RESOLUTION NO. os-144
RESOLUTION STATING NON-SUPPORT OF NOISE WALLS
ON CEDAR AVENUE WITHIN THE CITY OF LAKEVILLE
IN CON]UNCTION WITH THE CEDAR AVENUE
BUS RAPID TRANSIT PRO]ECT
WHEREAS, the Cedar Avenue Bus Rapid Transit (BRT) project being developed by
Dakota County identifies two noise wall segments in the City of Lakeville which meet the
feasibility criteria for implementation; and
WHEREAS, two of the five locations meet FHWA and MnDOT established cost
effectiveness criteria for noise walls; and
WHEREAS, Dakota County, in accordance with federal and state regulations and in
coordination with the City of Lakeville, formally solicited input from 30 residences directly
adjacent to the two identified noise wall segments; and
WHEREAS, the residents were asked whether they support the construction of noise
walls; and
WHEREAS, 8 of the 13 residences that responded do not support constructing noise
walls; and
WHEREAS, the City is concerned with noise impacts along the entire Cedar Avenue
corridor, not just the two locations that meet the feasibility criteria for noise walls; and
WHEREAS, the City requests alternative noise mitigation with 6 - 8 foot privacy
fences and berming with landscaping on both sides of Cedar Avenue adjacent to all
residential areas impacted by the widening of the shoulders for BRT traffic.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville,
Minnesota that Dakota County is formally requested to not include the construction of noise
walls as part of Cedar Avenue BRT project.
BE IT FURTHER RESOLVED that Dakota County is requested to mitigate. noise with
alternative measures such as fencing, berming and landscaping adjacent to all residential
areas impacted by the widening of the shoulders for BRT traffic.
