AUGUST 20, 2007
Judge Thomas Poch administered the Oath of Office to
Council Member Kerrin Svvecker.
Mayor Dahl called the meeting to order at 7:00 p.m. The pledge of
allegiance to the flag. was given.
Attendance was noted. Present: Council Members Bellows, Svvecker,
Rieb, Wulff and Mayor Dahl
Also present: R. Knutson, City Attorney; S. Mielke, City Administrator; K.
Nelson, City ..Engineer; D. Morey, Planning Director; D. Feller, .Finance
Director; S. Michaud, Parks 8~ Recreation Director; T. Vonhof, Police Chief;
D. Volk, Operations & Maintenance Director; B. Anderson, Assistant to City
Administrator; C. Friedges, City Clerk.
Mr. Mielke provided a revised memorandum for consent agenda item bf,
which clarifies that according to State Statute the appointment of a
council member to the HRA shall be made by the Mayor, with. the
Council's approval.
Presentations/Introductions
Chief Nelson presented the Lakeville Fire Department report for the period
of January-June, 2007.
Chief Vonhof presented the Police Department July monthly report.
Steve Michaud presented the July monthly report of the Parks &
Recreation Department.
Citizens' Comments
Mr. Joe Neidermeyer, 10199-2051h Street W., asked about the status of his
letter asking for Council approval of a resolution requesting the
impeachment of President Bush and Vice President Cheney. Mr. Mielke
stated the Council members have expressed no interest in considering
such a resolution.

Mr. Colin Lee, 17372 Jalisco Lane, stated he co-signori Mr. Neidermeyer's
letter and urged the Council to consider their request.
Consent Agenda
Mr. Mielke highlighted consenf agenda items 6f, bi, bk and bm.
07.61 Motion was made and seconded to approve the consent agenda items
as follows:
a. Claims for payment.
b. Minutes of the August 6, 2007 City Council meeting.
c. Jury Investment Report.
d. Receive minutes of the August 2; 2007 Planning Commission and the....
August 1, 2007 Parks, Recreation. & Natural Resources Committee
meetings.

e. Community Development Block Grant Subrecipient Agreement with
Dakota County Community Development Agency for Program Year
2007.
f. Council approval of Mayor's appointment of Kerrin Swecker to the
Housing. and Redevelopment Authority of Lakeville, MN.
g. Amendment to the Administrative Services Agreement. with ICMA
Retirement Corporation.
h. Resolution No. 07-137 authorizing the sale of a forfeited vehicle.
i. Hunting zone map for the 2007-08 hunting season.
j. Renewal of tree work license for Ciardelli Tree & Landscaping.
k. Appoint Aaron Tinklenberg to the Telecommunications Commission
for the remainder of a term expiring on l 2/31 /O8.

Police Department project.-

member Wulff to the Metropolitan Council Transportation Advisory.

Roll call was taken on the motion. Ayes, unanimous.
Item 7 - Nondegradation Report Submittal
City Engineer Keith Nelson .introduced Len Kremer .from Barr Engineering
Company, who .presented the City of Lakeville Nondegradation Report
for submittal to the Minnesota Pollution Control Agency for selected MS4
permit requirements. He .explained that as a result of a settlement
between .the Minnesota Pollution Control Agency (MPCA) and the
Metropolitan Council Environmental Services (MCES), the MPCA is
requiring submittal of nondegradation reports as part of their permit
requirements for discharge of storm. water associated with municipal
• storm water systems. The 30 fastest growing cities in the metropolitan area
are .now required to submit nondegradation reports. The intent of the
report is to determine whether or not best management practices can be
implemented in the city to return pollutant loads from 2020 back to 1988
levels, which is when. state .nondegradation rules were originally passed.
Mr. Kremer summarized the recommendations of the Nondegradation
Report.. He stated the report has been forwarded- to the Vermillion River
and .Black Dog Watershed Management Organizations, and both
agencies have indicated that the plan meets their goals.
07.62 Motion was made and seconded to authorize .submittal of the City of
.Lakeville Nondegradation Report to the Minnesota Pollution Control
Agency for review and public comment.
Roll call was taken on the motion. Ayes, unanimous.
New Business-none
Announcements -
Mr. Mielke .reported that .although Lakeville received significant .rainfall
over the past week,. the City remains in a drought condition. Water levels

in the City's wells are down about 10 feet from where they should be this
time of year, although the recent rains have helped recharge the wells by
about 40 feet from where the levels were two weeks ago.
Mr. Mieike also reported that Police Officer Ron Hvinden, who is a
member of the National Guard, has been deployed to southern.
Minnesota to assist with. flood relief in than area of the state. Sergeant
John Kornmann, the City's Emergency Management Coordinator, as well
as public works personnel, may also be called to assist with flood relief.
They have not been called as of this time.

Mayor Dahl adjourned the meeting at 8:00 p.m.
