Antolik called the meeting to order at 8 PM with /~tolik, Lutgens, Campbell,. Jo jade, and Spande answering roll. (Hazel caune at 8;20 FM.} Also present were R• Knutson,. Attorney, and Dave Goodermont, Building Inspector, M. Curry, Council. 76.97 P~Iotion by Jojade-Lutgens to approve the minutes of the meeting held July lst. Motion carried. :Review of Council Meeting .minutes. of June 21st was made, and the agenda of the meeting held July 6th. PU BhIC HEARING, RICHARD M. UNGER, applicant for variance. to construct a Home below the desired height of 12~+ above street level, Lot 8, Block 2, Kingswood Estates, was begun. R. Knutson attested to the .legality of the. hearing, publication and notification. p. Goodermont 'was asked his opinion by G. Spande. Dave .replied he had been there several times--there will ba a swale constructed to take care of the Bran- age and he drainage will run fromfront to back. 76.98 Motion to close the above public hearing, R. Unger, applicant, was made by Lutgens and Campbell. Lutgens, Campbell, Jojade, Spande, and Antolik voted naye'~. Motion carried. 76.99 A recommendation to grant desired variance to R. Unger was made by Spande and Jojade. Campbe~a ~a~~6, Spande, Antolik, and Lutgens voted ~+aye f~. Motion .carried. • PUBLIC HEARING, CITY OF LAKEVILLE, to consider the amending of Ordinance 42, by adding to Section 25.8 (2) f, as follows; pne and two-family dwelling units here- . ina,fter erected shall be so located that at least a two (2) car garage, either attached or detached, can be located on the lot in conformance with the setback requirement. At the time a building permit is requested, the applicant sha1.1 submit a site plan which indicates the dimensions and location of a two-car garage. Attorney Knutson attested to the legality of: above public hearing. '6.100 Jojade-Lutgens moved and seconded a motion to close this, public hearing. Voting naye~, were; Jojade, Spande, Hazel, Antolik, Lutgens,'and Campbell. Motion carried. 76.101 Recommendation is to be made to Council to approve above public hearing of the City of Lakeville to amend Ordinance No. 42, Section 25.8, (2) f, added-- upon motion by Jojade and Lutgens. Motion carried, with Spande, Hazel, Antolik, Lutgens, Campbell,' and. Jojade voting f~aye~~. A discussion and examination of Dave Goodermont~s proposal for fence ordinance amendment was begun. Comments were generally good. Campbell, Lutgens, and Jojade were concerned with repair and maintenance, .Hazel asked about the industrial fence. He was told that the barbed wire, if fence were to be topped, would be within the lot line, Hazel. wished to know what happens to fences that already exist but do not meet ordinance requirements. R. Knutson :replied that they are either (1) grandfathered in, or (2) more difficult, asystem of :.amortization can be used. • Roger Knutson was asked to work on the ordinance and bring it in suggested form next meeting. Dave Lieht was unable to attend this meeting, so a discussion of Urban Services Area Policies Plan will take place next meeting, August 5th. (1) P. C. l5 July 1976 1 Planning Commission Minutes lj July 1976 Page 2 Councia member, M, Curry, spoke of being Chairperson for Metro Waste .Committee, and asked for suggestions from Planning Commission Members of topics they would be :interested in and information they might `be seeking--f~where acre the problem areas, what do you need to imow about7` The..thrust of this conference isgoing to be at appointed people. ~ Haze1 spoke of 'two things: (1} asxing for a member of Staff to came to' our meeting,.. and (2} what is .thee overall objective of their plans. ~ possible meeting., work session type o€ meeting, will be set up 29th of July,-or the 26th of August--to be followed, perhaps, by one in,Oetober. attending this meeting will be Congressman Jensen, R. Hoffman or Mr• Bahland, Dave Licht, Mayor and Council, and Planners.. G. Spande will attend Council meeting 19th July.. to answer any. questions Council may ask concerning Planning:.Commssionminutes. D. Gooclermontspoke of two possible public .hearings in the future concerning variances, one concerning different type'of home and the other a below grade situation. 76.101 Motion to adjourn the meeting was made by Spande-Campbell.
