MUNICIPAL BUILDING - AIRLAKE FARK
In the absence of Chairman Hank Lau, Vice-Chairman Haglund 'called the meeting
to order. Haglund, Antolik, Campbell,. Lutgens, and Jojade answered roll call. The
~ii.nutes of the January 16th meeting were read. Jojade and Campbell moved and seconded
approval of minutes. Motion carried.
Mr. Stephen Ryan of Midwest Planners was introduced to Commissioners by Building
Inspector '°Buss" Ackerman.
Mr. Ryan talked about new method of working procedures between developers, Planner,
Council, Building Inspector, Commission, and the two Committees. Mr. Ryan's plan is to
hopefully spread tl~e cost of public hearings, etc., to the developer, or applicant,
"It is proposed to have a simple way of .handling the process and one that is easily
fohowed", Mr, Ryan said.
A11 members had been furnished copies of "Procedures for Zoning and Subdivision
Legislative Actions" and "An Ordinance .Amending Ordinance No. ~+2". These are also filed
with these minutes. "Procedures" has to do with proposed procedural time line.. After
discussion it was. generally agreed that this may have to be reconsidered as Mr. Ryan
had been unaware. that all plats now have to be sent to Dakota Co. Planner.
The proposed amending ordinance has to do with fees to the applicants. Abase
.fee of $50 is proposed, to be paid by all. applicants--plus other charges to defray
• the additional costs of processing, mainly time and materials--which will differeniate
according to the application. Planner Ryan will be coming to Lakeville, probably the
first and third Mondays of the month, on an appointment basis. Appointanents are to be
made at City Hall.
It was generally thought by all present that not<all applications for public.
hearings, i.e. variances for one foot below grade, side-yard setg-backs, etc., need not
necessarily have.Planner inpput. It was voiced that mayb~ ssiblegon and s~ahf~ would.
talk about what variances should be referred to Planner. o ption m~.g a given..
This plan "will get all the homework done before the final" hearing was said
by Haglund--and all seemed to generally agree.
Mr. Ackerman said that Council wishes a recommendation to come from PG on how
far we should go on variances. This should be decided by next meeting. "The Council
feels it wants more and more input frdm the Planner." At this. time all calls to
the Planner should go through the Administrator.
#298 Haglund made motion "tp recommend to Council that sign ordinance be amended
and PC requests that Steve Ryan prepare the admendments, subject to PC reviewal
and approval". Jojade seconded. Motion carried.
#~99 Regarding matter of mobile homes "PC requests that legal counsel be present at
February 27th meeting,' when the Planner will also be present, for interpretation
of Ordinance #~+2 regarding mobile homes", motion by Haglund, seconded by Lutgens.
Motion carried.
• #300 Lutgens "application of Mr. Robert Rystrom, 11325 172nd St W, to operate print
shop in home, (#291), be denied--reason, lack of interest of Mr. Rystrom to appear
before the PC." Antolik seconded. Motion carried.
