Building Inspector and Planner Steve Ryan also here. The minutes of meeting held. May .29th were read. Motion. for approval. made by'Lutgens-Campbell. Motion carried. Reviewal of Council meeting held June 9th. was made: by J. Jo jade. Primary item of interest concerning PC was that "Urban Service: Area Concept" now being .studied by Planner, would be sent back to PC and other two Lakeville. Committees, for their consideration and recommendation. It was stated that this was an example, only. X330 Public hearing of .applicants. Judith Tatge anal-Marvel Swenson for cnnclitional use permit for group day caxe center at Kenwood Trail and 241st St. was heard. The signed "return' cards of .certified mail. being sent to nearby residents were presented to members, showing proper not3.fcaton. Ms, Swenson said that they .plan to hold both morning and afternoon. sessions-- 9 AM,to 12:30 llm, and 12.:30 FM to 3 ~--far from 15 to 20 children. The type of center they plan does not fall under the limitation of 5-6 children. Parents are to be required to both. leave and pick up their children inside the .building, Motion by. Haglund., :seconded by Jo jade, to recommend: approval: of this applica- tion time limit of one year, {as all conditional use permits are now). Lau, Antolik, Lutgens, Campbell, Haglund, Jojade,_ Baumgartner, "aye.". Motion carried. It was the suggestion of Planner Ryan that the. City obtain copies of both day care center certification and licenseJin their file. Present, asking for approval of building .site plan, were Mr: John Enggren and Mr. Francis Schuck. Mr, Schuck'explained that. what is prnposed is a new building for Enggr~'s, Inc., to be'6uilt to the east of .their. present foods building--the two buildings to be joined by an arcade. Off of 208th St. there are proposed to be three loading bays in the'bulding. There will be parkin for eighty-seven caxs. Space in the.. older building will be leased to at least one other store which will serve Lakeville's needs, according to Mr. Fhggren. Planner Ryan said., concerning .parking, "the plan does not .solve the probl~n, the plan. Midwest Planners is working on, does not solve the problem, there is na -solution, really, to the parking problem" of these .four downtown city blacks, "the best. thing we can do is mitigate." ~331:Moton by Campbell to approve Fhggren site plan as .presented. Larry Olson was the applicant at apublic hearing for variance to fence ordinance at b724 Gerdine Path W (Valley Park) The proper notification had been given neighbors of Mr. glson, as shown by returned certification cards on file. Mr. plson had also brought wthhim a neighbor., Mr. Tronrnd, to show no objection to the fence. and written approval of others. Mr. Olson said his fence is, ft' to 6 ft. -high fence with woven top, built of cedar which he plans to stain and keep maintained. The fence does .not enclose his home, just his backyard. He built it because of school traffic and privacy-.this is noway a spite fence", said Mr, Olson. X333 Motion to-.dewy this application for variance as to height. of fence was made by Jo jade.. Reason;'~based on current ordinance." (The fence not only varies in height, but is almost ..solid, too.) Lutgens seconded, also "because of ordinancep. "Aye" to denial were: Lau,,Antolik, Lutgens, Haglund, Jojade, Baumgartner. ~~Nay" vote was cast by Campbell. He felt that "without actually seeing the fence, he did not like to vote against." Motion to deny carried. X334 Motion to set public hearing :..date for PUY7 ordinance for July l0, 1975 by Lau-Lutgenns. Lau, Antolik, Lutgens, Campbell,. Haglund," Jajade, Baumgartner "aye". Motion carried. In regards to 'Urban Service Area Concept", Fianner Ryan will be back with information :for PC on June 26th. #33S Motion by Lau.that Council advise Planning Commission directly, of something they want us to act upon, rather than telling us through their minutes. Haglund seconded. Lau, Antalik, Lutgens,. Campbell, Haglund, Jo jade, Baumgart- ner "aye". Motion carried. X336 Motion by Lau-Lutgens that public hearingadate for Name gccupatian Ordinance, Sign Ordinance, and Mobile Toms Ordinance be July 24, 1975. Lau, Antolik, Lutgens, .Campbell, Haglund, Jo~ade,.Baumgartner, "axes. Motion carried. X33?"Nation to inquire. of Council why there are phamphlets circulated in the community which say that the officials have approved church signs, when. .they are supposed to come before Planning Commission for a permit. Lutgens seconded. Lau, Antolk, Lutgens, Campbell, Haglund, Jo jade,: Baumgartner, "aye~~. Motion .,carried. J. Haglund will read Planning Commissionminutes at`the Council meeting June 16th. At this time, the tentative Council agenda has only one item,per- taming to PC--Bnggren buildngsite'plan.. Chaiz~an Lau asks that an informative meeting, concerning procedures and procedural problems, mainly, be set up for Monday, June 23rd, at 8 ifi+i,.:..between `the three committees--Planning commission, Water & Sewer,' Fark & Rec-~+iayar and .:.Council, Planner, Administrator, in Council Chambers. NgTR TO CgUNCTLs Chairman Lau wishes that "if you want Naegele to have those signs in other position than where they were originally, (if changed significantly}, they will have to come back to Planning Commission. X333 Public hearing of L. Larry Olson, Valley Park resident at 6724 Gerciine Path W., for variance to fence ordinance. Commission voted to deny this application, "based on current ordinance". x°334 PUD Ordinance public hearing date set for July 10, 1975. (.Planning Commission meeting date that will allow for two publications beforehand.). #33S Motion asking Council to advise PC of something they wish done,~rather than saying it through their minutes. . X336 Public hearings date for Home Occupation Ordinance, Sign Ordinance, and Mobile Horne Ordinance set for July 24, 1975. X337 Motion inquiring of Council why officials have endorsed large church signs, in a phamphlet being circulated throughout the community, before they have come before PC far a permit. J. Haglund will read PC minutes before Council on June 16th. Chairman Lau asks for an informative meeting with Planning Commission,. W/S Committee, P & R Committee, Mayor and Council, Planner, and Administrator, to consider procedures and procedural problems, mainly. This meeting is asked to be Monday, June 23, 1975, 8 PM, Council Chambers. Council is asked by Chairman Lau, concerning Naegele highway signs, if they have been changed significantly from their original positions, that they cane back to Planning Commission.
