At the. end of the
resident priority registration period, non-residents will be registered into available
program openings.. If program openings remain after the resident and non-resident
registration periods, those spots will be filled as registrations are received daily, on a first-
come, first-serve basis, regardless of residency status.
Exempt pro rg ams:
Participants who live or work within ISD #194 or City of Lakeville boundaries will be
given residenfi status for programs co-sponsored with ISD #194 or hosted at an ISD #194
facility. Examples include, but are not be limited to:
• Adaptive programs
• Dance classes -youth and adult
• Firearms Safety Training
• Space Camp
All participants, regardless of residency, will be given resident status for the following
programs:
1. .South of the River Recreators (SORB) programs, i.e.:
• Groundpounders Running Series -Pan-O-Frog Run
• SORR Trips
2. Safety Camp
Adult athletic league registration polio
For leagues which are held at ISD #194 school facilities (i.e., volleyball and .basketball):
• Teams who wish to register as a Lakeville team must consist of at least 50% of players
who live or work within Lakeville city boundaries or Independent School District #194.
For leagues which are held at City of Lakeville facilities (i.e., volleyball and softball):
• Teams who wish to register as a Lakeville team must consist of at least 50% of players
who live or work within Lakeville city boundaries.
Starting with the 2000 Summer Recreation Brochure, program registration will be accepted
through the following avenues. Resident/non-resident status remains the same as listed
earlier.
Touch-tone: Phone lines are open 24-hours a day. Touch-tone service is available
for all recreation programs with the exception of athletic leagues and
reservation of facilities.
Mail-in: Registration forms can be sent to: 20195 Holyoke Avenue, Lakeville,
MN 55044.
Walk-in: Lakeville City Hall, corner of County Road 50 and Holyoke Avenue.
Water Treatment Facility,185d1 Street and Ipava Avenue.
Drop boxes: After-hours drop boxes are available at Lakeville City Hall; 20195
Holyoke Avenue; Water Treatment Facility, 185 Street and. Ipava
Avenue; Liquor Store #2, Cedar Avenue & 160 Street; and Liquor
Store #4, County Road 46 and Kenrick Avenue.
Payment for all program registrations, athletic leagues and facility reservations can be
made with cash, check or credit card (MasterCard or VISA.) This policy will be reviewed
annually.

April, 2000.
