TRUTH IN TAXATION PUBLIC HEARING
DECEMBER 11, 2006
Mayor Johnson called .the meeting to order at 7:00 p.m. Roll call was
taken. Present: Council Members Bellows, Wulff, Luick and Mayor
Johnson. Absent: Council Member Rieb.
Also .present: S. Mielke, City Administrator; D. Feller, Finance Director;
C. Friedges, City Clerk.
Mayor Johnson opened the public hearing on the proposed. 2007 budget
and tax levy. Finance Director Dennis Feller provided an overview of the
proposed budget and tax levy.
Mr. Feller explained that the 2007 budget is the same as the previously
adopted preliminary budget, with the exception of a $17,733 reduction
in the. Street Department budget. He explained that staff is proposing
the acquisition of three dump trucks .rather than the rental of graders.
He explained that the acquisition of trucks is more cost effective and
efficient than renting graders. The Equipment Fund, therefore, is being
increased by $369,350 for the acquisition of the three dump trucks. The
acquisitions will be financed with the issuance of Equipment Certificates
of Indebtedness.
Mr. Feller also pointed out that the preliminary budget contemplated a
3% increase in sanitary sewer user rates. The proposed budget
adjustments eliminate the necessity to increase sanitary sewer rates in
2007.
The total tax levy for 2007 is $19,942,716. Mr. Feller explained that the
levy is the same as the preliminary levy adopted in September.
However, the levy is being reduced by $17,733 due to the elimination of
.the grader rental and is being increased by $50,914 for the purchase of
three dump trucks. The levy is also being reduced by $33,181 as a
result of receiving very favorable bids for the ice arena bonds.

Bob Kindelspire, 20630-207t" Court, raised a concern regarding. the
increased valuation of his home and the corresponding increase in his
property taxes.
Mayor Johnson explained that the City does not determine market value
of residential property. That is handled by the Dakota County Assessor's
Office. Mr. Feller suggested that Mr. Kindelspire contact the assessor's
office to get an explanation of his valuation and a comparison of similar
homes in the area.
Greg Vandergrift, 19049 Inndale Drive, stated his taxes increased 12%,
which he feels is excessive. He also questioned the increase in his
valuation.
Mr. Feller explained that taxes on an average residential property in
Lakeville increased 6%. It would appear that Mr. Vandergrift's increase
is the result of a market value increase on his property. He suggested
Mr. Vandergrift also meet with the Dakota County Assessors Office.

proposed 2007 budget and tax levy.
Roll call was taken on the motion. Ayes, unanimous.
Mayor Johnson stated that adoption of the final budget and tax levy will
be considered at the regularly scheduled City Council meeting of
December 18, 2006.
06.103 Motion was made and seconded. to receive written comments from the
following property owners: Dan Anderson (no address given), Arthur &
Myrna Meinhardt (16530 Judicial Road) and Jay Peterson (17225
Eagleview Drive).
Roll call was taken. on the motion. Ayes, unanimous.
Mayor Johnson adjourned the meeting at 7:37 p.m.
