The meeting was called to order by Vice-Chairman Joel Haglund in the
absence of Chairman H. Lau, at 8;00 P.M. Answering roll call were; Haglund,
Antolik, Lutgens, Campbell, ojade, and Baumgartner.
The meeting of March 27th had been cancelled because of a blizzard. Ixi
the minutes of March 13th, within the paragraph following Ttem X305, the wording
describing zoning should be "B2", nota~a. With this correction, Campbell and
Lutgens moved and seconded approval of the minutes. Motion carried.
Also present at this meeting were Build$g Inspector Ackerman, Planner Steve
Ryan, Attorney Pat Farrell.
X306 Haglund and. Campbell moved and seconded motion to recommend to Council that
site for re-zoning. "multiple" be approved for Parkside, subject to the
existing City ordinances, which-would require public hearing for the re-
zoning on preliminary basis. From the information that we .have, we feel
that there is a need for the housing for the elderly. Motion carried.
Mr. Bill Same, together with Mr. Dan Hustad, architect, and Mr. D. Geary,
of Eberhardt Realty, appeared to explain and answer questions at above Item X306.
There are 51 units planned--this will be done with government financing. Lutgens
wished to know if a 3-story building having only one exit on Holyoke, "would that
• be sufficient?" The area colored "yellow" on site map is area needing re-zon~i,ng,
the "pink" indicated park land. Parkside is located on Holyoke Av. and Hwy. Qom.
#307 Continuation of Item X305, public hearing of Mr. Marvin E. Markison, applying
to operate beauty shop in home at 20475 Holyoke Ave. W. It was stated that an
addition would be added to present home for the beauty shop and that it would
be a one-chair operation. Mr. John McBrian, attorney, appeared'on behalf of
the Markison's. Campbell moved to deny this request, based on statements
previously made that we should staxt denying home occupations to more comply
with downtown offices. Motion died for lack of a 2nd.
Motion by Lutgens, seconded by Jojade, until ordinance is changed, to recommend
approval of Markison application for home-operated beauty shop, with time
limit of one year. Motion carried. Haglund abstained from voting because
of family relationship with Markisons; .Campbell voted array" because of feeling
previously expressed that. home occupations permits should start being denied.
Voting to approve were; Lutgens, Antolik, Jojade, ,Baumgartner.
#308 Haglund-Lutgens moved and seconded to approve bulc~?g permit for ,Balco, Inc,
This a commercial addition__they are located on 215th St. and old Hwy. ~5
in western Lakeville--pipelines--and will approximately double their present
shop, according to Mr. Tom Amundson, who was present.
X309 Motion to table public hearing of Mr. Bob Laddusaw for re-zoning Outlots,
{Parcels) A, B, C, from F-R to H2, R,3C, and R2, respectively, of proposed
Dakota Heights 7th Addition, Tpava Av. and 175th St., until meeting of April
.24th, when the preliminary p~.at public hearing will be held. Jojade seconded.
Motion carried.
Planner Steve Ryan .gave his report. Ordinance on "home occupations" he had
prepared had been received by all m~nbers. Haglund made directive that members
"do homework on this and be prepared to come back to meeting on the 24th to make
recommendation to t~auneil. a {1)

• On proposed sign ordinance and requirements for billboards, question arose
concez~ning only ordinance, only fee schedule, or a combination of both--regarding
permits. This wi_11 be decided at a later date, but sentiment at this time of
members and attorney that it should be an ordinance matter, only.
?xi regards to limiting mobile homes in Lakeville to mobile home parks,
Attorney Farrell wi11 bring a rough draft to April 24th meeting, with the
consensus of opinion being that all mobile homes i.ri Lakeville should be in
parks by two .years from this coming duly let.
Lutgens and Jajade moved and seconded motion to ad,~ourn the meeting at
11:45 P.M. Motion carried.
