LAKEVILLE PLANNING COMMISSTt3N MEETING MINUTES THURSDAY JUNE 26, 1975 MUNICIPAL BUILDING AIRLAKE PARK The meeting was called to order by Chairman Lau at $a0(} P.M.` Answering roll were Lau, Antolik, Campbell, Haglund, and Jo jade. Lutgens'was absent: and Baumgartner came. later in the evening. Building Inspector and Planner.`we~spresent. Haglund-Campbell moved to approve the minutes of the June 12th meeting. Motion carried. J. Haglund reviewed the Council meeting minutes of June 16th. The June 23rd minutes were also reviewed, the flooding conditions and problems of residents of Bassett's Addition-. on Lake`Marion were: discussed at some.. length. Mr. Bob Laddusaw explained what had been taking place with his plat. of Dakota Heights.. 7th Addition. He planned to develop only the western part of the 84 .Acres at this tunebut felt there :was no change in concept.. What was designated as park land for the whole $0 Acres, would still be the same. Mr. Laddusaw did not feet that. calling the eastern .half of the 8D acres the 8th Addition materially changed the plat,. it was used to show which phase of the..property plan would be developed first. Recognition was made of Park & Rec minutes of the previous evening where they felt. that changes hadbeen made inthis plat regarding park...use. and wished to review this plat with the developer and the planner. (It was their thought that the land.. designated for park use in the western part. of the $0 acres, now called. the 7th Addition, was too small far what was planned here in the plan for housing.} Interested residents of the Dakota Heights.Additions west of`Ipava Ave. were present. Their main concerns seemed. to be the multiple housing and possible shops and gas stations. Mr. Jay Brownell wished to know `if zoning had been: finalized an this, and Pin. Rrcjbert .Nelson expressed. interest in this respect, a3.so as well as Mr. Jim Kiesner. Mr. Jerry Lejchar, who stated he is in construction,. voiced the most questions. He stated there ..are. only two accesses into .present Dakota Heights Additions and `homes can not. b® developed now because of the type 'of soil here. (This statement .regards water and sewer.:} He expressed the .belief that: there would be a traffic problem in new Dakota Heights, as it is planned. He wanted to know "how are you .going to get. people ixi and outs" -,also other questions, one about natural gas whieh;Mr. Ackerman answered for him. J. Haglund said that "previous plat was a fatal of 80 acres and he based his thinking on this, regsxdless of developing the property in two stages, "In essence, sthi.s plat being presented. for the first.. time again a Planner S. kt~ran had this to say, Mwhat is logic of having developer come in with a feasibility study? Is this proper land use; is primary. question. Motion carried, (i) bj26/75 ` PA4E 2 PLANNING CflA~IISSION MEETING MINUTES JUNE 2b, 1975 Earlier. in the evening, following the reviewal of Council meeting . minutes, Mr. Haro3,d Johnson had discuss~i and explained three church, or pictorial religious, signs .that an ecumanical group of Lakeville. resicerits wishes' to install at three of the entrances. to City of Lakevill®. These are large picture signs, 8' x 8~ and 7' x 14i, etc. It is thought that, since they will be located in a residential area, they have to have some variances, and Lakeville is 3n thee-process now of instituting a new sign ordinance. (A copy of what. is proposed by Mr. Johnsonts group is filed with these minutes.) Mr. Lane Esswein, a m~aber cif Lakeville's EiCentennial Group, at this time showed their plan for three large, redwood, signplans--attractively depicting the State of-Nin and Lakeville's site on the map, with lettering depicting whatever is important in the City fora that year, (this lettering will be changeable} p smaller sib-at the side of 'the larger one will b®a directory of businesses :and churches, etc. , in the area. Mr. Esswein said their idea i.s working toward uniformity, aid they were here tonne '~to make sure what they are doing is within the sign. ordinance." Neither group.•had been aware of .the other, before. this evening. It was Planners°~s :thought that,~3.ans would "initiate public-.use araenc~nent to our proposed sign ordin:ance.'~ The thought had bean, previously, that these signs would be allowable under our present ordinance's restrictions... Lanmademotion to make an amenchnent to our sign ordinance, for legality purposes, concerning.'public-use signs. Upon discussion, Lau withdrew this motion. Comments were: Jo jade, liked the uniformity and organization; Campbell liked the concept; Haglund, "probably the two groups can get together and resolve this." There. will be a hearing on the proposed sign ordinance and its additives on the 2~th of July.. 339:. Public hearing ;of Mr_. 4dn. Sims. to xezone from R-1C to R-3C, :multiple family residential district, on land in northeast corner of`"od village's of `Lakeville, Holyoke Av. and 242nd St. , was heard. - Mr. Simes~ s plan- is Parksi.de Plan" for Housing for the. Elderly. Mr. Sims stressed that these people who will live here, although .:senior citizens, they are well.. This is not anursng-home. Mr. Sims has had his plan .approved by both Lakeville's W/S Committee and P & R Committee. .It was brought forth again by Mr. Sims that his plan is dependent upon HUD financing. .Planner Steve Ryan does not feel that the City eanact an this at this time because there is no ordinance that deals with h©using for the elderly,.and a varancecanenot be given because there i.s no hardship involved The.. plan fore the apartments has beenincreasedfrom 460 sq ft to X29 sq ft, and there will be more than ample parking space for carts, one per each living space, ~2 parking spaces mall. Mr. &~b Dunham was present .and wanted to know where this site was in relation to the cemetery.. He was shown on the map... PAGE 3 LAKF,VILLE PLANNING COMi~iISSION i~I~:r;TING MINUTES JUNE 26, 1975 34U. :Public hearing began of applicant Fortune Realty for Planned Unit ~evelognent on land west of Hwy 50 and partially bounded by Orchard Trail on the .south, service lane 35w on the west, and 185th St.; Fortune Realty has the largest amount of land in this grouping. Other owners, Darrell Gonyea, Mr. Carroll, Mr. Ron Claire, Mr. Bob Adelman, all voiced approval of PUD plan far their properties. Mrs. Ella Foulkrod said "first she had heard of this, she don't know what to say", and Mr. and Mrs. ..Robert. Fischer, 'complete surprise". (Mrs. Foulkrod and the Fischers own the only two houses that are on this property, at this dine.} Mr. D. Gonyea said he has 14 lots 3n Acorn Heights, and "i.s wanting to know what to do with the land.~~ Mr. Carroll said he owns one-60 :acre tract, and one 54-acre tract--known as Trager's, "is in favor of PtJD". Mr. Ron q.aine states he is the owner of property on corner of service lane 35W and Orchard Trail, 'approves F~JD". Mr, Bc~b Adelman, another owner of land here, said „definitely is not the place for single-family homes--commercial and industrial is the way to go on the piece.' Chairman Lau said an Environmental Tmpact Study must be made in this area. Planner Ryan sa3.d there were three things important to a PUD. The .first being general concept.. Mr. Carl Dale, planner with Fortune Realty and Mr. J. Syron Watsctlke, explained the tracts involved in this plan, and said that although he was not representing all the landowners, he understood they all found a PUD plan desirable. For convenience sake, there are five major parcels involved. I have listed them'a'through~e', given location and land content in paragraph which follows this one. Mr. Dale was confident that "water can be ponded, and maintained on site.e He also stated that "traffic will circulate on bath sides of railroad traciss, and bridge will, in all likeli- hood: be built here eventually," on extended 185th St. to service lane of 35w. Parcel A contains 25-plus acr®s and is the tract closest to 3SW; Parcel B contains 37 acres and is immediately north of proposed 185th St. extension, and 5E of Parcel A; Parcel. C contains q7 acres and adjoins Parcel Bon the east, between "B" and Hwy 50, and south part ins on proposed extension of 185th St.; Parcel D contains 6 acres and is the smaller piece of land just west of Hwy 5O, and adjoins Parcel C; Parcel E contains 38 acres and is bounded on so~,th by Orchard Trail, on the north by proposed 185th St., and lies to the - west of Hwy 50• Except far the two homes already mentioned in these minutes, Mrs. Ella Foulkrod in Acorn Heighta and Mr. Robert Fischer, who lives east of Parcel C, the land is not developed. It was stated that there "would have to have Planning Commission's specific approval on each" of the above-mentioned parcels. On a motion by Jojade-Baumgartner, the public hearing of Fortune Realty • for PUD was tabled until 24th of July, "to give people time to know which way they want to go." After discussion and explanation of Dakota Heights 7th, and what is called, 8th Addition, with Mr. &tb Laddusaw, .recommendations and findings by Planning Commission ware tabled until legal. counsel can be obtained, by next meeting date, July lath. Mr. Harold Johnson, proponent of ecumenical group on religious signs, and Mr. Lane Esswein of .the Bicentennial group proposing large, redwood, directory-type sign groupings, explained and discussed what' each group was planning, during the course of the evening. -..The two groups were told that there would be a hearing on the proposed sign ordinance on the 24th of July . 339. The Planning Commission voted to recommend Council approval of Mr. inn. 5ime's application to rezone land located irr NE corner of "old villagep of Lakeville, from R-1C to R-3C' coning. Mr. Same is the originator of Parkside Plan of housing for the E1der3.3r. (Item 339 was a public hearing.) 340. Public hearing was begun of Fortune Realty for PUD on land west of Hwy 50, north of Orchard Trail., and east of service lane of 35W. This hearingwas tabled. until 24th of July., Planner will contact entire Council for their feelings on a :..proposed amendment to new sign ordinance to include. public-use signs,.. This public hearing will be 24th of July. -The Urban Service Area Concept will be worked on next meeting, July 10th. The report is due Council at its first meeting 3.n pctober. J.
