Lakeville Flanning Commission Meeting Thursday .May 29, 1975 Municipal Building _ Airlake Industrial Pk Answering roli call whan Chairman Lau called the meeting to order were: Lau, ,Antolik, I utgeps, Ca~pbe~l Baumgartner. (Haglund came later in meeting. } Planner Steve ~RYyan resen an ,$ui Inspector A~kerman..~~• Lutgens-Campbell made motion to approve the minutes of May 15th.' Motion carried. There was a reviewal of minutes of Council fc,r m®eting on May 12th. Other people who were on the agenda for this time were not quite ready, so Mr. Malmanger, who was present, and who had asked for discussion and information concerning zoning for land he has to the north of "Pantry", told of his plans. He is considering asking for re-zoning his parcel from multiple to residantial. In connection: with this, road shown as a cul-de-sac, might becoaae an east-west road instead. Haglund commented, "need aneast-west street here sometime". Consensus of opinion. of all seemed that they would like to see a road go through. Mr. D. Spalla, Mr. K. Jensen, and Mr. Krank were speakers for Kraus®-Anderson interests in developing land north of Lakeville, bounded by Holy©ke, Hwy. ,50, and Dodd Blvd. Literature and bulletins were distributed showing other shopping centers built and still-owned by this. interest. The land is correctly zoned for this type of development. This was strictly an informational meeting. There are two sites on the 20 acre piece for which they have an op i~ an, of a total concept of approximately $0 acres, that they have considered. .Both border an Hs~y one on the Dodd corner and the • other on Holyoke. They have been considering this project since 1971.; 11.96 acres of buildings on the Holyoke corner is what they find most favorable--to be called "Lakevillage Center". The reasons for their choice was of the two corners traffic .problems, Ibdd was the worse, in the it estimation. (Tt was acknowledged that the County Hwy Dept. would have standards to be met for entrances and exits in either spot.) The .idea of having a canter that could be reached by "foot travel "applied to Holyoke corner. The gra~e2 pit filled with water is something they are aware of. The angi.neer they have consulted has stated water problem can be taken care of. A ponding area is planned. A PUD development for the remainder of the $0 acres was not disagreeable to them. They have planned amore-than sufficient parking area, according to our ordinance. Hag~;und would like to see "something from County and State as to accesses, surface water resolved, and landscaping plan; also engineer's specifications and data." Mr. Carl Dale, Design Planning, and ~Rr. B. Watschke, Fortune R~ea1tY. were present for discussion-type, informational ~;e concerning develognent of 166-acre tract bounded by Hwy 5Q, Orchard Trail, and E. 35W service road. (According to the maps they were working from, this is not one-continous piece of land, but "pockmarked" ar"checkered", with land owned by others.) Although they were here for"some encourage- ment in developing" this ground, and not re-zoning, they wondered why this was zoned residential. when it was not very suited to that type of developing. It was brought out in discussion that an envirorunental area impact study of this area was necessary. When asked• Planner Ryan's opinions were.--"the entire thing. has to be built and • planned under a single concept plan. The City has to be assured of continuity. An EA study is a must." It-was said "if this is planned as a grand-scale developanent, we will go along with a FUD concept." A public hearing for Fortune Realty is being set for the 26th of June. W/S minutes. of May 27th dealing with this subject were read. Tf a plan is not instigated by Lakeville, Metro Council will do the planning. X328 Motion by Haglund to have Planner Steve $yan look at the map and data of Urban Service Area Concept and bring back his ideas to the Planning Commission. Antolik seconded. Motion carried. Mr.'Ackexman brought up the. subjects of PUD amendment and sign ordinance amendment. @uestion arose if Council's decisions had been returned to Commission to set date for public hearings. X329 Motion by Lau to "request for status report on PUD and sign ordinance'. Jo jade seconded. Mo ion carried. Lau-Haglund motioned to adjourn the meeting. Time; 11 PM. Motion carried. J.
