.RESOLUTION ADOPTING
SNOW AND ICE CONTROL POLICY
WHEREAS, it is the City of Lakeville's responsibility to perform snow and ice removal
services on public. city streets and designated pedestrian sidewalks and trails, and
WHEREAS, reasonable snow and ice control is necessary for routine travel and
emergency services, and
WHEREAS, the snow and ice control policy allows the city to provide snow and ice
control services in a safe, efficient and cost effective manner.
NOW, THEREFORE, BE IT RESOLVED the. City of Lakeville authorizes adoption of the
Lakeville Snow and Ice Control Policy, attached.
• APPROVED AND ADOPTED this 18 day of January , 2000, by the
City Council of the City of Lakeville.

SNOW AND ICE CONTROL POLICY
I. PURPOSE
The purpose of this policy is to establish and maintain uniform definitions and
procedures concerning snow and ice control operations by the City of Lakeville.
II. OBJECTIVE
It is the goal of the City of Lakeville. Public Works Department to maintain city roadways
during the snow and ice season in order to assure delivery of emergency services and
provide access#o the motoring public.
III. PROCEDURE
The Operations & Maintenance Director, Street Department Superintendent or his/her
designated representative will determine when to begin snow and :ice control
operations.
In General:
• A. Every year the Operations and Maintenance Department .prepares snow
removal and ice control route maps. These maps are carried on all snow
removal and ice control equipment and are not altered except for public
safety emergencies.
B. Any snow, freezing rain, sleet or wind conditions contributing to drifting
" may require operations to begin, depending on their effects to city
roadways.
C. Mainline plowing operations will occur upon the accumulation of
approximately two or more inches of snow.
D. Cul-de-sacs will be plowed to -the center whenever possible with the
intention of bulk snow storage in this area. Exceptions will be defined by
the Street Superintendent or his/her designee after identifying a special
need or circumstance.
E. Application of salt/sand or other chemicals will occur as a secondary effort
following snow plowing, except for major intersections or critical areas
where needed.

F. Removal of snow from bridge shoulders, medians, and intersections may
occur at some time after snow and ice control operations are complete.
• Normally, these efforts will occur during regular work hours.
G. All plow routes will be checked. and .re-plowed as needed during the next
regular work days following mainline plowing efforts..
H. Additional plowing, scraping, and/or application of chemicals or abrasives
will occur as determined by the Director of Operations & Maintenance,
Street Superintendent, or his/her designee. Whenever possible, these
additional operations will continue during normal work shifts.
I. Snow plowing and ice control on county roads is the responsibility of the
Dakota County Highway Department. State highways are the
responsibility of the Minnesota Department of Transportation.
J. During extraordinary snow and ice events, additional personnel and
equipment may be utilized to supplement normal mainline and cul-de-sac
operations. During periods of extended continuous snowfall or freezing
rain, operations may be focused on primary transportation routes and
.emergency service delivery locations and may be performed on a Limited
scale.
K. Snow removal and/or ice control operations will be coordinated with police
. and fire operations to accommodate emergencies. In the event a blizzard
emergency is declared by the. Police Chief or his/her designee, the City
Council approved Emergency Operation Plan-Blizzard Emergency Annex
M, will take precedence over Snow and Ice Control Policy.
L. The city has classified city streets based on the street function, traffic
volume, and importance to the welfare of the community. Accordingly,
snow plow routing is designed to provide the maximum possible coverage
to higher volume safety sensitive areas first.
M. On-street parking is not allowed during snow removal operations per City
Code, attachment A.
N. Safety of personnel and the public will always be priority in snow removal
and ice control operations.
IV. BOULEVARD CONSIDERATIONS
Snow and ice is stored on the public boulevard area adjacent to the street (normally 7 to
13 feet behind the curb). Any object that could hamper or be damaged by snow
removal operations should be removed from this area {fences, landscaping, etc.) Trash
awaiting pick-up should beset in at least eight feet behind the curbline. Mailboxes

should be installed no less than 48"above the street level and should not extend
• beyond the back of the curb.
A. Mailboxes actually hit by a snow plow will be the responsibility of the city
to replace, per City Council Resolution No: 99-290, Attachment B.
B. Snow removal near mailboxes is completed by city as safe as possible to
not damage mailbox. It is mailbox owners responsibility to remove any
excess snow for mail delivery.
C. Most of the mainline plowing vehicles are equipped with a front plow and
side wing fortwo-pass plowing of most residential streets. Plows are
angled to the right for plowing from the centerline of the street toward the
curb. For this reason, a certain amount of snow will be deposited in
driveways, and on boulevards. The city does not plow private streets,
accesses or driveways.
D. The city will maintain some of the pedestrian sidewalks and trails in the
city, per pedestrian sidewalk/trail snow removal routes, Attachment C. As
there is a limited number of personnel available, the city will only maintain
these sidewalks after the streets have been plowed. All other sidewalks
are the responsibility of the owners and/or occupants, per City Code,
Attachment D.
• E. The city will repair turf damage on boulevards which was the direct result
of plowing beyond the back of the curb. All other damage within the public
right-of-way is the property owner's responsibility (i.e. shrubs, bushes,
rock, trees, irrigation systems, etc.)

A. No owner of a motor vehicle, trailer, boat, snowmobile, or seasonal vehicle
shall leave, park, or permit the same to stand on any city street or alley for
more. than forty eight (48) hours.
B. No owner of a motor vehicle, trailer, boat, snowmobile, or seasonal vehicle
shall leave, park, or permit the same to-stand on a street or alley after a
snowfall of such amount which reasonably requires the plowing and
clearing of city streets and alleys until the street or alley has been plowed.

MAILBOX RERLACEMENT POLICY
DURfNG SNOW AND !CE CONTROL SEASON
WHEREAS, this resolution will replace Lakeville Resolution 92-17, (Damaged
Mailbox Replacement Policy) in its entirety, and
WHEREAS, the l.akeviile Street Department may inadvertently damage
mailboxes and support posts by direot contact with city snowplows, and
WHEREAS, the city is accepting responsibility for replacement or reimbursement
far replacement of mailboxes per the following policy:
• .Only mailboxes actually .hit, by a snowplow, will be the responsibility of the city to
replace or reimburse. .
• The city will not be responsible for .damage to mailboxes or support posts caused by
• snow or ice coming in contact with the mailbox.. - .
• At the mailbox owners request, the city.wiif, replace the mailbox with a standard size
non-decorative metal mailbox and. replace the support post as necessary with a
..minimum 4" x 4", decay resistant wood support post, .both installed by the city, or
_ The city will reimburse the mailbox owner ~b0.00 for the replacement of the mailbox
and post by others..
AND, WHEREAS, replacement or option. reimbursement per policy will satisfy. city's
responsibility for damage to mailbox.
NOW, THEREI=ORE, BE IT RESOLVED, that the City .Council of the City of Lakeville
.adopts this Resolution establishing a snow and ice season mailbox replacement policy
on this 13th day of December , 1999.

SECTION 7-3-8 SNOW AND ICE REMOVAL FROM SIDEWALKS
A. Owners and occupants of real property are required to maintain public
sidewalks abutting their property to prevent a public nuisance affecting the .
safety of the general public.
B. It shall be unlawful for the owner or the occupant of real property to fail to
remove snow and ice from sidewalks abutting their property within forty-
eight (48) hours after the snow or ice has been deposited.
C. After giving. the owner or occupant of real property not in compliance with
this section two days advance written notice of noncompliance, the city
may cause the snow or ice to be removed and may assess the cost
against the property owner in accordance with Minn. Stat. §429.101.
D. Penalties.
1. Any person who violates this section shall be guilty of a petty
misdemeanor and shall be punished by a fine of up to one hundred
dollars ($100.00).
2. A separate violation occurs each day that a violation hereunder
continues.
