Meeting was called to order at 8:QQ P.M. with all members, Lau, Antolik,
Lutgens, Haglund, Yoyad®, and Campbell answering roll call. Also present at this
time wares Administrator .Hogan, Building Inspector Ackerman, Public Works Director
Robinette, Engineer Fri.gaard, Councilmen Zaun and Brandss, Planner Steve Ryan.
(Attorney Pat Farrell had beam written on February 12th and asked to attend,:as direc-
ted in January 3Qth meeting minutes.}
The minutes of the meeting held February 13th were read. Motion to approve
these minutes was made by Antolik, seconded by Haglund. Motion carried.
X301 Public hearing of Mr. Stanley Biggers to install 4QOQ-gal tank at Vernon's
Skelly Station, Hwy 5Q near 35W was heard. .This was asked ~~as a replacement
for a tank that was leaking. Haglund moti.<~ed seconded by Campbell, to
approve conditional use permit far Mr. Biggers. Motion carried unanimously.
Capital ?lnprovements program and scheduling was discussed. Engineer Bob
Frigaard made explanations and answered questions. Questions asked concerned
Juno Trail bridge at Lake Marion, 4-lane street planned for 175th, development of
185th Street, Highview Avenue, Hamburg Avenue, lb7th Street, connecting of street
in Airlake to join Hamburg Avenue,,195tn street, intersection 4f Dodd at Hwy ~(3
and Cedar. Of primary concern was eastern construction "'And improvement of prase: nt
175th Street, Development of an east-west route in northern Lakeville, especially
to facilitate fire and police protection, was considered. Engineer spoke of both
• extreme high spots, as well as low-lying wet spots-_f 175th was to be constructed
further east-.-but that it could be done. Advantages of expedient east-west route
at this point were again discussed. Votes to extend l~~th Street to Hi~hyiew to
Cedar were Haglund, Campbell, Antolik, Lutgens, and Yoyade; Lau believed the
development of 167th Street would be better. Steve bran was questioned about advisa-
bility o~~~~~ both on 17Sth St. and Ipava Av. of new Laddislaw plan, as to pro action
number of accesses.. There has to be enough accesses to provide police and firs an~
street maintenance, but not so many as to create traffic hazards. Mr. Ryan also
said the road development could be staged construction, of 175th Street.
Matter of precincts and wards for the City of Lakeville was topic of dis-
cussion. Chief "pro" was that such a program made good area represantation; chief
neon" was that such a program was apt to discourage "over-all" or "total" city
planning beneficial action. When asked his opinion, Mr. Hogan said that such a
program would probably require a city charter.
Planner Ryan discussed his time schedule for platting devaLapm.ents--"it
will cut down time for platting process', All ground work wi.7,.1 be done by the
Committees and Commission before the public hearing for the preliminary plat.

Mr. Bob Laddusaw was present and explained a proposed development at \
SE corner of 175th Street and Ipava Av. Legal description is Ni of SW~ of
Sec. 8, T114, R20W. This is located in the Yalley West paining Area.
Mr. Ackerman told of a flood control study which is to be made of parts
of Lakeville. This is to be done through the HUD prograza. Mr. Ackerman also made
the following recommendations: {1) all conditional use permits, all such permits
will be known as conditional use. permits from now on, all wi.l1 go before the Planner.,

{2) fee on variance to ordinances be changed to $25, and
(a) below grade variances of 3 feet, or more, go before the Planner, also
(b) side-yard set-backs of more than 2 feet, and
(c) when height is more than 45 feet, also
(d) would recommend change in over-size garage to allow 3_car attached
garages to be built.
Planner Ryan gave. his opinion regarding highway signs, "don't really see
that development of three (Naegele) billboards is a planning situation--rather mare
a legal situation." --further, "Lakeville sign ordinance needs up-dating and it is
probably illegal for us to stall Naegele while we consider this ordinance."
--regarding, (1) roof signs? Planner says "no", although those that extend from the
roof on a bar fall under another category, (2) spacing of signs? "1,000 feet,
possibly," t3) "is 3-year amoritization legal?" {Ryan's question), (4) flashing
signs? Should they be allowed? Planner says,Nnot", business signs? "set-
back is too flexible", and, "billboards should be treated the same way as other
signs", {regarding spacing, size, etc.), (6) regarding portables and beacons, "no
use of revolving lights". Point of information: limitation of signs on interstate
roads is 1,000 sq.ft. area, (20ft x 50ft maximum). --It was resolved that Planner
and ~iilding Inspector would get together on matter of signs. - Mr. Craig Loftq uist
of Nae~ele Signs,. who was preset, said that very often they would"like mare in
ordinances because most times it is what they want, also'.
Mobile homes was next topic of discussion. Planner Ryans opinion was that
this was more "to do with attorney than with planner."
~3Q2 Motion by Haglund that recommendation be made to Council that we amand sign
ordinance and have Planner Ryan, Building Inspector Ackerman, and Attorney
Farrell be made aware of this requisition to conform with letter dated
February 7, 1975. A,ntolik seconded. Motion carried.
Items to ask attorney concerning mobile homes are; (i) possibility that
"rental" trailer permits could have been denied, (2) Ordinance No. 42's wording
pno tent, trailer, etc., is to be used as a dwelling", (3) limit trailers in
Lakeville to mobile home parks.
X303 Motion by Campbell to make recommendation to City Council to accept changes
in zoning whereby property o~ers within 350 feet must be notified, (instead
of 200 feet presently here), provided by State legislation as set forth iri
letter of February 12, 1975. Antolik seconded. Motion carried.
X304 Lutgens motioned, Antolik seconded, to set pre7.iminary hearing date of
March 27, 1975 for Laddusaw development--N~ of St~ of Section T11~, R20W---
corner of Ipava Avenue and 175th Street. Motion carried.
Planner Ryan wishes the Planning Commission to refer the plat map, Item ~F304,
to the W/ S Committee and P & R Committee, the Engineer, and the Attorney.
Motion to adjourn the meeting at 11:30 P.M. by Antolik, seconded by Campbell.
Motion carried.
