VERMILLION RIDGE ESTATES PRELIMINARY PLAT EXTENSION
Proposed Action
Staff recommends adoption of the following motion: move to approve a one -year extension for the
Vermillion Ridge Estates preliminary plat.
Adoption of this motion will allow the property owner an additional year to submit a final plat for this
development.
Overview
Robert Muller, Lakeville Residential, LLC is requesting an extension for the Vermillion Ridge Estates
preliminary plat, which consists of 70 single family residential Tots and 5 outlots on 80 acres of land
located west of Pilot Knob Road (CSAH 31) and south of Country View manufactured home park. The
Vermillion Ridge Estates preliminary plat was approved by the City Council on July 2, 2007. The
Subdivision Ordinance requires a final plat to be submitted within 100 days after City Council approval
of the preliminary plat, unless an extension is requested. The City Council approved previous
extensions on October 1, 2007, July 2, 2008, June 15, 2009 and July 6, 2010. The preliminary plat
will expire on July 1, 2011 unless another one year extension is approved by the City Council.
Planning Department staff recommends that the City Council grant another one -year extension for
the Vermillion Ridge Estates preliminary plat to July 2, 2012.
Primary Issues to Consider
What will happen to the Vermillion Ridge Estates preliminary plat approval if the extension is not
granted? City Council approval of the preliminary plat will become null and void which would
require that any future development start over with a new preliminary plat application. There are
economic challenges associated with the development of Vermillion Ridge Estates including the
need to extend sanitary sewer a half -mile from the north to serve the property and the
construction of 179 Street, a future County road, through the plat.

As applicant for the residential neighborhood named Vermillion Ridge Estates, Lakeville Residential
LLC., hereby requests the City of Lakeville place a request in front of the City Council to grant an
additional 12 month extension to the preliminary plat approval from July 2, 2011 to July 2, 2012.
Pursuant to the discussion I had with Gordon (Butch) McConnel on May 12, 2011, the previous
permit to bring sewer service to the site by tying in to the trunk line north of the property would be
ratified by Dakota County. The route would be along the east side of Pilot Knob Road.
During the extension time period work will proceed with staff on the final plat and appropriate
phasing. Please confirm the agenda time of the Council meeting.
