It is necessary to move this building from its present site because the City of Burnsville has bought the property and the Sport ~nen have to dispose of the building. made motion to recommend approval of the moving permit. Inspector asked that a decsrative front to the bldg.. when built, be part pf this motion. Motion carried. Mr. Bluem was advised of Council meeting on Sept. 8th, and that h@ would b@ expected to come back to Planning Commission with plans for his building. Rittenhouse was present with blueprints of proposed addition to Gephart Warehouse bio. 2, where he would like to move his printing business. He has a printing business: in his Orchard Lake home on 1.72nd St. presently, ander a con- ditional use permit which will expire in a few months, and is looking for a way to move the business to downtown Lakeville. At the time he obtained his. permit, he was asked if he planned to move his business from his home as soon as he could. ably do so, and he agreed. Mr. Rittenhouse is afireeable to new, decorative front, and decorative painting, as suggested, on other exposed sides. He plans on extending the present building 22 feet, and having a two-floor structure--the upper floor being office spac®. Planner Ryan said that printing presses are not allowed in a B 3 zoning, that it has to be B 4. Inspector Ackerman asks for a ruling from City Attorney on this matter. Lutgens made motion, 2nd by to table this building approval request until more information is available. Motion carried. X375 Mr. F• TiLlges was present with his plans for re-doing the front of his office located on Holyoke Avenue. He wishes to use redwood shingles, iri a Colonial design, and stain them green. - moved and seconded approval of this design. Motion carried. #3?6 Mr. Walt Procknow explained the expansion of the parking lot at St. Johns Lutheran Church, corner of Holyoke Av. and 210th 5t., that is contemplated. The congregation needs additional parking space. Mr. Ackerman explained that they can park within one foot of property line, if cement bumpers are used to stop cars at this point; otherwise, parking is allowed within three feet of property line, according to ordinance. This was an informational-type of procedure. motioned to approve parking lot plans. 2nd was by . Motion carried. °The tabled public.. hearing, Item ~ was continued at this time. This was Ole Piper Inns request for restaurant and Sunday liquor at their location on Cedar Av. in Valley Park. The applicant, Mr. , reports that he is still short nine parking spaces. He has approached, and has the agree~aent of Skelly operator, Mr. Madson, to lease land across the street from him, for parking. This will allow Ole Piper Inn 5 more parking spates. when the gas station is also operating, 13 spaces when the station is closed. Manager of Ole Piper Inn says he will erect a cyclone fence and redwood fence."to improve looks of parking lot", and keep traffic from.. crossing neighbors yard. Mr. Martin, in the audience, wanted to know= does Skelley have ability to lease. the land to Inn for parking] and, is a gas station a good place to park cars? Mr. replied that 5kelley did have the right.. Mr. Martin wished to know how long Mr. Madson would be ther®, as ownership has changed hands many times the past years. A woman wished to know if the fence belonged to Ole Piper Inn, or to whom it did belong? Could they come to Council for repairs on this fe~c®? Manager of Inn said they wish to put up a proper fence. The lady also wanted to know, "haw close to this redwood fence are people going to park?" "And what about lighting?" She was told "there will be a proper abutment so that they donut park too close to the fence--and there will be proper lighting--directing light away from the yard, not int® it, as it does now." When asked, Mr. Ackerman said "no way can get more parking ire there--short nine places and cant get more in there." J. Haglund said, "if some addition. were to be put on the building, the parking would be geared to a retail area. Parking should be in the area of the structure it served," he felt. This will be signs of 2~ or 4~ x lb~ signs, with directional arrows, temporary in nature, in the t~th Addition in Valley. park. Mr, Ackerman said he wasn~t ears he really needed permits for these signs, but a time-length of two years asked, and they are to be used to direct traffic to the modal hoaxes. Continuation of public hearing, amendment to sign ordinancs, was begun. With regard to illumination, it was agreed that from the hours of midnight to 6 AM, a sign may not be i.].l.~inated. Ryan presented amap of City of Lakeville he had prepared with this concern in mind. J. Haglund questisnexi the advisability of building sits chosen by B,rause-Anderson as it affects the whole area of drainage for "villagew part of Lakeville. Mr. Rosens said a sterm drainage plan is vary necessaxy for Lek®vi:17.e, theta is a need for • contour maps, which would be another planning tool, and these ban bs re-sold back to developers. Cost of the maps can be either by the acre, or for the whole city. They will recxammend that it be done for the whole City. $y the acts, the cost would bs $4.tS~3, compared tq $3 per acre, if done for the whole City. Total cost for whole City would be $75,000. These maps, costing the City $3 per acre, could be re-sold for $6 per acre, and the developer would ordinarily have to pay $,b to $3.0, plus the delay if they wars to buy for themselves. ~3) PLANNING CQMMISSTtiN MEETING MINUTES OF AUC~JST 2~3. 1975 PAGE planner Ryah explained the USA Concept map he had prepared. He had colored areas representings (1) where existing sewers, etc. are at present, (2) potential staging for commercial areas, (3) all industrial area in Airlake Industrial Park, (4) Hwy 5fl corrider represents the area that has all their services i.n, and Valley Park area is other major which should be allowed tq grew, and (5) the mid-range area-- the ability to pay for pipe in this area is sparse. When asked about present w/s d®velopment that is being done, Mr. Rosex~e said, "obviously not going to be able to serve Dakota ggts area without a connecting jinx-- are in process of getting casein®nts across the proposed Laddusaw plat. There have been difficulties--a gasket has had to be re-placed; there have been some leaky joints that were discovered; all of these have beeaa taken care of. Mr. Rosene said he would like to take Planners map of USA Concept and super- impose theirs upon it--then recommend some adjustments. "What is type of land and what is its potentiality, should be considered, as well as the existing trunks--and also consider transportation plan." Planner stated he had taken this into consideration, that it was only a thumb- nail considerational drawing, which allowea 4 sq mi of marginal developaaent error. Mr. Rosene was asked if he could also "get us a map of this"? He said yes. Also thought we should "establish a policy of every year updating W/S lines that are in and lines that are determined necessary,or proposed." He estimated a charge of about $lU0 to update such a map each year. He went on to say he believed that the Planning Commission should have maps "where you can pull them out and see if development should go in, when a developer • comes in." Planner Ryan said this is the second map he has recently prepared and could Planning Commission dos (1) accept the staging of the thing, and (2) take it to engineers to add their recommendations. Mr. Rpsene stated that usually a City puts in facilities and the developer does roads, and the charges go back against the property. "Some communities are requiring a one years assessment in their bond, as well as the streets. However, want it done as economically as possible for the guy wno is building the house." This would have an overlay--with comprehensive plan on the bottom.M Policies of Lakeville USA .Concept, as outlined by Planner Ryan, arcs (1) all new industrial growth should be concentrated in Airlake Industrial park, (2) all commercial growth shall be concentrated within the "old village" area, with secondary area of intersection of Hwy 50 and 3SW, and (3) no commercial or industrial growth shall be allowed where S/W do not exist, unless the expansion of that same facility is contained in improvements program. The manager of Inn has now contacted Mr. Madson, operator of Slc®1].y Station across the street, ;and arranged with hitu to use his. space, thus groviding for another five spaces .when the station is in operation, or l3 spaces wh~.the station is closed. People in the audience wanted to know about: (1) the fence, (2) if Skelley has the authoritq to lease .space, {3).whatabout fighting, snowmobile .parking, (5)'what is to become of drainage ditch, if .this area is used for parking.
